Sealed tenders for Annual Job Contract containing item-wise rates are invited from the registered, bonafide, reputed, experienced and eligible contractors for Plumbing Maintenance work al buildings at Main & Naoroji Campus and Surjog Hostel in Chembur.. 2. Tenure: The maintenance contract shall be for a period of One year, The contract period may be extended further one more year on same terms and condition subject to satisfactory performance. 3. ELIGIBILITY CRITERIA: The bidder must have registered for service taxes/gst and should have carried out similar nature of work. The bidder must submit a self-attested copies of work orders/completion certificates as a proof of similar work done in a PSU, Central /State Government Organization or a private organisation. 4. The tender shall be in the prescribed form. Tender documents consisting of specifications, Schedule(s) of Quantities of the various items of work to be done, the conditions of contract and other documents can be downloaded from the Institute's webpage or obtained from the Institute's office on all working day between 10 am to 5.30 pm. Upto 19/06/2017. 5. Tender in sealed cover, with the name of the work superscribed on the envelopes will be received by Asst. Engineer upto 19/06/2017 till 3.00 pm and will be opened by him on the same day at 3.30 p.m. 6. Earnest money deposit of Rs. 5,000/- in the form of demand draft/pay Order/Banker s Cheque drawn on any Scheduled Banks drawn on any scheduled bank drawn in favour of the Registrar, Tata Institute of Social Sciences, must accompany each tender. The earnest money will be forfeited, if the contractor backs out after tendering or does not start the work within 15 days after the date of work order. 7. On finalizing the tender, the Institute will return the earnest money to unsuccessful tenderer on production of the receipt. 8. Tender documents can be purchased by those contractors who have done similar AMC for PLUMBING work and they are required to submit performance certificates or copies of work order. 9. Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site, whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. 10. The acceptance of the tender shall rest with the Registrar, Tata Institute of Social Sciences, who does not bound to accept the lowest tender and reserves the right to reject any or all of the tenders received without assigning any reason. The Registrar reserves the right of acceptance of whole or any part of the tender and the tenderer shall be bound to perform the same at the rates quoted. 11. All the tenders wherein the prescribed conditions are not fulfilled or are incomplete in any respect are liable to be rejected. Scope of Work: The Contractor shall provide experienced plumbers for day to day maintenance of all kinds of plumbing works in Main & Naoroji Campus of the Institute. The work shall be minor as well as major repair works by nature. The contractor shall provide adequate manpower as per the nature of work. Jobs shall generally be carried out in shift of 8 hours i.e. from 10.00 am to 6.00 pm basis on all working days. However, in case of emergencies, as advised by Institute officials, contractor may be required to carry on the jobs on Sundays/Holidays and/ or on odd times basis at no extra cost. Jobs shall be carried out only on instruction given by the authorized officials of the Institute. Vendor shall report to concerned official of the Institute for giving status of jobs on daily basis. All GI piping materials, Elbows, Unions, Couplings, Tees, Teflon Tape, Adhesive Compound, Strainers, Chrome plated Valves, Showers, Stoppers, etc. and other materials required for carrying out jobs will be arranged by the contractor including cutting them to required size, making threads, fitting them & testing and repair of leaks, if any. Unless specified otherwise all the materials shall be of ISI make. Water leakage / wastage of any type should be attended on priority. Contractor shall maintain the registers or log book in connection with complaints, works executed etc. for each month and obtain the user's signature on the same along with endorsement of engineer in charge.
General Terms & Conditions 1. The contractul period for said work will be for 12 months from the date of issuance of work order by the Institute. Contractual time period for said contract could be considered for extension for further period of one year at same terms and conditions subject to satisfactory performance. 2. Since this is an AMC based contract there should be stock of minimum basic material required for plumbing work of any type at site. Payment will be made on the basis of actual consumption. 3. The quantity given is indicative. It is not possible to anticipate in advance any problem. However, problems/ complaints, when arise, should be attended immediately. 4. The contractor must have registered for service tax at the time of submission of tender. Contractor must regiter for GST before award of work. Sale tax, VAT, Service Tax or any other tax on materials in respect of this contract shall be borne by the contractor and the Institute will not entertain any claim whatsoever in this respect. 5. The removed and unusable items should be kept at identified locations only. No items should be spread at various / different locations when removed. The authorities should be informed of the same. 6. Since the quantum of jobs which may come up during the period of contract can not be specified at this stage, unit rate items have been provided with an overall financial limit. However, it may be noted that financial limit specified in the tender is indicative only and it may increase or decrease depending upon the Institute s requirements. 7. If there is any abnormal increase or reduction in quantities shown in BOQ no compensation or extra rate shall be paid on this account. 8. The Contactor shall provide the maintenance services to the satisfaction of Institute. The performance of the contractor shall be reviewed on monthly basis and in case, the services are not found to be satisfactory, the contract shall be terminated even before the expiry of contract period by giving one month s notice. However, the contract is liable for immediate termination on violation of any of the provisions by the contractor. Institute shall not pay any compensation for early termination. 9. The tenderer may be required to produce the documents regarding partnerships and/ or Articles of Association of the company on demand by the Institute. The tenderer may also indicate the name(s) of the Authorized Signatory (ies) of the company. 10. If the contractor fails to execute the maintenance work as detailed in Scope of Work within stipulated time, the Institute will be at liberty to execute the works through an alternate source and the charges so incurred shall be recovered from the contractor. 11. Care must be taken to ensure that while carrying out the work, no fittings, fixtures, furnishings are damaged. Any damages done to the same or any other property will have to be repaired / replaced by the contractor failing which the same will be done at his risk and cost. 12. The Institute shall be entitled to adjust or appropriate the Security Deposit towards loss or damage caused by the contractor or his staff of the amount of value of breakage or damage in the items & fixtures etc. or against any other liability of the contractor.
13. The contractor shall be responsible for any claim arising out of the terms and conditions of the employment under the Minimum Payment of Wages Act and Contract Labour (Abolition and Regulation) Act. or any other low prevalent during this contract period or which comes into force from time to time during the currency of this contract. 14. The contractor shall submit the list of his staff to be deployed at Institute along with their personal details like name, age, date of birth, permanent address etc. for gate pass. 15. The contractor shall not employ any person who is prohibited by law from being employed. 16. The contractor shall take necessary safety measures and he/she is solely responsible for the safety of staff engaged by him. 17. Contractor shall maintain the registers/job cards in connection with complaints, works executed etc. for each month. 18. The contractor and his supervisor shall be approachable at all times through land line and mobile phone & should be able to render services even in odd hours at no extra cost. 19. Institute shall not be responsible for any accident/injury or loss of life of any of the persons engaged by the contractor that may take place while executing the contract and any compensation or expenditure towards the treatment of such injury or loss of life shall be sole responsibility of the contractor. The contractor shall obtain appropriate insurance cover to his staff at his cost from any such risk of injury or loss of life while at work to meet any such eventualities. 20. The contractor shall abide by all the rules and regulations laid down by Institute authorities from time to time. 21. The contractor or his staff shall not any time do, cause or permit any nuisance on the site/do anything which shall cause unnecessary disturbances or inconvenience to the occupant/visitors at site or near the site of work. 22. Any act. of indiscipline/misconduct/theft/pilferage on the part of any staff engaged by the contractor resulting any loss to the Institute in kind or cash will be viewed seriously and institute shall have the right to levy damages or fine from the contractor and even terminate the contract forthwith. 23. The staff engaged by the contractor shall not have any claim whatsoever for employment in the Institute now or at a future date. 24. The contractor shall not sub-contract the works unless permitted specifically by Institute in writing. 25. The bills together with all necessary details and documents shall be submitted on a monthly basis within 15 days of the succeeding month positively. If contractor fails to submit the monthly bill within 15 days of the succeeding month, a penalty of Rs.250 per day for the delay will be levied. The contractor will also attach a separate sheet in prescribed format regarding the materials fixed in course of execution of the work.
26. Any material/part replaced shall be of the good standard quality or any brand of good quality approved or suggested by the Institute. The cost of material/part replaced (other than the items mentioned in the schedule, shall be paid separately to the contractor on production of relevant bills/cash memos from the shop and utilization confirmation by the user/officers of the Institute. 15 % extra over the cost of material utilized shall be payable towards contractor s overheads, profit and conveyance /cartage etc. OR rates for extra items shall be derived from CPWD DSR-2014 with addition of prevailing local percentages. 27. This contract shall be deemed to have been made in Mumbai and only the court of competent jurisdiction in Mumbai shall have jurisdiction to determine any question or dispute arising out of the contract. 28. The contractor shall be responsible for the prompt and effective functioning of the personnel deployed by him. He shall be responsible for the quality of the work done by his personnel. Change of personnel will have to be suitably substituted & to be informed to the Institute. The contractor will issue the photo identity card to all workmen with other details. 29. On the completion of each work, the contractor shall at his own cost clear away and remove from the site all waste material, equipments, surplus materials, rubbish and leave the entire site and works clean in a workmanship condition to the satisfaction of the Institute.
