In order to protect the North Attleborough School Districts property and facilities, and to provide a safe environment for all employees and visitors, the policy and rules below must be followed by all organizations/groups requesting use of the North Attleborough School Districts facilities. Non School groups should recognize that the North Attleboro Schools are not a private conference or recreational center and we are not staffed or equipped as such. The following provisions and fees are intended to best maintain the facilities for the students and community. All organizations wishing to use school facilities will be expected to share in the direct costs attributed to their use of the facilities. These charges, as established by the School Committee, are included under the fee schedule (Attachment A). 1. Applications for permits may be obtained at the Superintendent s Office. Applications must be completed and returned, preferably in person, no later than 15 days after they are obtained; otherwise the tentative date will not be reserved. 2. Group Classifications are to be determined by the Facilities and Grounds Director. Challenges to classification may only be made to the Superintendent or designee. 3. Building rental fees shall be sent to the School Business Administrator s Office. 4. Insurance binders may be necessary for outside organizations when requested by the Superintendant or designee. 5. Organizations must assume full responsibility for any damage to school property that may occur during their use of the building and/or grounds and will make immediate restitution for any such damage as determined by the North Attleborough School District s Administration. If equipment or furniture is moved, it must be returned to the proper place immediately following the use of the building or fields. 6. These regulations are general, and in the event of conflicting opinion regarding the meaning or interpretation of these regulations, the School District reserves the right to make all such interpretations in accordance with its own best judgment. 7. Applicants for use of facilities shall receive a copy of these regulations and acknowledge receipt by their signature on the facilities use application. 1 of 5

8. The School District s Administration reserves the right to accept or reject any application to use buildings or equipment, or facilities under their control. 9. School organizations shall have prior right to the use of facilities. This applies to both day and evening use. 10. In case of school cancelations, early dismissal, unplanned/ emergency early dismissal, or cancelation by the building Principal in an emergency situation, the facilities shall not be available for use, and an alternate date will be used or the fees will be refunded. 11. Cancelation notification of forty-eight (48) hours is required by all renting organizations or individuals. 12. The organization using the building shall conform to all state and local regulations regarding the use of public buildings. 13. Smoking is not permitted anywhere in the buildings or on school property per the Massachusetts Education Reform Act of 1993. 14. The organization shall not permit any intoxicating liquors to be in or upon any school premises. 15. If Police or Fire protections are to be required it will be determined by the School Principal, Superintendent of Schools, School Committee or Police & Fire Departments. All costs for such protection shall be billed to the organization using the facility. 16. The holder of a permit shall contact the custodian upon entering the building and present him/her with the permit. 17. Rental time shall begin when the custodian is required to be on duty and shall continue until the doors are locked. 18. The individual in charge of the activity requested shall be present before the activity starts and will remain with the group until all participants have departed. 19. All groups must provide constant supervision of all attendees and must prevent access to other parts of the facility that are not being rented. 20. All student use of school facilities must not begin before 12:00 noon on Sundays unless otherwise approved by the School Committee. 21. The use of school property shall be terminated prior to twelve midnight unless otherwise authorized by the building Principal, Superintendent of Schools or his/her designee. 22. Organizations using school property shall not nail, tack, screw, use medical or scotch tape, or employ any other fastening in any part of the building. 23. All decorations, furniture and other materials owned by the organization shall be removed immediately after the final performance. 2 of 5

24. When outside organizations use the building, a custodian shall be in charge. Custodians shall not be requested to provide special privileges which are not designated. 25. Only the custodians, or other individuals approved by the School Department, shall operate stage curtains, sound and lighting systems, basketball hoops and backboards or bleachers. 26. Pianos shall not be moved from floor to platform or platform to floor except by regular piano movers and shall be returned to their original location by such movers. The expense shall be borne by the organization using the building. 27. Food and refreshment shall be served in the cafeteria only, except by special permission authorized by Principal or his/her designee. 28. Whenever the cafeteria kitchen equipment is used, one of the regularly employed cafeteria workers must be present; the cafeteria worker shall supervise the use of all equipment to see that it is carefully and properly used and shall make sure that the cafeteria is clean and ready for use the following morning. 29. Organizations using the gymnasium/fields shall furnish their own supplies and equipment, as school supplies are not included in the rental agreement. The gymnasium shall not be rented for banquets or similar occasions. 30. First Aid supplies are the responsibility of the renter- none are available in the buildings. 31. Only approved gymnasium shoes will be permitted on the floor of the gym. 32. A floor pad shall be used for all non-athletic uses of the gymnasium floors, or as necessary. 33. Organizations using the girls and boys shower and locker rooms shall be responsible for monitoring, cleaning and removing all personal items, as well as making sure that this room is ready for use the following morning, or a minimum 2 hour custodial fee will be charged. 34. All fields, tracks, courts and seating areas must be cleaned after each event or a minimum 2 hour custodial fee will be charged. 35. Any request for special field markings on fields, i.e. line striping will require additional fees. 36. Request for concession stand, field houses, and or bathrooms will require School Department personnel to be present for monitoring and cleaning, and additional fees may be required. 37. Any necessary additional costs and/or expenses resulting from maintenance, cleaning, snow removal, etc., brought about by the rental of the facilities or fields must be borne by the organization using the building. 3 of 5

Schedule of fees for Facilities Usage: For-Profit and Non-Profit organizations/groups using the schools facilities may be charged for the use of the buildings and grounds and for the labor cost associated with school personnel needed for each event. These charges are listed on the Schedule of Fees for Facility Usage. Liability Insurance Requirements: A certificate of insurance naming the North Attleborough School Department as an additional insured with liability limits of not less than $500,000 for bodily injury and $100,000 for property damage or $500,000 combined limits, may be required to be submitted by all outside organizations which would use the Districts facilities for revenue generating events, as well as events with large numbers of participants and guests, these certificates shall be submitted to the Facilities and Grounds Director prior to the use of school buildings and/or grounds. I have read and agree to abide by the requirements above, and I accept full responsibility for the use of the School Districts Facilities. My organization also agrees to accept full financial responsibility for any damages to the School Districts property by group members and/or their guests. I further understand that if I, or individuals I am responsible for, do not follow these rules, the privilege to use the North Attleborough School District s facilities will be revoked. Applications for use of facilities shall receive a copy of these regulations and acknowledge receipt by signature on application. 4 of 5

CLASSIFICATIONS OF ORGANIZATIONS DESIRING THE USE OF SCHOOL FACILITIES 1. North Attleborough School Activities, Affiliated Groups, Organizations: (Athletic Teams, Drama & Musical Groups, Student Activity Clubs, PTO, etc. and Municipal Departments and Boards) Any school or municipal related activity sponsored by a non-profit organization and deemed by the School District as being for the welfare of the community shall be exempt of a rental or custodial charges. If the organization does not charge for such activity or the entire net proceeds goes exclusively to the or a scholarship fund for the North Attleborough Public School Pupils, shall be exempt from all rental and custodial fees. 2. Town Sponsored Groups: (Park and Recreation Department and Commissions covered by Town Insurance) In lieu of (Attachment: A) in the Facilities Use Fee Schedule, a small percentage of the fees associated with the registration for participation in recreation programs held on, or within the School Districts Facilities may be charged for facilities/custodial use, which would be negotiated on annual basis. Departments or organization sponsoring these activities may need to pay for any custodial and/or cafeteria help that shall be required during non-school hours. 3. Town Non-Profit Civic & Social Groups: (Civic related non-profit organizations that operate in and for town community members; i.e. Brownies, Cub scouts, and or adult sport leagues; i.e. men and women s softball and basketball) Any activity sponsored by a non-profit athletic, Civic, or North Attleborough social organization or group and deemed by the School District for the welfare of the community shall be exempt from the rental or custodial charges, if the organization makes no charge for the activity. If the intent of the activity is fund raising, or during no-school hours the organization will pay for custodial and/or cafeteria help that shall be required. 4. Town Non-Profit Civic Athletic Groups: (Civic related non-profit organizations that operate in and for town community members, i.e. youth sport groups playing football, baseball, basketball, and soccer). In lieu of (Attachment: A) in the Facilities Use Fee Schedule, a small percentage of the fees associated with the registration for participation in youth sports programs held on, or within the School Districts facilities shall be charged for facilities/custodial use, which would be negotiated on annual basis. If the intent of the activity is fund raising, or during no-school hours the organization will pay for custodial and/or cafeteria help that shall be required. 5. Outside Organizations - Nonrevenue Generating Events: (Non-Member Town groups and commercial Organizations, i.e. Relay for Life and Special Olympics ) Custodial and/or cafeteria fees only - Any community, philanthropic and recreational activities sponsored by a non-profit North Attleborough organization or group and deemed by the School District for the welfare of the community will not be charged rental fees, but the organization sponsoring the activities must pay for any custodial and/or cafeteria help required. 6. Outside Organizations - Revenue Generating Events: (Non-Member Town groups and commercial Organizations; i.e. Dance and Karate Clubs.) Rental Fee and Custodial Charge - Any society, organization or individuals desiring to rent a school facility for fundraising purposes of a non charitable nature, or who use the facility for their own non public recreational or entertainment purposes will be charged according to the Facilities Use Fee Schedule (Attachment A): 5 of 5
