INTRODUCTION At the end of the last conference held in Aug-September 2006 in Maseru, Kingdom of Lesotho, Ministers called upon MDP-ESA to work with Ministries of Local Government, National Association of Local Government Authorities and National and Regional Training Institutions to establish innovative capacity building programs to address the need for strengthening of competencies for participatory planning and budgeting for effective local level delivery of services 2

The aim of the Journal is to serve as a forum for exchange of ideas, opinions and research findings so as to promote and enhance participatory governance and social accountability. The journal will be produced bi-annually, in June and December. 15

PROMOTION OF SOUTH-SOUTH COOPERATION The Launching of the Africa-Latin America Peer-to-Peer Mutual Action Learning Initiative on Participatory Budgeting. So far twelve project proposals are being reviewed for funding.
