TIRUMALA TIRUPATI DEVASTHANAMS : TIRUPATI TERMS AND CONDITIONS FOR DISPOSAL OF MALAYSIAN FOREIGN COINS 1) Sealed Tenders are invited for disposal of Malaysian Foreign Coins (i.e. 1 sent, 5 sen,10 sent, 20 sent, 50 sent and 1 dollar/ringet) available in TTD Treasury on as-is-where is and no complaint basis through tender to be held on 21 06.2018. The Sealed Tender super scribed as Tender for the purchase of Malaysian Foreign Coins, should be submitted to the Dy.Exe.Officer (Treasury), TTD Administrative Building, K.T.Road, Tirupati 517 501, so as to reach before 03.00 PM on 21-06-2018. Tenders will be opened at 03.30 PM on the same day by the above Officer, TTD (or) any other Officer authorized by the Executive Officer, TTD, in the presence of the Tenderers. 2) The intended tenderers should quote their price for the face value of the Malaysian Foreign Coins separately as denomination wise in the Tender Schedule itself. If any Tenderer quotes their price without mentioning the variety, the TTD reserves the right to reject such tender. Further, if they quote their price on a form other than tender schedule, such tenders will be summarily rejected. 3) The Tenderers shall remit an amount of Rs.2.00 lakh (Rupees Two lakh only) as Earnest Money Deposit (EMD) by way of Demand Draft drawn in favor of the Executive Officer, TTD, Tirupati payable at Tirupati on any scheduled bank along with their tender. The EMD paid by the successful bidder will be adjusted in the final lifting of the stocks and it will not carry any interest. Tenders received without Earnest Money Deposit will be rejected. 4) The highest tenderer (i.e. H1) should pay 25% of the exchange amount for each denomination of Malayasian foreign coins quoted within two working days from the date opening the financial bid towards security deposit either in the form of DD drawn in favor of Executive Officer,TTD,Tirupati or through RTGS/online transfer to the account mentioned in the tender document. 5) Alloted coins/currency Stocks are to be lifted within the prescribed period of 15 days from the date of issue of confirmation orders by paying the balance 75% of the exchange amount without ground rent either in the form of DD drawn in favor of Executive Officer,TTD,Tirupati or through RTGS/online transfer to the account mentioned in the tender document and with ground rent @15% per annum on the sale /exchange amount shall be collected from the successful tenderer for a period of 05 days beyond the above prescribed period. The maximum permissible period to lift the stock including ground rent with interest shall be 20 days only. If 20 th day happens to be public holiday or Sunday, the payment can be made on the next working day to take delivery of material.
6) The tenderer has quote the rate payable to TTD. 7) The successful tenderer has to pay the statutory applicable GST or any other taxes apart from the approved exchange value at the time of taking delivery 8) It is the responsibility of the successful bidder to pay all the taxes due to Government Local bodies etc., 9) The bid amount is payable within the time stipulated on confirmation of the orders from the competent authority and they must take delivery of the stocks as mentioned in the confirmation letter after making full payment of the balance amount. The amount should be paid only by way of account payee Demand Draft, drawn in any scheduled bank in favour of Executive Officer, T.T.Devasthanams, Tirupati. 10) If 25% of the bid amount is not paid as specified above, the deposit amount shall be forfeited, and the bid is deemed to have been cancelled. 11) In case 75% of exchange amount is not paid within the stipulated time of 20 days, the deposit paid as S.D @ 25% of the exchange amount along with the EMD will be forfeited. 12) The successful tenderer should lift the stocks within 15 days duly paying the bid amount after issue of the confirmation order, failing which the deposit will be forfeited. Under any circumstances, extension of time will not be accorded for payment of the balance amount beyond the stipulated period i.e., 20 days after the date of confirmation of the rate by the TTD., 13) The rate quoted for each variety should be valid for acceptance for a period of 60 (sixty) days from the date of opening of the tenders. 14) Soon after finalization of the tender, the Earnest Money Deposit of the un-successful tenderers will be returned, the Earnest Money Deposit does not carry any interest. 15) The tender accepting authority reserves the right either to reject in full (or) part of any of the tenders without assigning any reasons. 16) The successful tenderers should engage their own men for loading and transportation. The delivery of foreign coins will be made in Gunny bags denomination wise. The delivery will be at TTD Treasury Wing, T.T.D.Administrative Building, K.T.Road, Tirupati 517 501. 17) It may be noted that the successful tenderer should give full postal address or make arrangement to receive the letter without their being returned to this office by the Postal department. In case, the confirmation orders are un-delivered due to any reason or false addresses and returned to this office by postal department, T.T.D will have the right to cancel such tenders by forfeiting the Earnest Money Deposit.
18) Before taking delivery of the stocks from the TTD Treasury, Tirupati the Tenderer should verify and ensure proper weighment. The TTD will not be responsible for any loss of weight in transit. 19) Tenderer shall quote their rate for each denomination wise. The highest bidder/bidders(denomination wise) will be confirmed with the order after obtaining the approval from the competent authority. 20) For violation of any of the above conditions, the Earnest Money Deposit will be forfeited without any notice. 21) Even if extra quantities of Foreign Coins are offered on the day of tender, it will be to a maximum extent of 33% of the coins notified and it will be confirmed in favor of the highest bidder (variety wise) and further if they agree to take at the highest rate only. 22) If any legal disputes arise, the same will be subject to Jurisdiction of Tirupati Courts/High Courts of A.P. 23) TTD reserves the right to stop /postphone/ cancel the tender at any stage without assigning any reason there for. 24) TTD reserves the right to accept or reject the highest rate offered in the Tender without assigning any reasons there for. 25) TTD reserves the right to cancel or alter any of the tender conditions without assigning any reasons there for. 26) TTD reserves the right to modify/ alter/ cancel/ omit any of the above mentioned Terms and Conditions pertaining to the as and when required. The TTD reserves the right to add/ delete/change modify any or all the general conditions mentioned in the Tender schedule and the said addition/ deletion/ changes/ modifications shall be incorporated in the agreement to be entered into with the bidders / bidder irrespective of Tender conditions mentioned in the notice inviting Tender or in the Tender schedule of the same shall be incorporated in a form of codicil as the case may be and the same will be binding on the Bidder without any recourse. 27) The Tender accepting authority/ the Executive Officer reserves the right either to reject any or all Tenders without assigning any reason. In this regard the decision of TTD shall be final and binding on the tenderer without any recourse. 28) The EMD DD s should be drawn on or after the date of tender notice publication. 29) The Tenderer should enclose the copies of valid license in the name of tenderer / Firm for the last 03 (Three) years as on the date of bid opening issued by the RBI. 30) The tenderer should enclose the copies of experience certificate and other certificates like Registration of Firm if applicable GST registration, Income tax returns for the preceding 03 (Three) financial years. 31) The tender accepting authority i.e., the Executive Officer, TTD/ the Joint Executive Officer, TTD, Tirupati reserves the right either to reject any or all tenders without assigning any reason in the event of any dispute arising out of the tender such dispute would be subject to the jurisdiction of civil Courts of Tirupati AP only
32) The tenderer should enclose Xerox copies of residential proof i.e. PAN Card/ Aadhaar Card, GST along with tender document. 33) The tender will be in Two bid format i.e., technical Bid and financial Bid in the separate covers. Thus two covers shall be kept in a sealed cover and submitted accordingly. 34) Initially Technical bid alone will be opened and evaluated. The financial bid of eligible tenders in Technical evaluation will be opened subsequently. 35) The tenderer should quote their rates both in figures and words for which tender is filed. Over writings, erasures, alterations in the tendered rates will not be admitted unless they are attested by the date initials of the tenderer. 36) In case of any discrepancy between the rates quoted in figures and words, in such cases, whichever is highest will be considered as rate quoted for exchange of the Malaysian coins. 37) Sealed Tenders will be opened by the Tender committee members in the presence of the tenderers attended only. In case, if no tenderers attend, the tenders will be opened by the Tender committee members. 38) The authority nominated to decide the tenders shall reserve all rights to postpone / cancel / reject and to change the venue for opening of tenders at any point of time / at any stage without assigning any reasons, therefore. 39) The opening and finalization of the tenders shall be subject to such other further conditions as may be specified at the time of opening of tenders. 40) The TTD reserves the right to reject any tender whose acceptance may lead to violation of the provisions under rules 197 and 223 of the statutory rules issued in G.O.Ms. No.311 (Ends) Department dt.09.04.1990. 41) The certificates, documents, etc., furnished by the tenderers are found to be false fabricated / bogus, the tenderer will be disqualified, blacklisted. Action will be initiated as deemed fit and the EMD, Security Deposit will be forfeited 42) The tenderer should not add any condition and such of those tenders which stipulate additional conditions are liable to be rejected.
