Reportable Individual WIOA Reportable Individual An individual who has taken action that demonstrates an intent to use program services and who meets specific program criteria for reporting, such as: the provision of identifying information; the use of a self-service system; receipt of information-only Reportable individuals are not included in performance calculations for primary indicators of performance.

WIOA Participant Participant Is a reportable individual Satisfies all applicable programmatic requirements for the provision of services, such as the eligibility determination. Has received services beyond self-service Vocational Rehabilitation (VR): Has Individualize Plan for Employment Receiving VR Services Participants must be included in performance calculations.

Exit WIOA Exit Has not received any services for 90 days No future services planned. 90 days does not include self-service, information only activities, or follow-up services. Common Exit (Titles I and III) Vocational Rehabilitation Record of service is closed. Determined ineligible after receiving services.

WIOA (4) Credential Attainment Rate Percentage of program participants who obtain a recognized postsecondary credential, (excluding those in OJT and customized training or individuals who receive incumbent worker training) or a secondary school diploma or its recognized equivalent during participation in or within 1 year after exit from the program. Secondary School Diploma/Equivalent Diploma: Counts only if the participant is employed or enrolled in a training program leading to a recognized postsecondary credential within 1 year after exit from the program.

WIOA (5) Measurable Skill Gains Percentage of program participants who during a program year, are in an education or training program that leads to a recognized postsecondary credential or employment and who are achieving measurable skill gains toward such a credential or employment. What is a Measurable Skill Gain?

WIOA Measurable Skill Gains Achievement of at least one educational functioning level of a participant who is receiving educational instruction below the postsecondary level Attainment of a secondary school diploma or its equivalent Transcript or report card for either secondary or post-secondary education that shows a participant is achieving the state unit's academic standards Satisfactory or better progress report, towards established milestones from an employer/training provider who is providing training (e.g., completion of on-the-job training (OJT), completion of 1 year of an apprenticeship program, etc.) Successful passage of an exam that is required for a particular occupation, progress in attaining technical or occupational skills as evidenced by trade-related benchmarks such as knowledge-based exams

WIOA (6) Employer Measure Indicator(s) of effectiveness in serving employers. 1. Retention with Same Employer in the 2nd and 4th Quarters After Exit (Rate) 2. Repeat Business Customers (Rate) 3. Employer Penetration (Rate) Any additional measure the State may establish. (This approach provides States flexibility in selecting the measures that best suit their needs).
