Justifying OPE - Leeds Case Study West Yorkshire Police needed to relocate from two police stations into a new divisional headquarters. Leeds City Council were able to provide an 8- acre site. Leeds purchased Milgarth police station as part of a delivery plan for the Victoria Gate Retail Scheme, creating 991 jobs. Victoria Gate Development - Design West Yorkshire Police continued to occupy the site until they could relocate to the new 8-acre HQ site. Leeds are now pursuing Community Hubs, with emergency services across the city co-locating with other public sector bodies.

One Public Estate OPE received 2 years worth of funding in the Spending Review 2015 37 million. Over 250 councils in 59 partnerships are members of the OPE programme as of February 2017, with allocations from 50,000 to 500,000. OPE target is to achieve 95% of councils on the programme by 2018. OPE s is funding delivery of over 350 projects that deliver our core objectives of: 1. Creating economic growth (new homes and jobs) 2. More integrated, customer-focused services 3. North East Shared Facility Much of the blue light estate in Northumberland, North East, is out of date requiring significant renewal and development. Outcome: - Co-location of service with multiple partners - 465,000 capital receipts raised - Release of land in town centres and industrial areas for regeneration - Provide service efficiencies and improvements Location Plan of existing blue light premises An ambitious estate renewal which will become a shared blue light facility, in place of the outdated Berwick Community Fire Station. The project is expected to serve as a catalyst for similar projects in the area. OPE funding includes: - Feasibility study for the renewal of the Berwick site - Project management - Identification of pipeline projects in the North East Combined Authority area
Hampshire Tri-service co-location With the latest funding round, the partnership has initialised a blue lights programme across Hampshire OPE funding will kick start commitment of resource by partners. Projects Include: - A3M Corridor: Emergency Services Response Centre - A single shared site for the three services with potential to generate capital receipts and running costs savings. - Training facilities: Co-locating a joint training facility for the three services.
Bedfordshire Bedfordshire are working closely with Fire & Rescue and Police to develop options for co-location, projects include: - Combined Police & Fire Headquarters - Identify co-location opportunities across all organisations for training facilities, workshops and back office units. Success of the programme will see: - Over 12m capital receipts generated - 846k in revenue savings over five years Discussions to involve East of England Ambulance Service are underway.
