Opening and agenda Peter welcomes everybody to the 23 rd meeting of the Co-ordination Group of the ESSnet Big Data (CG). The meeting will not be attended by Anders and Piet, who is replaced by Anke. They have sent notifications. Nigel joined the meeting later and Albrecht had connection problems. There was no video connection at this meeting. Martin will contact Cisco again on this. 2. Points for information There are a few points for information: - Planning WebEx meetings: please ask for planning a WebEx meeting by Martin or Peter as soon as you know time and date. Just to avoid that we may fail to schedule your meeting at Cisco because of absence of both of us. - The final report and financial figures of SGA-1 have been accepted by Eurostat and now we are waiting for the final amount. Peter will ask Albrecht if he can find out when to expect the transfer.
- Regarding the budget and participation of extra participants at physical internal meetings, the rule is that only one person per participating country will be reimbursed. If there is a need for an extra person there must be a compelling reason (e.g. providing training or changing role as work package leader) and then this must be justified and being agreed by Eurostat as well. - On 8th and 9th of March a two day meeting (sprint), will be held at Statistics Netherlands about smart statistics. This is one of the three tracks of the Business Case of next stage after the current ESSnet. There is a need from Eurostat to brainstorm about this topic with members from the Task Force and some others. The outcome will be used for the call for a grant proposal. Statistic Netherlands will moderate this two day session. 3. SGA-2: Work packages 1 9 State of the art: WP 1: The face-to-face meeting will take place on 20-22 March in Milan. This will be an extended meeting, in which Cedefop will present its webscraping approach. Furthermore, WP 1 is busy with finalizing the deliverables and the preparations for the Sofia meeting. An agreement has been signed with a data provider. If the logistics of accessing the data can be solved in time, this data can be used for this project. WP 2: A face-to-face meeting will be held mid-march in Rome. In this meeting the final output of pilots will be discussed as well as some cutting edge techniques for the new pilot (classification of activities; sustainability). This means techniques for processing textual data scraped from the web. The plan is that the design for the new pilot is ready in April. Further WP 2 is also busy with finalizing the deliverables. WP 3: The results of experiments will be ready at the end of January and a face-toface meeting will be held in February in Rome. WP 3 is preparing the final report (draft). Concerning the budget everything is going as planned. Before the meeting, Peter had asked to WP 1, 2 and 3 if an underspending in resources used was expected at the end of this SGA-2. All three have answered now that this will probably not be the case. WP 4: WP 4 is busy with a literature study about existing models for calculating emisions. The research on satellite data is almost finished. A proposal is being made about dividing the resources related to the withdrawal of Denmark. The withdrawal won t affect the content of the deliverables. The data from Denmark is not needed for the second phase and WP 4 was already prepared for the leave of Denmark. 2
WP 5: The next face-to-face meeting will take place on March 20-21 in Madrid. Flowminder wants to attend and to share activities. Flowminder knows that they will not be reimbursed but they are highly interested in the activities in this project. Albrecht is also invited. WP 5 is making progress in the methodology framework and the hierarchical model for aggregated mobile phone data. The roadmap is clear and the work package is on track for getting the results from the analysis of simulated and real data. WP 5 wants to make a contribution for this work package at the Q2018 conference in Poland; David will consult Albrecht on this. WP 6: Before the end of January WP 6 will receive extra traffic sensor data from the Ministry on the year 2017 and they will process the new data in the pilot by the end of January. On the agenda of the WebEx meeting mid-january is a discussion of the work done by partner countries. Another WebEx meeting will be held with Anna about organizing the combined face-to-face meeting of WP 6 and 7 in April. The deliverables are still on track. WP 7: The work package has good results regarding testing the Life Satisfaction Pilot, as accuracy for Portuguese data, implemented by INE, is nearly 90%. The goal is to publish the results about life satisfaction categorized by using the EU-SILC typology. The results will be published as experimental statistics by country. WP 7 has completed about 70% percent of the report for intra-domain combination regarding the tourism domain. WP 7 has started implementation tourism - agriculture. WP 8: Comment from the Review Board on the literature overview is taken into account. Anke asks to all work package leaders to add literature and articles to the overview, as it is an living document. The document is on the wiki. Piet is writing a draft version of the last chapter of the IT report which is almost ready. The report about quality and methodology will be ready by the end of January. On 15-16 February the face-to-face meeting will be held in Rome. WP 9: Marc mentioned that all the latest information about the dissemination workshop in Sofia is on the wiki. The name for the workshop is BDES 2018, which stands for Big Data for European Statistics 2018. Main points are: - Venue is Grand Hotel Balkan (same as last year). 3
- Because of the European Presidency by Bulgaria, the rooms in the hotel are very expensive ( 180 per night). There are alternative hotels. - The preliminary program will be ready by the end of the week. There is room for 100 people. About 90 places are available for participants from outside Bulgaria. The other places are for Bulgarian participants (for up to about 20 participants, assuming not all will attend at the same time). Marc will draft a list of participants. Please send names as soon as possible to Marc because it is urgent to send out the invitation, so they can save the date. 4. Any remaining issues and closing Q2018 conference: There might be room for the ESSnet on the programme. For now it is not exactly clear what the situation is. The program is still being drafted and also the abstracts haven t been accepted yet. Anna has no more information at this moment. She submitted her abstract before the deadline.
