3. REQUEST FUNDING A RECONCILIATION CHANGE ORDER TO LANDVISION LANDSCAPES FOR BERGFELD PARK PLAYGROUND AREA IMPROVEMENTS PHASE I INCREASING THE HALF CENT EXPENDITURE BY $33,402.04. On Motion by Corporation Member Simons, seconded by Corporation Member Trimble and carried by 100% of the vote. The Tyler One-Half Cent (½ ) Sales Tax Board approved funding for the Reconciliation Change Order to Landvision Landscapes for Bergfeld Park Playground Area Improvements Phase I increasing the Half Cent expenditure by $33,402.04. 4. RESENTATION OF THE HALF CENT PRIORITIZATION RANKINGS FOR THE 2015-2016 ANNUAL WORK PLAN Corporation Members received a presentation and a draft of the Half Cent Sales Tax Annual Work Plan project rankings for FY2015-2016. Corporation Members and staff discussed new projects on the list and staff pointed out that the next fiscal year of the program is mostly finishing up projects in which we are already financially committed. New projects to the list such as Settler s Landing were also discussed. Corporation Members were requested to take the month of June to review the projects and project rankings and provide any feedback to City Staff by July 2 nd. No action required at this meeting. 5. CITY ENGINEER S REPORT UPDATE ON ALL HALF CENT SALES TAX PROJECTS UNDER CONSTRUCTION Carter Delleney, City Engineer provided the Board with an update on all Half Cent Sales Tax projects; including projects we are obtaining right-of-way on and under design: Half Cent Collections Report Cumberland Road Taxiway K 2015 Asphalt Overlay Police Substation Palace/26/Grand Runway 4-22 Legacy Trails Animal Care Facility No action required. 6. CITY OF TYLER HALF CENT SALES TAX COMMUNICATION Date: July 14, 2015 Subject: Request that the Half Cent Sales Tax Board consider funding for the construction contract for the animal care facility to the lowest and most qualified bidder, TMV, LLC., in the amount of $2,864,220, and authorize $300,000 in direct costs. Page: 1 of 1 Item Reference: City Council Agenda Item M-1, April 22, 2015 As part of the Lean Six Sigma initiative, an analysis of current animal control operations was performed which indicated that an animal care facility is needed. The facility would address concerns such as disease control, inadequate resources, public access, and allow for future expansion. The property at 4218 Chandler Highway was subsequently purchased for renovation. Phase one of the renovation was first advertised requesting competitive sealed proposals on May 1, 2015 and were publicly opened and read aloud on June 9, 2015. Being a renovation, walkthroughs of the building were made available on two occasions allowing contractors to inspect the property. The scoring categories included price, project experience, references and personnel, company profile, responsiveness, and safety record. Upon evaluation of all information each proposer was scored (see table below). Three deduct alternates were included to help control cost overruns. None of the alternates are anticipated to adversely affect the capacity, function, or longevity of the facility, and as such are recommended by staff for inclusion. In addition to the construction contract, to complete the project other costs will be incurred by the City including, asphalt paving, wood mulch, furniture, fixtures, equipment, and materials testing. The cost for these items is estimated to be $300,000.00.
