OFFICE: First Floor, Food Corporation of India Building, 8, Mayor Sathyamoorthy Road, Chetpat, Chennai-600031, Tamil Nadu, India, ###### NOTICE INVITING BID FOR Arrangement of 11KV Ring Main Distribution System for construction power supply to various construction activities of the 2X660 MW TPS-II Second Expansion Thermal Power Project 1.0 Introduction NLC INDIA LIMITED, (NLCIL) is a Navratna, Government of India enterprise registered under the Indian Companies Act 1956, engaged in mining of lignite in Neyveli of Tamilnadu State & Barsingsar of Rajasthan State, India and in power generation. NLCIL is a Central Government Public Sector Undertaking (PSU) functioning under the administrative control of the Ministry of Coal. It has an integrated facility at Neyveli with three lignite mines with combined production capacity of about 24 MTPA supplying lignite to three nos, pit-head, thermal power stations having a total generating capacity of 2,490 MW. The first thermal power station (TPS-1) was commissioned in 1962 with a capacity of 600 MW (6 x50 MW + 3x100 MW). This was followed by TPS-II of 1,470 MW (7 x 210 MW), TPS-I Expansion 420 MW (2 x 210 MW) and Lignite based Power Station at Barsingsar, Rajasthan 250 MW (2x125MW) capacities. The present total power generation capacity of NLC thermal power stations is 2,740 MW. In addition to the above, two units of 250 MW TPS-II expansion consisting of 2x250 MW lignite fired CFBC units at Neyveli is commissioned. NLCIL has also formed a joint venture (JV) Company with the Tamil Nadu Electricity Board in the name of NLC Tamilnadu Power Limited (NTPL), which has recently commissioned a 2 x 500 MW coal based thermal power project at Tuticorin in the State of Tamil Nadu. NLCIL is presently executing a New Neyveli Thermal Power Project of 2x500 MW capacity, as a Greenfield project, at Neyveli, Cuddalore District of Tamil Nadu. NLCIL has also formed a joint venture (JV) company with Uttar Pradesh Rajya Vidut Utpadan Nigam Limited (UPRVUNL) in the name of Neyveli Uttar Pradesh Power Limited (NUPPL) to set up coal based supercritical power plant with a capacity of 1980 MW (3 x 660 MW) in the state of Uttar Pradesh at Ghatampur Teshil with 51:49 equity participation.

NLCIL have now taken up implementation of Lignite based Thermal Power Station-II, Second expansion, consisting of two (2) supercritical units of 660 MW capacity each, at Mudanai village (near Neyveli), Cuddalore district, Tamil Nadu. 2.0 Invitation 2.1 Online Bids in English are invited by NLC India Limited, Neyveli for Arrangement of 11KV Ring Main Distribution System for construction power supply to various construction activities of the 2X660 MW TPS-II Second Expansion Thermal Power Project. Bids are invited in Two Part system followed by Reverse Bidding (Details of Reverse Bidding is available in the Tender document) as per the details given below: Tender No: CO CONTS/0017G/ TPS-II 2 nd Expansion / CPS/e-conts /2018, Dt.02.07.2018 3.0 Brief Scope of the Work The bidder shall submit his offer as per the scope of the work, Arrangement of 11KV Ring Main Distribution System for construction power supply to various construction activities of the 2X660 MW TPS-II Second Expansion Thermal Power Project which includes, Supply and laying of 11KV XLPE UG cable including terminations, supply and installation of 11KV Multi unit panels, 11/0.433KV Distribution Transformers, LT panels, Capacitor banks, High Mast Lighting Towers, Earthing arrangements with necessary Civil works, including Testing and Commissioning, getting Approval / clearance from Statutory authorities as applicable, arrangement of transit and storage cum erection insurances etc as per the Technical specification and conditions of the contract. 4.0 Bidding Details: 1. The Bidder should have supplied, erected and commissioned 11KV or higher voltage grade Electrical systems for not less than the value indicated below with contract agreement(s) entered in their own name for any Govt./Quasi Govt/Public limited Companies, PSU/PSE during seven years immediately preceding the original scheduled date of tender opening. a. One agreement of value not less than Rs.291.04 lakhs (or) b. Two agreements each of value not less than Rs.181.90 lakhs (or) c. Three agreements each of value not less than Rs.145.52 lakhs ii. The above systems shall be in satisfactory operation for a period of minimum two years as on original scheduled date of tender opening. iii. The bidder should have an average annual turnover not less than Rs. 291.04 lakhs in the preceding three consecutive financial years as on the original scheduled date of bid opening. iv. The bidder should have positive net worth as per the latest audited financial statement. Note: 1. Documentary evidence such as complete set of Work order(s)/agreement copy(s) along with Work completion certificate(s)/ finalization letter(s) and Performance Certificate(s) for satisfactory operation, etc., shall be furnished along with the bid as documentary proof for meeting PQR. 2. The bidder should furnish Annual Reports containing audited Profit and Loss account and Balance Sheet for the past three years.

3. Bids which are submitted without proper documentary evidence to substantiate fulfilment of the qualifying requirements above are likely to be rejected. 6.0 Other Requirements: a. Notwithstanding anything stated above the purchaser reserves the right to assess the bidder s capacity and capability of the bidders to perform the Contract, should the circumstances warrant such an assessment in the overall interest of the purchaser. b. The successful bidder shall execute the entire work as per the applicable statutory norms. c. If the successful bidder prefers to engage sub-contractor(s), the successful bidder shall furnish credentials of the sub-contractor(s) and shall get approval of NLCIL. 7.0 Time Schedule Time schedule to complete the work is 9 months from the date of handing over of site. 8.0 Bid Guarantee 8.1 Bidder is required to submit Bid Guarantee of Rs 3,70,000/- (Rupees Three lakh and Seventy Thousand only) along with the Bid (Part I) in the form and manner as described in the Instructions to Bidders. 8.2 Kindly note that the Confirmation of Bank Guarantee through Structured Financial Messaging System (SFMS) will be done. The bidder shall also furnish Bid Guarantee in physical form in a sealed cover. The bidder shall submit the offer for full scope of work indicated in the Tender Specification. 9.2 Part-I: Duly filled in Letter of Undertaking (as per Annexure A) along with Checklist for Compliance of Important Tender Conditions shall be submitted on line by the bidder in the specified form.

Physical cover: The bidder shall also submit the following in a sealed cover on or before the date of bid submission. (1) Power of Attorney / authorization with the seal of the company in favour of the person signing the Bid. Only after successful registration, the Bidder(s) can submit his/their bids electronically. Bidders are required to make their own arrangement for bidding from a computer connected with Internet. NLCIL shall not be responsible for making such arrangements. Interested bidders are required to pay the Tender fee and register in the URL and click on New Bidder and fill up the registration form with their details like Bidders address, user ID and Password, Tender fee details etc., and attach a scanned copy of Tender fee details

with UTR No., Remitted Bank, Amount, Date etc., and submit. Kindly note that Bidder name will be captured from Digital Signing Certificate.tpSC). Bidders are advised to keep note of the same. It may be noted that no separate user id and password will be provided by NLCIL. Acceptance or Rejection of Registration request for the Tender will be intimated by a separate e-mail message.
