DWARKA Dist: JAMNAGAR, GUJARAT. Dear Sir, Gujarat State Electricity Corporation Ltd. is interested in carrying out the Feasibility Study and if feasible then the Preparation of Detailed Project Report for Installation of 2 x 800 MW Capacity Coal Based Power Plant (further expandable by 1x800MW or 2x800MW) at Village MOJAP, Ta. DWARKA, Dist. JAMNAGAR, GUJARAT. The scope of work / services under the contract shall be as under: (1) SCOPE OF WORK FOR FEASIBILITY STUDY & DETAILED PROJECT REPORT: The scope specified in this specification outlines the services generally expected from the consultant. It is not the intent to specify minute details of services expected. All the items/services which are required for the preparation of Feasibility Study and Detailed Project Report are deemed to be included in the scope of services whether specifically mentioned or not. The consultant shall render necessary, comprehensive and effective services required in all respects to ensure smooth and timely completion of the services, which shall include but not limited to the following: a) Checking of the feasibility of power evacuation system. b) Identifying availability of required quantity of suitable water and the source as well as obtaining confirmation from the competent Gujarat Government Authority. c) Working out general layout plan with switchyard for proposed project and finding out the feasibility of accommodating these units in the available land. d) Checking up feasibility for obtaining clearances from the Gujarat Pollution Control Board and Ministry of Environment & Forest, New Delhi. e) Evaluating quantity of solid, liquid, & gaseous discharge together with tolerance limit allowed as per norms. f) Filling up of Environmental appraisal questionnaire as per the proforma of the Ministry of Environment & Forests, New Delhi and / or GoG. g) Preparation of Detailed Project Report (DPR) if the proposed project is feasible, as per scope given in Annexure - A attached. h) Preparation of suitable presentation(ppt) at different stages and giving presentation of the same to various authorities as per GSECL s requirements. i) FSR/DPR shall be prepared/carried out as per guide line given by MoEF. (2) QUALIFYING REQUIREMENTS / EXPERIENCE OF BIDDER: Offer of only those experienced and resourceful bidder will be considered who meet with following requirements: The project of Coal Based Supercritical Units having size of 660/800 MW for which the bidder has prepared the DPR, should be under construction stage and the financial closure of at least two such projects is achieved. For the above, Bidder shall have to submit details/documents in the following format : Sr. No. Name of project having unit size of 660/800 MW for which DPR is already prepared Name of the owner of the Project and its Contact numbers and address List of the authentic documents attached in technical bid establishing the preparation of DPR for project having unit size of 660/800 MW Present status of the project showing whether (a)under Construction Stage (b)financial Closure is achieved (c)commissioned List of the authentic documents attached in the technical bid establishing the present status of the project (3) COPIES OF FEASIBLITY REPORT & DETAILED PROJECT REPORT: 1. Four (4) copies of the draft feasibility report & draft DPR shall be furnished for comments / approval of GSECL. 2. Eight (8) copies of the final feasibility report & Final DPR with two CDs shall be submitted after incorporating GSECL's comments. 3. Consultant should endeavor that all the drawings, documents etc. are computerized and in editable/reproducible format. 4. All the drawings, documents etc. to be furnished by the consultant should be clear, legible to read and neat in presentation. (4) COMPLETION PERIOD: The draft feasibility report shall be submitted within 1 month from the date of receipt of LOl. Final feasibility report shall be submitted within 1 month from the date of receipt of comments on Draft report. Draft Detailed Project Report (DPR) shall be submitted within 1 month from the date of intimation by GSECL for such report's preparation. The consultant shall submit final DPR within 15 days of receipt of comments from GSECL. Page 2 of 7

The payment will be made through RTGS ((Format for details/data to be furnished by the bidder is enclosed separately) (7) CO-ORDINATION/CO-OPERATION WITH OTHER AGENCIES: Consultant shall fully Co-operate and discharge their services in consultation and co-ordination with any other agencies involved/associated with the above works to meet the intent of specification. (8) INPUTS/FACILITIES TO CONSULTANT BY GSECL: a) GSECL shall provide only the available data/documents. However, the consultant shall be authorized/ introduced to Statutory /Non-Statutory Bodies, as required, for collection of necessary data/information/documents/inputs etc. b) The consultant shall make his own arrangement for the accommodation and conveyance for the visits while discharging his service. c) The applicable fees to be paid at the time of making application, if any, to the statutory /non-statutory bodies shall be borne by GSECL. However all the other fees /expenditures/stationeries/computers software and hardware etc. including other miscellaneous expenditures incurred for the collection and preparation of data/documents/reports etc. shall be borne by the Consultant. (9) INSURANCE: The consultant shall arrange, secure and maintain insurance as may be necessary and for all such amount to protect the interest of GSECL, against all the risks for the subject assignments/works. The responsibility to maintain adequate insurance coverage on comprehensive all risks basis at all times during the period of contract shall be that of the consultant alone. In any case, for insurance coverage and damages, whatsoever it may be, the Consultant shall be solely responsible in all respect and GSECL shall not be responsible under any circumstances. (10) CONTRACT AGREEMENT: As per the GSECL's rules, Bidder shall enter into an agreement with the GSECL. This agreement shall be on stamp paper of Rs. 100/- and shall be signed within one week of receipt of the order. The agreement shall be signed by the Bidder or his authorized representative and GSECL affixing seal of the consultant and GSECL. The cost of stamp fee shall be borne by the Bidder. The contract shall comprise of the tender with the detailed scope of work, schedules, bidder's offer, all correspondence done till issue of detailed order. (11) SECURITY DEPOSIT CUM PERFORMANCE BANK GUARANTEE (SD cum PBG): This shall be as specified in the Invitation to Tender and Instruction to Tenderers (IT & IT). (12) PENALTY FOR DELAYS: In case of any delay that may take place in completion of works beyond contractual cut-off period, the consultant shall be liable to pay at the discretion of the GSECL, a penalty (not liquidated damages) 0.5 % per week of the contract price of that part of contract for which works is delayed subject to a maximum of 10% of the total contract value. Due consideration will be given in the levy of penalty for reasons absolutely beyond control of consultant for which necessary evidence shall be produced by the consultant to the satisfaction of the competent authority of the GSECL. (13) CANCELLATION / TERMINATION OF CONTRACT: GSECL reserves its rights to terminate the contract in full or in part and at any time by giving a written notice of 30 days. In case, GSECL terminates the contract by issuing written notice, the consultant shall be paid for the actual work done till the date of notice, and the payment shall be calculated on prorata basis for the actual work done. The consultant shall also be paid for the commitments related with this assignment, which cannot be terminated, on production of documentary evidences of such commitments. Upon receipt of written notice, attempt to terminate all commitments and otherwise minimize all costs shall be made the consultant. Above payment shall be subject to submission of all data, design, plans, specifications and other documents for the project up to the date of termination of the contract, to GSECL. In case, the consultant terminates contract by issuing written notice or abnormally delays the works beyond scheduled time frame, GSECL reserves the right to get the work done by another consultant. Any expense which may be incurred in excess of the sum which would have paid to the original consultant, for completion of unexecuted works, shall be deducted/recovered from any money due to the original consultant, by GSECL. a b c d e ANNEXURE- 'A' Collection of data /information about the availability of land, sweet water for make up, cooling water, fuel system, ash disposal, electrical system, etc. through preliminary questionnaire and visit to site and office/s of GSECL and other concerned bodies as per the requirements. Collection and study of information received and identification of additional data/information required and interaction with GSECL and other concerned bodies for obtaining the same. Estimation of requirement of sweet water, cooling water, fuel (main and auxiliary) etc. basic inputs and study of their availability for the extension. The consultant will assist and provide all technical details for getting confirmation for the required fuel, fuel transportation, water, land from the competent Government Authorities. Study of mode of receiving, handling, fuel at site. To check the feasibility of installation of new switch yard for power evacuation. f Issue of budgetary inquiry based on brief technical specification to a few reputed suppliers and review of the quotations. g Consultant shall check feasibility for obtaining clearances from the state Pollution Control Board and Environment and Forest Department, New Delhi and /or GoG. h Preparation of detailed project report (DPR) based on Central Electricity Authority (CEA) guidelines, available budgetary quotations, information from GSECL of financial inputs and in house data. The DPR shall cover the following. 01 Justification of the project. 02 Basic requirements such as land, fuel, water, infrastructures, etc. 03 Salient features of the site and its suitability. 04 Fuel (main and auxiliary) receiving, handling facilities. 05 Property /plot plan and preliminary layout of the main plant showing major equipment, handling facilities and services corridors. 06 Technical description and brief specification of all major equipment and systems along with process flow diagrams. 07 Civil and structural engineering aspects. 08 Environmental considerations and adoption of suitable measures as required. 09 Man power planning and organizational set up. 10 Project implementation schedule showing key milestone activities. 11 Estimation of the projects' cost with broad and detailed break up under major heads and phased expenditure over the period of project execution. 12 Computation of the cost of generation at power station bus based on the mode of financing. 13 Financial analysis in line with C.E.A. Guidelines. 14 Housing requirement in colony for staff. 15 Administrative Office building. 16 Gardening in power station and colony area. 17 The Quantity of leveling & demolition to confirm.
