Summary Narrative of Amendment 3 to the FFY 2017 2021 Transportation Improvement Program for the Northern Middlesex Region The following summarizes a proposed amendment to Fiscal Year 2017 of the FFY 2017 2021 Transportation Improvement Program (TIP). Amendment 3 involves the programming of two projects. The first project includes the consolidation of Project 607506, bridge deck replacement on Route 4 (North Street) over I 495 with Project 607421, intersection improvements at Route 4 and I 495 in Chelmsford. These two projects are very close in proximity and is looking to combine the projects prior to advertising for construction. In addition, the cost has increased from $3,391,863 (two projects combined) to $4,257,979, and needs to be reflected in the TIP before the advertisement date of September 9, 2017. Currently the projects use Statewide Bridge and regional Surface Transportation Program (STP) funding. The second project involves adding funding to project 607752, Intersection and Signal Improvements at 2 locations: Route 113 at Mammoth Road/School Street and VFW Highway at Aiken Street in Lowell. The construction cost estimates have increased from $1,310,618 to $2,033,562. The funding for this project is through the Statewide Highway Safety Improvement Program (HSIP). This project needs to be amended into the TIP to ensure funding is available for construction (Ad Date September 9, 2017). The TIP is a federally mandated document that programs federal transportation funding for the region. The Northern Middlesex Metropolitan Planning Organization (NMMPO) voted to endorse the amendment at their meeting on August 23 rd 2017. NMMPO PUBLIC COMMENT SUMMARY DRAFT FFY 2017 2021 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT 3 COMMENT PERIOD: JUNE 29 JULY 25, 2017 PUBLIC MEETING DATE: JULY 11, 2017 COMMENT 1: PAUL DOHERTY, CHELMSFORD RESIDENT (VIA EMAIL) I wish to comment on Projects 607421 in the Draft TIP Amendment 3 to the FFY 2017 2021 TIP as it pertains to traffic signals at the Rte. 4 (North Rd) and I495 interchange. Although I am in agreement with the need for lights at this intersection I have a concern about the potential impact that this may have at the intersection of Rte. 4 and Fletcher St. I foresee the potential (likelihood) of traffic on Fletcher St backing up to Meeting House Rd or even as far as Rte. 110 (Chelmsford St). This will be especially so if traffic on Rte. 4 (North or South) blocks the intersection with Fletcher St preventing traffic from exiting Fletcher St onto Rte. 4. I also suggest that the proposed lights at Rte. 4 and I495 flash yellow (for Rte. 4 traffic) and red (for I495 traffic) until a predetermined time period to account for peak period traffic i.e. stationary lights from 6:30 a.m. to 9:30 a.m. and 3:30 p.m. to 6:30. p.m. I realize that this may not fit within the scope of the draft since the draft relates to the combining of projects 607506 and 607421 but I appreciate the opportunity to comment. Combing the two projects obviously makes sense. The analysis showed no adverse impacts to the Fletcher Street/North Road intersection from the project. COMMENT 2: MASSDOT During the comment period, a new cost estimate for project 607421 (I 495/Route 4 Bridge and Intersection Improvements) has been made available. has asked to present the changes proposed below as part of comments received during the public comment period. COMMENT 3: MASSDOT A new cost estimate has adjusted project 607752 (2 intersections, Route 113 at Mammoth/School Street and VFW Highway at Aiken Street) to $2,033,562 from the $1,910,567, which was released by the MPO on June 28 th. Please consider revising the amendment to reflect this cost change. The funding source remains Statewide HSIP.
