POLYTECHNIC ALL LECTURERS ASSOCIATION PALA ANDHRA PRADESH GOVERNMENT LIFE INSURANCE (APGLI) APGLI is Andhra Pradesh Government Life Insurance Fund which is a scheme of social security measure for welfare of the Government employees. APGLI Scheme was started in 1907 by the Nizam of erstwhile state of Hyderabad for the welfare of his employees. A management committee used to run the scheme initially in the name of family fund. Later the scheme was renamed as Hyderabad State Life Insurance Fund in the year 1913. After formation of Andhra Pradesh State in 1956, the scheme was changed as Andhra Pradesh Government Life Insurance Fund. The official site of APGLI is www.apgli.ap.gov.in. The first Managing Committee meeting after formation of Andhra Pradesh State consisting of 4 members, one Secretary and a President was held on 25-9-1957 and Sri B.Gopala Reddi, the then Honorable Finance Minister was President of the meeting. APGLI Scheme is a Social Security Measure for the welfare of the Government employees and is mandatory for all Government employees and provincialised Local Body employees. APGLI Department is under the Administrative Control of Finance Department. Till 1976, there was only one office at Hyderabad. During 1976, the department was reorganized by opening four Regional Offices, one each at Hyderabad, Warangal, Vijayawada and Kurnool. The following were the Regional Offices' jurisdiction: Districts under Hyderabad Regional Office: 1. Hyderabad 2. Ranga Reddy 3. Medak 4. Nalgonda 5. Nizamabad 6. Mahaboobnagar Districts under Warangal Regional Office 7. Warangal 8. Khammam 9. Karimnagar

Chittoor The Regional Offices were closed during 1998 and the Department was again reorganized by the Government, by opening (23) District Insurance Offices in place of the four Regional Offices, one in each District Head Quarters, except Krishna at Vijaywada, in order to go nearer to the policyholders for rendering better service. The District Insurance Offices have only one Gazetted officer either Assistant Director, Deputy Director or Joint Director, in each District Insurance Office who will head the Office, followed by non-gazetted staff. The Govt. vide G.O.Ms.No. 199 Finance(Admn.II) department dt-30/07/2013 the Govt. have removed the condition of requirement of one year service from the date of issue of Orders. These Orders are effective for the Policies issued w.e.f 01/08/2013. The Drawing and Disbursing Officers concerned are therefore requested to recover the compulsory premium of A.P.G.L.I. amount which was prescribed in the Government orders from time to time to deduct the compulsory premium from the date of payment of first salary soon after he/she joins the Government service without waiting for completion of one year service, who are in the insurable age of 21-53 years.

All the Policy Holders are hereby requested to submit the following information while submitting applications for sanction of Loan/Settlement of Claim cases for making payment online & sending SMS. 1).Employee I.D Number. 2).Mobile Number. 3).Xerox copy of First page of Saving Bank Pass Book to be enclosed to the application duly containing the following. Salient Features of APGLI: a) Showing Bank Account number b) Bank branch name c) IFSC Code 1. The Government employees who are between 21 and 55 years of age are eligible for taking APGLI Policies. 2. The APGLI Department issues only Endowment Policies which mature one day before attaining (58) years of age. 3. APGLI policies do not lapse. 4. The Premium rates are low. 5. APGLI Premium is exempted from income tax under section 80C. 6. Attractive Bonus rates. 7. The present rate of Bonus is Rs 100/- for every Rs 1000/- Sum Assured per annum. 8. The Loans are sanctioned up to 90% of Surrender Value. 9. Only Simple Interest of 9% per annum is charged against loans sanctioned. 10. In case of maturity of the policy, the total Sum Assured and Bonus till Date of Maturity are paid to the policy holder. 11. If the Policy Holder ceases to be Government servant, and decides to surrender the policy by discontinuing the payment of Premium, the subscriber will be paid the Surrender Value and the eligible Bonus. 12. In case of Death of policy holder before maturity of the policy, the full Sum Assured along with Bonus till date of death are paid to the legal heirs. 13. Irrespective of the above Slab Rates, an employee can contribute Premium maximum upto 20% of his/her present basic pay subject to medical examination, if required. Issue of Policies:

1. After deduction of first Premium, the employee has to fill up and submit a proposal form duly signed and attested by his/her DDO/Head of office for obtaining APGLI policy. 2. In respect of second or subsequent policies also, the policy holder has to submit proposal forms and obtain subsequent policies. 3. Only premium payment without submission of proposal form will not give any risk coverage or monetary benefit to the subscriber and such payments will be treated as unauthorized amounts which will be refunded on application without any interest or bonus. 4. Employees who have completed (55) years of age are not eligible to take APGLI policies(first or subsequent). 5. Proposals submitted after (55) years of age will not be considered for issue of policies even if premiums are paid prior to 55 years of age. Remittance of Premiums: 1. Head of the Account of APGLI Department: 8011-105-01. 1. Major Head 8011 Insurance and Pension Funds. 2. MH 105 State Government Insurance Fund. 3. SH (01) Andhra Pradesh State Government Life Insurance Fund. 2. The premium is recovered at source in the salary bills of the employees and the details are sent through schedules. 3. The employees whose salaries are not paid through Treasury/PAO and who have to pay the premium through Challan have to credit the premium to the above head of the account. 4. Please quote the department service head and also DDO number in the Challan Duplicate Policy Bond: 1. The employee has to request his/her DDO to deduct One rupee extra in addition to regular premium in the salary schedules for one time only. 2. After deduction, the employee has to submit a declaration form on a paper stating that he/she has lost the policy or the policy is destroyed and that he/she has not mortgaged the policy anywhere. This declaration has to be signed by him/her and attested by DDO / Head of the Office. 3. The employee has to submit the above declaration form along with the copy of the monthly schedule to the respective District Insurance Office for obtaining the duplicate policy.

The missing credits can be avoid by quoting correct policy number in the schedule. The proposal forms can be submitted whenever the APGLI premium is increased to obtain additional policies. The proposal forms can be submitted before 55 years of age. APGLI policies do not lapse. The premium rates are low. APGLI premium is exempted from income tax under section 80C. It has attractive bonus rates. The state Govt. employee can contribute maximum premium upto 20% of the basic pay irrespective of slab rates. The Government extended APGLI scheme to the Municipal Employees including Municipal Teachers except the employees GHMC, GVMC and VMC vide G.O.Ms.No.25 FINANCE (ADMIN.II) DEPARTMENT, Dated: 03.03.3011. Maximum Insurable age and the rates of compulsory premium: Earlier as per the APGLI Fund Rule, an employee who is appointed under 10(a)(i)(1) of the General Rules for the State and Subordinate Services is eligible to get insured with Directorate of Insurance on completion of one year service. This condition might have been relevant in the olden days where there were temporary appointments. Presently, almost all the appointments are made on regular basis mainly through A.P.P.S.C./D.S.C./Police recruitment board, Hence, the existing condition of one year service for recovery of A.P.G.L.I. premium may not be applicable. Also, the condition of completion of one year service is denying the newly recruited employees from getting the benefit of risk coverage. Further, the Director of Insurance has requested the Government to kindly issue necessary orders for effecting the A.P.G.L.I. premium recovery in the first month salary of the employee soon after he/she joins the Government service without the condition of (1) year service completion. Government after careful examination of the recommendations of the Committee and as per the request of the Director of Insurance, Government hereby permitted to recover the compulsory premium amount which was prescribed in the Government orders from time to time to be deducted from the date of payment of first month salary soon after he /she joins the Government service on regular basis without waiting for completion of one year service. The Drawing and Disbursing Officers concerned are therefore requested to recover the compulsory premium of A.P.G.L.I. amount which was prescribed in the Government orders from time to time to deduct the compulsory premium from the date of payment of first salary soon after he/she joins the Government service without waiting for completion of one year service, who are in the insurable age of 21-53 years. The Drawing and Disbursing officer is solely responsible for recovery

of 1 st premium and submission of prescribed form immediately to concerned District Insurance Officer after recovery of 1 st premium, to enable the concerned District Insurance Officer, to issue policy within one month. Due to enhancement of age of superannuation from (58) years to (60) years and introduction of the Revised Scales of Pay, 2015, the Director of Insurance has sent proposals for enhancement of the maximum Insurable age from 53 years to 55 years and to revise the rates of compulsory premium based on the Revised Scales applicable to various categories of employees. The Government permitted the Director of Insurance to take necessary further action and submit detailed proposals after consulting the Actuary and the Accountant General, A&E, Andhra Pradesh. Accordingly, the Director of Insurance has submitted necessary proposal. After careful examination of the proposal of the Director of Insurance, Government hereby order that the maximum Insurable age under the Andhra Pradesh Government Life Insurance Scheme be raised from 53 years to 55 years and the rates of compulsory premium under the scheme shall be revised as detailed below and accordingly issue the following instructions. (a) All the employees shall increase their premium as per the revised rates specified above and submit requisite 'Proposal Form', after recovery of first premium from

the salary at the revised rates and take an Insurance Policy from the Insurance Department. (b) Unless proposal form is submitted and policies are obtained, the employees will not get Insurance coverage for the enhanced premium paid. (c) An employee who is already a subscriber of the Fund having Policy / Policies, and is aged below (55) years can enhance the premium for additional policies. However, he should submit his application in the prescribed Proforma before he actually attains the age of 55years. Under any circumstances proposal shall not be accepted if the applicant has already attained the age of 55 years on the date of submission of his application, notwithstanding the fact that the amount was already deducted in the monthly pay bills. Such amounts shall be treated as unauthorized amounts and refunded to the individual following the usual procedure. d) An employee who is already a subscriber of the Fund but is aged above (55) years cannot increase the Premium for additional Policies. However, in respect of those employees, recovery shall continue at the existing rates of Premium for the existing policies till the original date of maturity of the said policies (Last Premium due). e) The minimum term of Policy should be (5) years i.e., Maximum age at entry shall not be more than (55) years.
