Background Launched in 2015, The Rockefeller Foundation s Zero Gap portfolio supports the R&D and piloting of new financing mechanisms to mobilize private sector capital towards the Nations (UN) Sustainable Development Goals (SDGs) The UN estimates that we face an annual USD $2.5 trillion funding gap until 2030 to achieve the SDGs in developing countries alone. Using philanthropic risk capital, the Zero Gap portfolio supports the development of the next generation of financing solutions to fill this critical gap. Goal & Strategy Impact Significant increase in private sector financing of the SDGs benefitting poor and vulnerable people. Goal Ten new billion-dollar financing solutions mobilizing private sector capital towards the SDGs. Strategy 1 Creation of new financing vehicles (new instruments to mobilize capital) 2 Unlocking of new investment opportunities (applying existing instruments to new issue areas) Approach Zero Gap grant funds the early stage R&D and piloting of new financing mechanisms. In select cases, Zero Gap also provides Program Related Investments (PRIs) for the pilot phase. In addition to funding, the Zero Gap team provides strategic guidance, facilitates cross-sector partnerships, and drives thought leadership. Scope While agnostic to region or sector, all projects in the Zero Gap portfolio have a direct link to the SDGs and have the potential to mobilize significant private-sector capital. Southeast Asia Disaster Risk Insurance Facility World Bank South and Southeast Asia A sovereign insurance facility in Southeast Asia to effectively manage the risk and costs of natural disasters. Education International Financing Facility for Education The Education Commission An investment mechanism that uses donor guarantees and buy-downs to mobilize additional funding for education in lower- and middle-income countries. Insurance for Education World Bank/ Partnership for Education An insurance product for governments and NGOs to access funding for education following disruptive events like natural disasters. 2

Energy GreenCo GreenCo Zambia; Southern An intermediary that aims to increase private sector investment into energy generation by mitigating the credit risks associated with the current lack of creditworthy off-takers. Clean Energy Investment Trust Climate Policy Initiative A publically listed investment trust that aligns and supports institutional investments into renewable energy. Green Securitization Climate Bonds Initiative India Asset-backed green bonds that unlock capital for small-scale solar projects in developing countries. Renewable Energy in the Fashion Supply Chain Glasgow Caledonian University (NYC) - Fair Fashion Center An investment vehicle to finance low-cost clean energy in the fashion industry supply chain and to reinvest cost savings into improved working and living conditions. Environment Forest Resilience Bond Blue Forest Conservation A pay-for-performance mechanism for private investors to invest in forest restoration. Land Degradation Neutrality Fund Nations Convention to Combat Desertification A blended finance fund that invests in bankable land rehabilitation and sustainable land management projects worldwide, including sustainable agriculture, sustainable livestock management, agro-forestry. 3

REDD+ Acceleration Fund Environmental Defense Fund Brazil; An investment fund designed to accelerate the market for REDD+ carbon credits in global compliance markets. Reef and Beach Resilience Insurance Fund The Nature Conservancy Mexico A fund that features an insurance policy on natural infrastructure - coral reef and beach - which in the event of a major storm pays out to repair and restore the natural infrastructure. Supply Chain Financing for Sustainability The Development Incubator India A technology-driven mechanism to provide lowcost supply chain financing to promote improvements in environmental, labor and safety standards. Tropical Forest Finance Facility Center for Development A pay-for-performance mechanism that generates financing through a multilateral sovereign wealth-like fund. The net returns from the fund are used to reward tropical forest countries for protecting their natural forests. UNITLIFE Innovative Finance Foundation A voluntary micro-levy on French railway SNCF tickets with proceeds deployed towards climate change and malnutrition projects through a central fund managed by UNOPS. 4

Equality Affordable Housing Securitization Habitat for Humanity The securitization of low income affordable U.S. home loans to recycle capital for Habitat for Humanity chapters. Beyond Divestment Transform Finance and New Economy Lab A toolkit to empower investors to play a role in furthering the goals of social and environmental justice movements in the public markets. Data Levy University of Oxford A micro-levy on big data with proceeds deployed towards social programs. Financial Inclusion Financing Facility McKinsey & Company A facility to coordinate investments and technical assistance across public, private and philanthropic sectors and promote financial inclusion. Racial Lens Investing Toolkit Transform Finance A racial lens investing toolkit to inform investment decisions based on their impact on racial equality. Social Exchange Traded Funds (ETFs) Impact Shares Social cause based ETFs with criteria for inclusion in the index established by leading non-profits. Sustainable Infrastructure Fund Harvard University/Post Road Foundation A platform to drive institutional capital towards critical infrastructure needs, such as broadband, for underserved communities. 5

Equality Women s Livelihood Bond IIX Foundation Southeast Asia A publicly listed debt product to raise capital for small and medium size enterprises and microfinance institutions that support women s livelihoods. Health Open Information Fund for Health Art Earth Tech A new funding model to incentivize investment in the development and distribution of medical treatment with higher lifesaving health outcomes for poor and vulnerable populations. Outbreak and Epidemic Insurance n Risk Capacity An insurance product to provide timely resources to contain the spread of deadly pathogens at the first signs of a disease outbreak. Water Levy Ethics A micro-levy on bottled water to fund water, sanitation and hygiene projects. Humanitarian Humanitarian Insurance START Network An insurance scheme that allows humanitarian agencies to participate in a government-led disaster risk management program. 6

Humanitarian Economic Identity for Refugees BanQu A blockchain enabled solution that creates economic identities for refugees and displaced populations. Better Shelter Leasing Mechanism KOIS Invest A leasing facility to support humanitarian organizations to finance higher quality assets (i.e. shelter, sanitation, power). Financing Migrant Integration Lion s Head Partners Middle East A new mechanism for funding critical gaps in education, housing, healthcare, and sanitation in countries that have experienced a large influx of refugees. Economic Development Impact Investment Trust Eighteen East Capital A publically listed investment trust that allows retail investors to invest in impact investments funds in emerging markets. Impact Bay Eighteen East Capital Project Snowball Panahpur Charitable Trust A liquidity platform for syndicating development finance institution investments. A publically listed investment trust of diversified assets to facilitate secondary transactions of social impact investments. Social Success Note Yunus Social Business A pay-for-performance structure to finance high-impact small and medium size enterprises. 7
