INTRODUCTION This report provides information to the Electronic Municipal Market Access (the EMMA ) in order to comply with the provisions contained in the Continuing Disclosure Agreement (the CDA ) executed and delivered by the City of Alameda (the City ) in connection with the issuance, by the Alameda Public Financing Authority (the Authority ), of the Alameda Public Financing Authority Local Agency Refunding Revenue Bonds, Series 2010A and Subordinate Series 2010B (Harbor Bay CFD and Marina Village AD) in the aggregate principal amounts of $10,675,000 and $8,020,000 respectively (collectively the Bonds ). The CDA was executed and delivered by the City for the benefit of the holders and beneficial owners of the Bonds and in order to assist the Participating Underwriters in complying with S.E.C. CONTENT OF ANNUAL REPORT Audited Financial Statements The Audited Financial Statements have been disseminated to EMMA under separate cover. Principal Amount of Bonds Outstanding The following table shows the principal amount of the Bonds outstanding: Reserve Fund Series Principal Amount As of 2010A $4,270,000 June 30, 2017 The Reserve Fund for the bonds is not held at the Authority. The underlying local issue has a reserve fund for the Special Tax Bonds. Delinquency Information The following table shows the single parcel that is currently delinquent within the District, the levy amount, delinquent amount, and delinquency rate for the parcel as of June 30, 2017. Occupancy Status As of September 2, 2014 the bonds for Reassessment District 10-1 (Marina Village) have matured. CDIAC Reports The annual reports to the California Debt and Investment Advisory Commission ( CDIAC ) were filed on October 26, 2017. Please see Appendix A for a copy of the reports that comply with Government Code Sections 53359.5 of the California Government Code. APPENDIX B: SENATE BILL 165 Senate Bill 165, filed with the Secretary of State on September 19, 2000, enacted the Local Agency Special Tax and Bond Accountability Act. This Act requires that any local special tax or local bond measure subject to voter approval contain a statement indicating the specific purposes of the special tax, require that the proceeds of the special tax be applied to those purposes, require the creation of an account into which the proceeds shall be deposited, and require an annual report containing specified information concerning the use of the proceeds. The Act only applies to any local special tax measure or local bond measure adopted on or after January 1, 2001 in accordance with Section 50075.1 or Section 53410 of the California Government Code. Some of the requirements of the Act are handled at the formation of the Special Tax District and others are handled through annual reports. This Section of this report intends to comply with Section 50075.3 or Section 53411 of the California Government Code that states: The chief fiscal officer of the issuing local agency shall file a report with its governing body no later than January 1, 2002, and at least once a year thereafter. The annual report shall contain all of the following: a. The amount of funds collected and expended. b. The status of any project required or authorized to be funded as identified in subdivision (a) of Section 50075.1 or Section 53410.
