SPECIAL REPORT: U.S. ALUMINUM IMPORT MONITOR Data through May 218 Issued: July 218

OVERVIEW OF SECTION 232 Section 232 of the Trade Expansion Act of 1962, as amended, authorizes the President to adjust the imports of an article and its derivatives that are being imported into the United States in such quantities or under such circumstances as to threaten to impair the national security. On March 8, 218 the President authorized the imposition of a 1 percent ad valorem tariff on aluminum articles, as defined below. This report provides the industry with a means of tracking and identifying the importation of aluminum and aluminum products that fall within the scope of this order. The aluminum and aluminum products subject to the 1% tariff include those under the HTS Chapter 76 headings shown in the table to the right: As of this publication, U.S. import data is available through May 218. With one exception (South Korea), the list of countries below were exempt from the 1% tariffs in both April and May. The President has since issued a proclamation to announce that exemptions from the 232 remedy on aluminum from Brazil, Canada, Mexico, the EU and South Korea expired as of June 1 st. However, the proclamation extended the exemptions indefinitely for Argentina (now subject to an absolute quota) and Australia (fully exempt). The Administration has made clear that these exemptions can be modified by the President at any time "pending discussions of satisfactory long-term alternative means to address the threatened impairment to U.S. national security. EXECUTIVE SUMMARY Total U.S. imports of aluminum and aluminum products covered under the 232 determination totaled 1.14 billion pounds in May, off 8.2 percent from April s total of 1.24 billion pounds. Imports from countries subject to the 1 percent ad valorem tariff (non-exempt) in May, reached 458.3 million pounds, accounting for 4.3 percent of the total. This is off from 44.1 percent in April. The United Arab Emirates led the way for nonexempt trading partners in May, importing 11.4 million pounds and accounting for roughly 24.1 percent of non-exempt imports. China, Bahrain, India, and Qatar rounded out the top 5. The level of imports from countries exempt from the tariff declined 2. percent month-over-month in May, totaling 678.9 million pounds. While off 1.3 percent from the April level, Canada led the way with 545.2 million pounds. Brazil ranked second, importing 26.3 million pounds of covered aluminum and aluminum products in May, significantly over the volume imported a year ago (+688.6%). The majority of imports (both non-exempt and exempt) in May were classified under US HTS 761 (or unwrought aluminum ingot), although the volume of these products were off 9.4 percent month-over-month. Products falling under 765 (Extruded Shapes/Rods & Bars) and 7616 (Castings & Forgings) were the only major groupings to show an increase over April levels. COPYRIGHT NOTICE AND LICENSE AGREEMENT The foregoing document is subject to the copyright laws of the United States and any jurisdiction in which the document is distributed by The Aluminum Association. By accepting receipt of this document, the recipient ( Licensee ) agrees to the terms set forth herein by The Aluminum Association ( Licensor ) regarding the foregoing document (the Work ): 1. Licensor owns all proprietary rights in and to the Work. 2. Licensor retains all rights in and to the Work and has the right to license the Work. 3. Licensor grants to Licensee a limited worldwide (to the extent such rights exist), non-exclusive, non-sublicensable, non-transferable, royalty-free license to utilize the Work internally and to reproduce, copy, and distribute the Work internally to Licensee s employees, agents, and representatives. 4. Licensee acknowledges that Licensor is the sole and exclusive owner of the Work and all associated federal registrations and pending registrations and all common law rights, and Licensee has no claim to the rights in and to the Work. Nothing in this Agreement shall serve to limit Licensor s ownership, use, sale, or distribution of the Work. 5. Licensee agrees that the scope of this Agreement does not permit it to create any derivative works of the Work that incorporate and/or alter the content of the Work. 6. Licensee agrees that it shall not copy, distribute, or reproduce the Work to or for any third party without express prior written authorization from Licensor. Unless authorized by Licensor in writing, any distribution or reproduction of the Work in whole or in part to third parties is strictly prohibited. 7. Licensee shall give Licensor prompt notice of any unauthorized uses of the Work of which it becomes aware. Licensee shall cooperate with Licensor in connection with any action taken by Licensee to enforce, maintain, or defend the copyrights in the Work that arise out of or relate to the Licensee s use, reproduction, and/or distribution of the Work, and shall not be entitled to any recoveries in respect of the foregoing. 8. The Work is provided as is, without warranty of any kind, express or implied. Licensor hereby disclaims all express and implied warranties. There is no warranty against interference with Licensee s enjoyment of the information or against infringement; there is no warranty that the information contained in the Work is fit for any particular purpose; there is no warranty as to the accuracy of the informational content of the Work; there is no warranty of merchantability; and there are no warranties which extend beyond the description on the face hereof. 9.
