Newprt News Shipbuilding Emplyee s Hardship Fund Executive Summary Missin: The Newprt News Shipbuilding Emplyees Hardship Fund (the "Fund'') will prvide mnetary supprt t assist emplyees fllwing a natural disaster r series f sudden r unexpected events r circumstances beynd the emplyees reasnable cntrl. The Fund's primary fcus is respnding t emergency needs in rder fr the Cmpany's emplyees t meet basic living necessities. The Fund seeks t prvide financial assistance t address uninsured needs nt cvered by ther Cmpany r cmmunity prgrams. Eligibility and Applicatin: All full-time emplyees f the Cmpany are eligible fr assistance frm the Fund. The applicatin prcess includes submissin f a three page applicatin frm, as well as prviding dcumentatin f need and prf f the emplyee's inability t respnd t the emergency hardship. What is Cvered: Emergency hardships that will be cvered by the Fund include: Lsses caused by a natural disaster, including fire, earthquake, trnad, fld r hurricane; Expenses caused by severe illness r accident; Death in the immediate family (defined as parents, including mther and father-in-law, and children); Rent r mrtgage payments when facing evictin frm primary residence; Critical hme repairs necessary t meet basic living necessities, r t prevent cndemnatin r evictin; and Relcatin expenses in rder t escape dmestic abuse, including first and last mnth's rent and depsit. Administratin: The Fund will be administered by a Fund Administratr appinted by the Newprt News Shipbuilding President r VP f Human Resurces & Administratin, wh will review applicatins and allt grants. Currently, the Fund Administratr is the Peninsula Cmmunity Fundatin f Virginia, Inc. Fund Distributin: Assistance prvided by the Fund will be administered by checks payable t specific service prviders (i.e. landlrds, hspitals, funeral hmes) n behalf f the emplyee. Absent extenuating circumstances, checks will nt be written directly t emplyees. A maximum f $5,000 will be awarded in cnnectin with a single incident with a lifetime limit f $10,000 per emplyee. Assistance is nly available up t the actual Fund balance. Article II Eligibility All active full time emplyees f the Cmpany are eligible t apply fr assistance frm the Fund regardless f hw lng they have been emplyed. In rder t receive grants frm the Fund, emplyees must be in need f immediate assistance fr basic living necessities in cnnectin with a natural disaster r series f sudden r unexpected events r circumstances beynd the emplyee's reasnable cntrl, which is nt cvered by insurance, r insurance which is r was therwise available t the emplyee, r by ther Cmpany r cmmunity prgrams. Grants will be awarded accrding t need in amunts nt t exceed $5,000 per incident, with an emplyee lifetime limit f $10,000. Multiple applicatins t the Fund may suggest imprper mney management; in which case, the Fund may require credit cunseling as a cnditin t receiving additinal aid.
Article III Determinatin f Need The Fund Administratr will access "need" in an bjective, nn-discriminating fashin after full cnsideratin f the circumstances particular t the emplyee experiencing a financial hardship. The Fund Administratr will determine if the emplyee's situatin is f such a magnitude r severity that it is unlikely that the emplyee has sufficient resurces t satisfy basic needs withut assistance. Article VI Limitatins The Fund will nt prvide mnetary supprt fr emplyees experiencing financial hardship in cnnectin with r arising ut f the fllwing situatins: Indebtedness caused by an emplyee's financial mismanagement; Vacatin expenses r vluntary leaves f absence frm wrk; Incme r ther Federal, State r lcal tax liability; Csmetic surgery, including dental and eye prcedures; Attrney fees, except when related t hardships cvered in Article IV; Divrce, marriage r adptin fees; Insured lsses r payment f insurance premiums; Phne bills r TV cable fees; Utility expenses; Nrmal health maintenance csts; r Car maintenance, repair, r payments. Article VII Selectin Criteria The Fund Administratr shall priritize applicatins based upn the fllwing criteria: Applicants wh are the victims f natural disasters. Applicants with n permanent husing r in danger f lsing permanent shelter. Applicants wh lack the financial resurces t prvide basic living necessities such as fd and clthing. Applicants wh are temprarily nt self-sufficient as a result f a sudden and severe persnal r family crisis. Applicants wh have incurred sudden extrardinary medical expenses n their wn behalf r n behalf f members f their immediate families.
Article VIII Prf and Dcumentatin Required in Applicatin In rder t receive assistance frm the Fund, emplyees must prvide dcumentatin that the emergency situatin has caused the emplyee financial hardship that cannt be cvered by their incme. In cnsidering emplyee's financial need, the Fund Administratr shall cnsider evidence f emplyees financial cnditin such as available cash, expenses, ther financial bligatins, assets that can be dispsed f withut causing further undue significant persnal hardship and anticipated cash flw (incme, insurance prceeds, etc.). This infrmatin will be cnsidered t determine whether such resurces are insufficient t prvide fr payment f existing bligatins and meeting basic living requirements (fd, husing, clthing, medical care, transprtatin, husehld repairs r ther similar necessities). The Fund Administratr may request dcumentatin f all incme and all expenses, as well as a written, signed explanatin f hw the hardship has impacted husehld finances. Required dcumentatin may include: Dcumentatin f the emplyees husehld's ttal mnthly incme including spuse's incme (if applicable), including cpies f: Mst recent and prir year tax return; Husehld's mnthly expense receipts; Husehld bills (including utilities, credit card receipts, child care expenses, car payments, rent r mrtgage and tuitin payments r ther educatinal expenses); Official dcumentatin f the emergency incident which has caused financial hardship, including (if applicable): Health care prvider bills; Estimate n repairs; Physician's statement (including dates when unable t wrk); C-pays fr dctrs visits and prescriptin drugs; Plice reprt; Death certificate; Evictin ntice; r Ntice f utilities cut ff.
Article IX Applicatin Prcess Emplyees must print ut and cmplete the applicatin frm available n the Cmpany's Intranet. The applicatin frm must be signed by the emplyee's lcatin manager r department head. The cmpleted applicatin and requested dcumentatin will be submitted t the Fund Administratr. Under circumstances where the emplyee is incapacitated and unable t apply persnally, a representative f the emplyee (such as a spuse, child, parent, r friend f the family) may submit an applicatin n behalf f the emplyee. Article X Fund Administratr The Fund will be administered by an Administratr appinted by the Newprt News Shipbuilding President r VP f Human Resurces & Administratin. Article XI Privacy The privacy f emplyees requesting assistance frm the Fund shuld be maintained t the extent practicable. Article XII Cntributins Cntributins may take the frm f payrll deductins, cash cntributins, r credit card charges. The cntributin frm is available n the Newprt News Shipbuilding Crprate Citizenship website and/r frms viewer. Cntributins t the Fund may nt be earmarked fr a specific individual.
