[Committee name] 1.0 PRELIMINARY ITEMS Toby Lennox 1.1 Welcome and Roll Call Toby Lennox welcomed all in attendance. Irene Hawrylyshyn conducted the roll call. 1.2 Approval of Agenda Agenda was approved by Mike Lauber seconded by Paul May 1.3 Review and Approval of April 16, 2008 Minutes Minutes were approved by Rick Cockfield and seconded by Mike Lauber 1.4 Matter Arising from Previous Minutes (Action s) Due to the size of file of the Transit and Marketing presentations, they were not e mailed with the minutes. Committee members interested in obtaining a copy of these presentations should contact Kim Stefanazzi. A representative from the Province of Ontario, Ministry of Tourism attended the meeting. The GTAA put forward a motion to add this group to the CC membership; That the Consultative Committee membership be modified and increased by one to include a resource member from the Province of Ontario, Ministry of Tourism. Motion was approved by Rick Cockfield, and seconded by Mike Lauber. January 17 2008 The City of Brampton advised that Robert W. Fraser is no longer a resident of Brampton and the City is interviewing candidates with a new member likely to be

Page 3 of 6 approved by council by May 14., 2008 Members requested a presentation on security at Pearson to define roles and responsibilities of the difference agencies. Corporate Affairs to co ordinate with GTAA Public Safety and Security. York and Halton Region invited GTAA to be part of their consultation on Transportation Master Plan. Corporate Affairs to co ordinate with GTAA Planning Dept. October 16, 2007 Councillor Suzan Hall: the GTAA Transit Presentation should be iven to the City of Toronto s Economic Development Committee, the TTC and Metrolinx. Toby Lennox advised we have met with Metrolinx, and we are doing a presentation for TTC on April 23, 2008. The GTAA has been working with Brampton and Mississauga, and will also work with Halton on their transportations plans. Frances Nunziata there is currently a proposal to have the LRT run along Eglinton and Black Creek and add an extension past Jane St. similar to an original proposal recommended years ago when the subway was going to link to the airport. We are starting the Eglinton and Black Creek project in 2010. Toby Lennox at a meeting with Adam Giambrone from TTC an inquiry was made to see if the LRT could go into the terminal. The GTAA is investigating to see if it is possible. We are also looking at the Eglinton line, and other options for access to the terminal for the public and employees. Mike Lauber can GTAA organize an airport tour for the committee and a presentation on security. Toby Lennox agreed. Paul May York Region invited GTAA to a consultation on their region s transportation master plan. Rick Cockfield also invited GTAA to a consultation on Halton s transportation master plan. November 15, 2006 George Kairys shared the results of the HRDC on Mississauga employer s labour needs. The study can be found on the Board of Trade website at www.mbot.com. Mr. Kairys provided highlights. The study, was conducted a year ago, was funded by Human Resources Development Canada and looked at labour market needs in Peel Region. The survey respondents consisted of senior executives from a broad area in the manufacturing, fabricating sectors, retail trade, wholesale sectors, and included

Page 4 of 6 professional services and public servants. 2.0 Regular s 2.1 Consultative Committee Update (Attached to Agenda) Toby Lennox provided background on recent media coverage concerning the dispute with the Professor Dr. Tao Oum from Vancouver. For a long time Toronto Pearson and other airports in Canada have been reviewed by an organization called the Airport Transport Research Society with consistently low ratings. The ATRS is led by an individual Dr. Tao Oum from the University of British Columbia. The GTAA sought data or methodology information from ATRS which Dr. Tao Oum declined to share. and there which he would not share with us. Contrary to media reports the GTAA is interested in valid data gathering in order to benchmark our facilities and revenues against others. We are assessing the level of excellence we should be striving for, for instance what is the critical time for clearing of a runway. Currently at Pearson this function is done in 11 minutes, whereas other airports are satisfied with a time of 56 minutes. However Toronto Pearson handles one third of Canada s traffic and 50 percent of Canada s cargo so delays can impact the entire system. Mike Lauber commented on the GTAA s formula for bundling landing fees and terminal charges. Toby noted that GTAA is looking at ways to re structure fees to accommodate different levels of service expectations by individual carriers. Pearson however, continues to be a high yield airport for our major operators. Sandra Hames encouraged GTAA to pursue discussion with the federal government on reduced rent and promote good news stories to counteract negative ones. Toby advised that the GTAA is working on improving our overall reputation and image and are meeting with the editorial boards on an ongoing basis, but rent is always going to be an issue. Frances Nunziata asked about Customer Service benchmarking and what is being done internally to address this issue. Toby responded that the GTAA participates in a quarterly survey with airports around the world sponsored by Airports Council International (ACI). In addition to airport services provided by the operator, the survey measures the responsiveness of Custom Officials, police, airlines, and taxis and limousine services. The GTAA strives to be in the upper third quartile. David Cavaco as the U.S. is currently dealing with a recession and bankruptcy, will this have an impact on Pearson for potential growth. Toby noted that the GTAA is monitoring this but is also concerned about fuel prices, and changes related to passport requirements for border crossings out of Toronto. He added that Toronto Pearson s

Page 5 of 6 numbers for 2007 were flat, compared to every other airport in Canada where numbers have increased but in contrast, 2008 numbers have rebounded except for transborder. The GTAA is forecasting a 2% increase in traffic over the year. Toby invited members to the Annual Public Meeting on May 17, 2008. 3. Discussion s 3.1 GTAA Strategic Plan The GTAA Strategic Plan is on the GTAA website. The plan was developed with a core mandate of becoming competitive. The GTAA s new vision statement is: To be a leading airport company championing sustainable global access for the Greater Toronto area 3.2 Consultative Committee Priorities A general discussion ensued about the committee s mandate. Toby Lennox asked committee members to identify priorities as they deem appropriate. The following items were listed. From these we will develop a work plan for 2009/2010 to ensure committee meetings are serving the needs and interest of members. Security Benchmarking How does committee become more productive? More direct involvement in initiatives, i.e. Economic Report Have committee sponsor open houses in community Environmental issues: As part of CC or CENAC or both Tour behind the scenes (off line from committee meeting): Summer Look at long term capacity and other constraints, e.g. groundside access, fuel. Special session of strategic issues to look at common opportunities and concerns to effect change (government) Central electronic library as a resource Communicate by e mail to full councils Transit access GTAA role at other GTA airports with input from others (TC) Presentation on/by Metrolinx Open skies Introduce Lloyd McCoomb CEO Presentation to Council on future developments
