MINISTRY OVERVIEW The has overall responsibility for ensuring high-quality, appropriate, costeffective and timely health services are available for all British Columbians. The British Columbia health system is one of our most valued social programs and every person in the province will access some level of health care or health service during his/her lifetime. The Ministry works with health authorities, health care providers, agencies and other organizations to guide and enhance the Province s health services to ensure British Columbians are supported in their efforts to maintain and improve their health. The Ministry provides leadership, direction and support to health service delivery partners and sets province-wide goals, standards and expectations for health service delivery by health authorities. The Ministry enacts this leadership role through the development of social policy, legislation and professional regulation, through funding decisions, negotiations and bargaining, and through its accountability framework for health authorities and oversight of health professional regulatory bodies. The has the largest operating budget of all ministries, comprising approximately 45 per cent of all provincial government expenditures. The Ministry also has one of the largest capital budgets and is responsible for some of the largest and most complex infrastructure projects in the Province. PROGRAM The Financial and Corporate Services Division supports Ministry programs and health authorities by managing and ensuring a consistent approach to financial and corporate issues. Services are provided through five branches: Capital Services; Audit and Investigations; Regional Grants; Finance & Decision Support (including Facilities); and Business Financial Transformation, These services are critical to assisting program areas and health authorities in meeting their strategic goals and operational plans, and ensuring compliance with relevant legislation (Health Care Costs Recovery Act, Medicare Protection Act, Pharmaceutical Services Act, Health Special Account Act, Hospital Insurance Act and Hospital District Act), regulations and central agency directives. Key stakeholders include the BC Health Authorities, Treasury Board, Office of the Comptroller General, Health Canada, Medical Services Commission, Health Insurance BC, Partnerships BC and Health Benefit Trust. POSITION Executives play a pivotal role in leading organizations in the execution of government s strategic corporate agenda. As key contributors, executives commit to action the business goals of government and their ministry, support the deputy minister, and develop strategies to implement government policy. Executives are accountable for the execution of strategies to achieve goals, and are measured for their performance. This position is a key contributor and member of a strong collaborative executive team. The ADM, Financial and Corporate Services (ADM FCS) position is unique in that it impacts every business line within the ministry. Its influence is not limited to one program area but affects the entire Ministry, and because of this it requires creative corporate problem solving to ADM, Financial and Corporate Services August 2018 Page 2 of 5
strategically assist the ministry in its direction for the mid and long term through effective resource allocation and proactively anticipating what is needed for success. The ADM FCS participates in key committees including: the Standing Committee on Finance and Corporate Issues (SCFCI); the ADMs of Corporate Services; and, various Capital Project Boards related to major capital construction projects. Further, this role has the responsibility to provide oversight and direction through a number of channels to the Health Authority Chief Financial Officers (HA CFOs), in particular as Chair of the SCFCI. HA CFOs play a critical role in the delivery of health care services in the Province, and the ADM FCS relationship with them is vital to ensuring that provincial policies and direction are translated into actions. The Financial and Corporate Services Division is composed of approximately 170 FTEs and a 2018/19 operating budget of $20 million. The ADM FCS has significant influence over the entire Ministry operating budget of $19.75 billion, the largest in government, and direct responsibility for the capital budget of approximately $550 million annually. Because of the size of the Ministry budget, financial decisions made by the Ministry have a significant impact on overall provincial finances, and this position is responsible for taking forward approximately 12-15 Treasury Board submissions each year. The incumbent must be able to establish a positive and trusted working relationship with Treasury Board staff to ensure successful outcome of Ministry requests. In addition, the position is the main support to the Minister on all financial matters, and particularly on items for Treasury Board consideration. The ADM FCS has important links with the federal government (Health Canada) on matters related to the enforcement of the Canada Health Act (CHA). Through the Audit and Inspection Branch, the position is responsible for audits to ensure compliance with the CHA, and for the negotiation of any penalty assessments arising from non-compliance. The ADM FCS is the final decision maker on recoveries related to the audits of pharmacies, which can be in the millions of dollars. ACCOUNTABILITIES Reporting to the Deputy Minister, the position is responsible for providing Financial and Corporate Services leadership to the programs and health authorities, and for assisting program areas and health authorities in meeting their strategic goals and operational plans, identifying efficiencies and ensuring compliance with relevant legislation, regulations and central agency directives. Primary accountabilities include: Providing direction and advice respecting all internal matters of financial administration, including preparing the ministry budget and monitoring and reporting on expenditures internally, externally and with central agencies. Advising the minister or executive on protocols, standards of conduct and ensuring the integrity of decision making as it relates to areas such as conflict of interest, procurement requirements, gifts and donations and expenditures. Acting as the primary point of contact with Central Agencies (Treasury Board, Office of Comptroller General, Shared Services BC) on all financial issues including payroll, payments, revenues and facilities. Ensuring the Ministry meets all financial targets established by Treasury Board including ensuring budget objectives are met in the sector, being conscious of run rates in acute care (surgical, emergency, residential care, etc) and the public expectations of health services. Providing leadership in the development and operations of the Ministry s financial systems; ensuring that best practices are applied, consistent with the Financial Administration Act; and providing for research to be carried out as required in order to take advantage of emerging technologies and recommending changes to Ministry s financial systems where and when necessary. Supporting regional services, Health Authorities and other agencies (e.g. Canadian Blood Services) regarding preparing and monitoring budgets and projections, as well as communicating, educating and assisting with financial matters including policy, funding adjustments, funding allocation models, and financial integrity. Supporting capital projects, in accordance with provincial and ministry policy and strategic priorities, from policy development to implementation to maintain the quality of infrastructure and equipment. Directing the planning, conducting and reporting on the Ministry's audit and investigation services to minimize errors, non-compliance and fraud by enforcement action, and improve performance via recommendations to strengthen legislation, policies, processes and systems. Leading corporate and business transformation initiatives for ministry projects including strengthening cost management systems and reporting capacity, building capital infrastructure, and supporting provincial health shared service delivery initiatives. Developing a strong culture of integrity, creativity, and proactivity when problem-solving, especially during times of limited flexibility and/or resources. Providing efficient and effective infrastructure for ministry operations including Space Management Safety (Occupational Safety and Health), Security (Ministry Security Officer), Forms Management and Telecommunications. Supporting the Minister where required on all financial matters including presentations to Cabinet, Treasury Board, annual Estimates debate, etc. Providing significant strategic and financial leadership and counsel to the Minister, Deputy Minister, Assistant Deputy Ministers and various non-government organizations to support health initiatives underway including integrated health teams for primary and community care; surgical wait list management; urgent care centres; Ministry of Mental Health and Addictions deliverables; federal funding objectives; Bill 92 compliance, and other initiatives. QUALIFICATIONS AND EXPERIENCE Experience as a senior strategic financial executive. Post-secondary degree in a relevant field, or equivalent combination of education and related experience. o Leadership or senior executive experience in program and service delivery in the public sector. Experience leading change and business transformation while considering the impact of Information (digital) and artificial intelligence. Ability to manage a broad and complex scope of work with multiple functions, stakeholders and interests, requiring demonstrated superior problem-solving experience and skills; sound judgment, strategic thinking, and the ability to negotiate. Substantial knowledge of financial controls, planning and reporting. Ability to communicate complex issues and formulate solutions to a wide variety of audiences. Ability to operate effectively in a strong team contributing positively to team operations and working relationships. Strong conceptual, visionary and reasoning skills. Leadership capabilities, including the ability to plan, prioritize and direct work, gained from extensive experience in a large private sector enterprise and/or public sector organization; ability to maintain long-term perspective while delivering short-term solutions; and the ability to deliver within tight deadlines. Preference may be given to individuals with a professional accounting designation and knowledge and experience in the health sector.
