METHODOLOGY Description The data contained in this report were obtained from the -to- Migration Flow files provided by the U.S. Internal Revenue Service (IRS). These files contain statistics derived from individual tax forms filed with the IRS and are based on the year-to-year changes in the addresses reported by tax filers. The IRS monitors the county and state where tax return filers live each year. The IRS migration data include only those returns for which the social security number of the tax filer matched the return filed in both years. The IRS does not release any micro-data on individual tax filers but aggregates the total number of filers who move between each pair of counties in the country. Definitions of terms and concepts found throughout this report are as follows: Migration flows defined for this report include the movement or relocation of individuals filing a tax form with the IRS. includes persons moving between counties within the United States. includes those persons relocating to or from a foreign country, but still U.S. residents filing a Federal individual income tax return. Tax Filer/Tax Return as presented in this report represent individual tax forms filed with the IRS regardless if they are a single or joint filing. These numbers can be used to approximate the number of households. represent the number of dependents claimed on specific tax filings. These numbers can be used to approximate the number of persons. Aggregate adjusted income is the sum total of the taxable income from all sources, less the adjustments to income, such as IRS deduction, self employment tax and health insurance, alimony paid, etc. Median adjusted income is a derived measure of the midpoint of taxable income distributions. Non-movers are tax filers who do not move or move within the same county. Non-movers are not included in the profiles, however state totals are presented in Table B on page 7. Limitations Migration flows of less than 10 filings between a particular pair of counties are not reported by the IRS and are reflected as throughout this document. New immigrants to the country who were not residents needing to file IRS tax returns previously are not included in the IRS migration statistics. The IRS migration data also do not capture all domestic migration in the U.S., as not everyone files a tax return. Individuals that are not well represented include the elderly, persons who have recently lost a spouse, or others with low income. In addition, there is potential error in misreporting those who file their tax return outof-state. Since an assessment of migration is based on change of mailing address, there is the potential of incorrectly classifying a tax filer as a mover because the mailing address on their tax form is not the same as their permanent residence address. For example, a change in mailing address without a change in residence address will cause an actual non-mover to be classified as a mover. Conversely, a change in residence address without a change in mailing address will lead a true mover to be classified as a non-mover. Although the proportion of misallocation is unknown, current analysis suggests it is small. Profile Presentation Table 1 of each county profile contains the number of Federal individual income tax returns filed by individuals entering or leaving that county for 1998-99, 1999-2000, and 2000-01. The table indicates the origin of movement into a county and the destination of movement out of a county. Thus the movement into a county may be from a different county in the same state, a different state, or a foreign country. Movement out of a county may be to a different county in the same state, a different state, or a foreign country. In addition to the movement into and out of the county in question, the table also provides the overall net movement due to relocation. Table 1 also includes the number of exemptions reported by tax filers who moved to and from counties in North Dakota. Table 2 of each county profile provides the aggregate adjusted taxable income reported on Federal individual income tax returns filed by individuals entering or leaving that county for 1998-99, 1999-2000, and 2000-01. These numbers are reported in thousands of dollars. As with Table 1, Table 2 indicates the movement of monies to or from a county in a different state, a different county within North Dakota, or a foreign country. In addition to the movement into and out of the county in question, the table also provides the overall net movement of monies due to relocation. Table 2 also includes a median adjusted taxable income for filers who relocated to or from counties in North Dakota. These numbers are presented in whole dollars. Only year-specific data for this indicator are presented in this report as sums of this indicator are not applicable. The net difference between the median income of tax filers moving into a county and the median income of tax filers leaving a county is also provided in Table 2. OVERVIEW OF NORTH DAKOTA MIGRATION FLOWS When North Dakota s resident wage earners move to other states, they take their families and incomes with them, resulting in lower consumer spending and tax revenue for North Dakota. Similarly, when residents move from county to county within the state, local economies and tax bases are affected as the population relocates. This report highlights the most recent available U.S. Internal Revenue Service (IRS) data, covering Federal individual income tax returns filed between 1998-99 through 2000-01, relating to the migration of tax filers to and from counties in North Dakota. Analysis using North Dakota tax records between 1998-99 and 2000-01 reveals that more wage earners moved out-of-state than moved in, resulting in a loss of income. There is continuing evidence of income drain from rural as well as urban counties throughout North Dakota. Within North Dakota, tax records show that 52 of the 53 counties in the state suffered net losses in the number of filed tax returns. In addition, 51 of 53 counties experienced net losses in taxable income as a result of migration (Map A). Map A. of Aggregate Adjusted Taxable Income Due to Migration for North Dakota by : 1998-99 to 2000-01 The IRS data allow policymakers to assess the magnitude of loss or gain to the economy through the migration of individuals filing tax returns. Between 1998-99 and 2000-01, 62,976 tax return filers with aggregate taxable income of $1.9 billion left North Dakota. A total of 52,799 tax filers with aggregate taxable income of $1.5 billion entered North Dakota. The net loss in taxable income to the state due to migration was $384.5 million (Table A). IRS data show that Minnesota gained the most from movement out of North Dakota. Between 1998-99 and 2000-01, 7,967 tax filers left North Dakota for Minnesota and 5,711 left Minnesota for North Dakota, with a net taxable income of $102 million flowing to Minnesota. Clay and Hennepin counties were the most frequent destinations of North Dakota tax filers relocating to Minnesota. Grand Forks and Ward counties suffered the highest losses in North Dakota, losing $94.3 million and $59.2 million respectively, in net taxable income between 1998-99 and 2000-01. Cass was the only county to show an increase in net returns, however, it suffered a loss in net income due to out-migrants having higher incomes than in-migrants. Only two counties in North Dakota had increases in net income due to the relocation of tax filers, Ramsey ($8.4 million) and Bottineau ($3.6 million). DISCUSSION Only a small proportion of North Dakota s population actually relocates from year to year. According to the IRS tax data, 223,870 tax filers did not move between 2000 and 2001. These filers reported 500,134 exemptions and $9.6 billion in net taxable income (Table B). Table B. Evidence from IRS tax records demonstrates that the net exchange of movers to and from North Dakota has resulted in a consistent and increasing loss of revenue to the state. The total net loss of taxable income to North Dakota, as a result of the net exchange of movers between 1993 and 1994, was slightly more than $37 million dollars. This was the first year that IRS records were made available for county flow analysis. By the year 2001, the annual net loss of revenue for North Dakota had ballooned to over $163 million. A comparison of the median taxable income between tax filers moving into the state and those leaving the state also is very revealing. Residents leaving the state s rural counties, on average, have lower incomes than those moving into rural North Dakota. In 72 percent of the state s rural counties (28 of 39), the median income of the newly arriving tax filers was higher than those leaving between 2000 and 2001. Low wages in rural counties most likely accounts for this trend. Unfortunately, the magnitude of those leaving rural North Dakota greatly outpaces those arriving to the extent that the net exchange in income is negative, even though the in-movers have higher incomes. The economic calamity this creates can be illustrated by Bowman, North Dakota. The latest Census indicates that Bowman had fewer than 3,300 residents in the year 2000. Between 2000 and 2001, the county lost 114 tax filers and gained only 59 for a net loss of 55 tax filers. The median income of the tax filers coming to Bowman during that time period was $19,062 compared to a median income of $16,527 for those who left. Even though the median income of the new arrivals was 13 percent higher than those who left, the county lost nearly $1.6 million in taxable income during that year solely due to the net income exchange of movers. However, the trend of in-migrants having higher incomes than those leaving is not statewide. In 9 of 14 urban counties throughout North Dakota, the situation is reversed; tax filers leaving had higher incomes than those arriving between 2000 and 2001. Since the urban counties account for a much greater proportion of the state s population, the loss of higher income urban tax filers exacerbates the situation. This is best illustrated by the net exchange in Cass, the most populated county in North Dakota. Over the three-year period from 1998-99 to 2000-01, Cass had a net growth of slightly fewer than 1,100 tax filers. However, even though the county gained tax filers it lost nearly $26 million in taxable income during that period solely due to the net exchange of movers. Although the IRS county-to-county tax flow data have important limitations, they do reveal a serious consequence that needs to be addressed. The loss of revenue is pervasive with all but two counties losing taxable income as a result of migration. The rural counties of the state can least afford the persistent drain on their taxable revenues, not to mention the loss of human capital. Yet they are the ones relatively hardest hit by migration losses. Policy makers need to be more aggressive in their search for solutions and bold in their actions. History suggests that new approaches to economic development need to be considered. The consistent upward trend in lost taxable income suggests that old strategies are not effective. This report demonstrates that greater priority needs to be given to addressing population loss. The economic advantages of doing so are compelling. North Dakota Migration Flows: 1998-99 to 2000-01 7
