IAIR The International Association of Insolvency Regulators (IAIR) is an international body that brings together the collective experiences and expertise of government insolvency regulators from jurisdictions around the world. IAIR members have a unique perspective given the role that they play in insolvency systems. The Annual Conference and AGM The IAIR holds its annual conference and annual general meeting of the association every year. This year, the Executive Committee has resolved that its 24 th annual conference & meeting be held in Mauritius. The Registrar of Companies/Director of Insolvency Service is presently the chair of the Association and the host of the conference. The conference theme is Sharing International Insolvency Trends and Developments. Join us in Mauritius for an exciting conference as we meet to discuss and learn from the current trends and developments in the insolvency world. Meet fellow regulators, share common issues and enjoy the chance to network while learning more about best practices and recent developments around the insolvency world. This year will mark the first annual IAIR conference to be held in the African Region since 2009 and therefore, it would be a great opportunity to welcome members from the African Countries. ABOUT MAURITIUS Geography Mauritius is situated in the Indian Ocean and located approximately 2,400 kilometers to the south eastern coast of Africa. The island, which is of volcanic origin, covers an area of 1,865 kilometers with 330 kilometers of coastlines. Mauritius is 45km in width and 65km in length. The Republic of Mauritius is an Indian Ocean island of about 1.3 million people and is one of Africa s most prosperous and stable economies. Its population is made up of a rich mosaic of descendants originating from Asia, Africa and Europe. Mauritius has a multi-lingual, multi-racial and multi religious population. Mauritius pictures a multicultural society where the friendly coexistence of peoples and religions expresses itself in croissants for breakfast, fried noodles for lunch and curry for dinner and brightly painted Indian temples sitting alongside French colonial mansions. Politics and Government Mauritius is a democratic state, largely based on the Westminster model. The Head of State of Mauritius is the President who is elected for a five-year term by the National Assembly, the Mauritian parliament. The National Assembly consists of 62 members elected directly by popular vote, and 8 further members appointed on the basis of a best losers system to represent ethnic minorities depending on the results of the election. The government is headed by the Prime Minister and a Council of Ministers. It has a free press, an independent judiciary and hundreds of trade unions. It provides a free medical service to the whole population, free education up to tertiary level, non-contributory social security benefits and a literacy rate of 89.8 per cent (source Statistic Mauritius). Mauritius is a member of the Commonwealth, the African Union the ACP group and is nonaligned. It is also a member of the preferential Trade Area for the Eastern and Southern African States, a member of the Indian Ocean Commission of the SADC and the Indian Ocean Rim Association. Language Most people in Mauritius are bilingual and are equally fluent in English and French Creole, Morisien and French are mainly used in the everyday environment and several oriental languages are also spoken. 9

Climate and Weather Mauritius enjoys a mild tropical maritime climate throughout the year. The country has two seasons a warm humid summer extending from November to April and a relatively cool dry winter from June to September. The month of October and May are commonly known as the transition months. Mean summer temperature is 24.7 degrees Celsius and mean winter temperature is 20.4 degrees Celsius. The warmest months are January and February with average day maximum temperature reaching 29.2 degrees Celsius and the coolest months are July and August when average night minimum temperatures drops to 16.4 degrees Celsius Currency The currency in Mauritius is the Rupee (Rs) which is divided in 100 cents (cs) Rupee notes are available in 25, 50, 100, 200, 500, 1000 and 2000. Coins are available in 5cs, 10cs, 20cs, 50cs, 1 rupees, 5Rs, 10Rs and 20Rs. Banking services are available mostly from 09.00am -300pm (Mon-Thu) and 900 am 500pm (Fri). All banks are closed during weekends and public holidays. A few banks are open to coincide with the arrival and departure of international flights at the Sir Seewoosagur Ramgoolam International Airport. Exchange range: 1 USD = MUR 35.00 Credit cards 1 GBP = MUR 47.00 Banks and most hotels, restaurants and tourist shops accept credit cards. MasterCard and Visa cards are the most widely accepted by most banks, hotels, restaurants and tourist shops followed by American Express and Dinners Club. ATMs are widespread. Time Zone The time zone in Mauritius is GMT+4 Electricity Electricity is supplied at 240v and most of the power sockets in Mauritius use the UK style 3 pin plugs but the conference hotel uses the standard European 2 pin plugs. If you bring electrical appliances with you, they can be used with an adaptor. Clothing/Attire We suggest you come prepared with some warm clothing especially for the evenings just in case the temperature drops. The dress code for the meeting is business attire and the dress code for dinner functions is national dress/smart casual. 10

International calling The Mauritius international dial code is +230. Visas All delegates visiting Mauritius must be in possession of a valid passport, a return on onward ticket and where necessary a visitor s visa. Delegates are requested to ensure that they possess all necessary documents/visa prior to arrival in Mauritius. Legal framework in Mauritius Mauritius was under French rule from 1715 to 1810 and afterwards, it became a British colony before gaining its independence in 1968. As a result, Mauritian Law is a hybrid one which is derived from French and English Law: the Code Civile Mauricien and Code de Commerce which are in French; and the Statutes passed in the National assembly, in English. Our Insolvency Law, which was enacted in 2009, is supplemented by some provisions of the Companies Act 2001 and covers both the insolvency of an individual and corporate. This new legislation provides for alternatives to bankruptcy as well as the alternatives to winding up of companies. Voluntary administration for viable companies in financial distress is a new process in our insolvency law. Further, Insolvency Practitioner is now a profession which is regulated. This year will mark the first IAIR annual conference to be held in the African Region, since the conference in South Africa in 2009, and therefore, it would be a great opportunity to welcome members from the African Countries. Conference Terms & Conditions Conference Attendance Non-members may attend the IAIR conference only by invitation or agreement of the IAIR Executive Committee. We welcome people who, who would be eligible to be members, to come along to and attend our conference as a non-member to help them to learn more about our association before joining. If you are thinking about joining IAIR this may be an ideal opportunity for you to learn more about us and what benefits membership could bring you. However, to be eligible to be an IAIR member you must be a government employed national insolvency representative from a Government Department, Ministry, Agency or Public Authority which has responsibility in their country for one or more of: Insolvency Policy and Legislation Insolvency Practice and Administration Insolvency Regulation Delegate/Registration Fee The conference registration/delegate fee covers three days attendance at the conference, conference refreshments and lunches, the welcome reception and the formal dinner. In some circumstances, it can also include the informal dinner, though there may be a small additional charge for this. Please note it does not include your accommodation which you must book directly yourself and arrange payment directly with the hotel. Non-members have observer status only at the Annual General Meeting. Accompanying Person The accompanying person registration fee covers attendance at the welcome reception, the formal dinner and in some circumstances the informal dinner. Sometimes there is a small additional charge for the informal dinner. Registered accompanying persons attending the social functions must be aged 21 or over and are defined as a participant s spouse or other personal relation who does not have a business interest in the conference. An accompanying person does not have access to the conference. Please note the fee does not include your accommodation which you must book directly yourself and arrange payment directly with the hotel. Payment & Refunds Please note that your conference registration will only be confirmed in writing when full payment has been received and processed. Where a delegate cancels, individual circumstances will be considered but, the following refund and cancellation policy generally applies: Cancel more than 4 weeks prior to conference 75% refund Cancel 4 weeks or less prior to conference no refund issued as the host country will have committed to your place with the conference venues. 14

The appropriate refunds will be made after the conference has taken place. Delegate substitutions within organisations are permitted. Substitutions may be made at no charge up until one week before the conference. Delegate Information IAIR takes your privacy seriously. We will retain and use your personal data to provide you with information on our services. Your name, job title, organisation name, country and email address will only be distributed to fellow conference attendees. Travel and Health Insurance Delegates and accompanying persons are reminded that it is their responsibility to arrange travel and health insurance for the duration of their visit to the conference.
