510C:1 DEPARTMENTAL STAFF: LEAVE GUIDELINES The Department f Athletics, in cncurrence with University plicy, prvides staff members with varius types f leave. The University requires the Directr f Athletics t receive and review requests fr all leaves f absence fr all emplyees, and apprve r disapprve such requests in accrdance with University plicy. The Human Resurces Manager fr Athletics maintains leave recrds fr all Departmental staff and reprts infrmatin n leave accrued. The University has established separate leave guidelines fr classified and nn-classified staff members, which are set frth in LSU PS-12. These guidelines are summarized belw, as they relate t mst Departmental staff. The Human Resurces Manager fr Athletics is available t assist staff members with any questins related t leave. Annual and Sick Leave In general, staff members are nly entitled t annual and sick leave when the particular leave is available frm accrued leave. Credited service is determined by the years and mnths f active duty in State service. Leave accrual begins with the appintment r cntinuatin that extends emplyment beynd 180 days. A year f services is based n full time equivalent State service in pay status. Emplyees appinted fr less than full-time accrue leave in prprtin t their percentage f full-time. Accumulatin f leave is measured in hurs per mnth in pay status. N sick r annual leave is accrued while an emplyee is n sabbatical leave, leave t btain an advanced degree, administrative leave r leave withut pay, r n gratis emplyment. If an appintment is effective n the first wrking day f the mnth, leave accrual is based n a full mnth's service. An emplyee wh is appinted, terminated r begins r returns frm leave withut pay n a date such that the emplyee is in pay status fr at least ne-half the wrking days in the calendar mnth, but less than the whle mnth, accrues ne-half a mnth's leave credit. Hwever, if such an emplyee is in pay status fr fewer than ne-half the wrking days in the calendar mnth, he/she des nt accrue leave credit fr that mnth. An emplyee whse anniversary date f appintment falls n the 1st thrugh the 15th f a mnth accrues leave at the higher rate fr the whle mnth. Hwever, an emplyee whse anniversary date falls n the 16th thrugh the end f a mnth accrues leave at the lwer rate fr that mnth and accrues at the higher rate n the first f the fllwing mnth. By definitin, sick leave is leave with pay, granted an emplyee wh is suffering a temprary disability r cnditin prevents them frm perfrming their duties and respnsibilities r wh requires medical, psychlgical, dental r ptical cnsultatin r treatment. Sick leave may nt be used fr child rearing purpses. The minimum charge fr sick leave is ne-half hur.
510C:2 Unclassified Staff Mst unclassified staff members accrue annual leave and sick leave at different rates. Sick leave is earn as fllws: Thse wh have fewer than three (3) years f State service, earn eight (8) hurs per mnth; Thse wh have frm three (3) t five (5) years f service, earn ten (10) hurs per mnth; Thse with five (5), but less than ten (10) years service, accrue 12 hurs per mnth; Thse with 10, but less than 15 years service, accrue 14 hurs per mnth; and, Thse with 15 years r mre years service, accrue 16 hurs per mnth. If a staff member is ill and has nt accrued sufficient sick leave t cver the absence, any uncvered time may be charged t unused vacatin. Shuld a nrmal University hliday fall during a perid f illness, the hliday is nt cunted as sick leave time. Mst unclassified staff accrue annual leave as fllws: Thse wh have less than ten (10) years service, earn 14 hurs per mnth, but are limited t accumulating a ttal f 22 wrking days; Thse wh have ten (10), but less than 15 years service, als earn 14 hurs per mnth with unlimited accumulatin; Thse wh have 15 years r mre, earn 16 hurs per mnth. Classified Staff The rates that classified staff earn annual and sick leave are as fllws: Thse with less than three (3) years f service, earn.0461 hur f each type f leave fr each hur f regular duty; Thse with three (3) years, but less than five (5) years f service, earn.0576 hur f each type f leave fr each hur f regular duty; Thse with five (5) years, but less than ten (10) years f service, earn.0692 hur f each type f leave fr each hur f regular duty;
510C:3 Thse with ten (10) years, but less than 15 years f service, earn.0807 hur f each type f leave fr each hur f regular duty; and Thse with 15 r mre years f service, earn.0923 hur f each type f leave fr each hur f regular duty. Accrued, unused annual and sick leave earned by an emplyee are carried frward t succeeding calendar years. Hwever, the Directr f Athletics may require an emplyee t take annual leave whenever, in his judgment, such actin wuld be in the best interest f the Department, except that an emply may nt be required t reduce accrued leave t less than 30 wrking days r the equivalent theref in hurs, prvided that an emplyee may be required t take any part r all f the accrued annual leave prir t being granted leave withut pay. Upn separatin frm the University, n terminal payment fr annual leave may exceed the value f 300 hurs, cmputed n the basis f the emplyee's hurly rate f pay at the time f separatin. Fr additinal infrmatin, cnsult with the Human Resurces Manager fr Athletics. Prcedure Emplyees must submit written requests t use annual leave t their immediate supervisr. The LSU Department f Athletics Applicatin fr Leave frm (see Appendix 510C-1) is used fr this purpse. Requests fr a perid f ne (1) week r mre shuld be made at least ne (1) week in advance. Fr perids f less than ne (1) wrk week, the request is t be made at least ne (1) day prir t the requested leave date. When justifiable emergency situatins ccur, the ne (1) day prir ntice may be waived. An emplyee wh is absent frm wrk because f illness r disability, r ther circumstances fr which sick leave is apprpriate, must ntify his/her supervisr r Human Resurces Manager fr Athletics f the reasn fr absence. Upn returning t duty, the individual must file written certificatin n the Applicatin fr Leave frm fr the amunt f sick leave taken. Emplyees may be required t prvide certificatin frm a registered physician t justify the use f sick leave. Civil Leave Leave with pay may be granted t an emplyee while perfrming jury duty; when subpenaed t appear as a witness befre a curt, public bdy r cmmissin, prvided that fr these purpses a plaintiff r defendant is nt cnsidered a witness; when perfrming emergency civil duties in cnnectin with natinal defense r ther civil emergencies; r when an emplyee wh is a member f the Natinal Guard is rdered t active duty.
510C:4 Further, emplyees whse scheduled wrk day is between the hurs f 7:30 a.m. and 4:30 p.m., and are unable t vte prir t r after their wrk day, may be granted time ff with pay fr vting in accrdance with the fllwing schedule: Thse wh live within a 30 mile radius f the campus are entitled t tw (2) hurs leave; Thse wh live within a 31 t 60 mile radius f the campus are entitled t fur (4) hurs leave; and Thse wh live in a 61 r mre mile radius f the campus are entitled t receive ne (1) day f leave. The Directr f Athletics is respnsible fr determining the amunt f time ff t be granted and when such time is t be taken during the Electin Day. Special Leave Leave with pay may be granted t an emplyee by the Directr f Athletics fr the fllwing reasns: If the Chancellr determines that, because f lcal cnditins, it wuld be impssible r impractical fr the emplyee t reprt t wrk; Fr limited perids, if assignments t ther than regular duties at regular lcatins will prve beneficial t bth the emplyee and the University; T attend the funeral rites f a relative within the furth degree f relatinship by bld r affinity (A maximum f tw days special leave may be granted n any ne ccasin.); T participate in a State Civil Service examinatin r t take ther examinatins pertinent t the emplyee's psitin; T reprt fr a pre-inductin physical incident t pssible entry int the U. S. Military Frces; and/r T take administrative leave t btain an advanced degree in accrdance with special cnditins fr unclassified staff which are described in LSU PS-12. Military Leave Emplyees wh are members f a reserve cmpnent f the Armed Frces f the United States r f the Natinal Guard are granted leave fr perids nt t exceed 15 wrking days in any calendar year when rdered t active training duty. Such leave is given withut lss f pay, annual r sick leave, r efficiency rating, and upn return t LSU, the emplyee is restred t his/her psitin. 510C:5 Leave f Absence Withut Pay A leave f absence withut pay may be granted t an emplyee fr gd cause. The reasn must be acceptable t the University and the peratin f the Department must nt be seriusly affected. "Gd cause" fr granting a leave f absence withut pay, which is usually nt granted befre sick and/r annual leave are exhausted, may be interpreted t include, but is nt limited t the fllwing: extended illness, need t prvide care fr members f the family, educatin which will directly increase jb effectiveness, adptin f children, r in special situatins, temprary emplyment utside the University when it is in the interest f public service and/r will be beneficial t the University upn the emplyee's return. Departmental staff wh desire t take a leave f absence withut pay may cnsult with the Assistant t the Directr fr Persnnel fr additinal infrmatin and related University prcedures. Cmpensatry Leave There is n prvisin fr cmpensatry time r vertime payment when extra duty is required f unclassified emplyees t meet emergency r unusual wrklad needs. The Human Resurces Manager fr Athletics must authrize any vertime wrk fr classified emplyees. With the apprval f the Chancellr, an vertime-exempt salaried classified emplyee may be granted cmpensatry leave fr extra hurs wrked n an hur-fr-hur basis. Nn-exempt emplyees may be granted cmpensatry leave fr extra hurs wrked at a rate f time and ne-half. When cmpensatry leave credit is earned, such leave is prmptly credited t the emplyee's leave recrd, and the Directr f Athletics may require the emplyee t take all r part f such leave at any time.
