THE STATE OF TEXAS COUNTY OF ORANGE BE IT REMEMBERED that a Special Court Session was held on Monday, April 27, 2015 at 2:00 P.M. in the Commissioners Courtroom of the Orange County Administration Building with the following in attendance: Barry Burton, Commissioner, Precinct No. 2 John W. Banken, Commissioner, Precinct No. 3 Jody E. Crump, Commissioner, Precinct No. 4, County Judge Pro Tem Absent was: Stephen Brint Carlton, County Judge David L. Dubose, Commissioner, Precinct No. 1 The meeting was called to order at 2:00 P.M., John Banken gave the invocation, Jody Crump led in the Pledge of Allegiance and the following business was transacted, to-wit: Motion made by John Banken, seconded by Barry Burton approving the minutes of the Public Workshop held April 13, 2015, as circulated. PROCLA- Motion made by John Banken, seconded by Barry Burton authorizing the Orange County MATION Commissioners Court to issue a Proclamation recognizing May, 2015 as National Mental Health Awareness Month. 2. Motion made by John Banken, seconded by Barry Burton to approve monthly reports from the REPORTS County Treasurer for month ending March 31, 2015 and recording in the minutes of the Court: a. Approval of Investments in TexPool, Super Investments-General Fund, Treasurer Investments-General Fund, Certificates of Deposits and Government Agencies in the amount of $29,878.41. b. Approval of Interest Earned to date in the amount of $18,351.93. c. Treasurer s Report of revenues received and disbursed in accordance with the Local Government Code 114.026(d) and affidavit of approval by the Court. This report will be available on the county s website for viewing. d. Pledged Security Collateral and FDIC for a total of $45,757,390.83, summary as follows: Wells Fargo Bank $33,365,734.37 1 st Financial Bank $ 9,483,703.51 Capital One Bank $ 2,907,952.95 3. Motion made by John Banken, seconded by Jody Crump to file in the minutes of the Court REPORT the County Treasurer s Quarterly Investment report as required by HB 2459, Public Funds Investment Act. This report is for Quarter ending March 31, 2015, and will be available for viewing on the County s website. 4. BILLS PAID Motion made by Barry Burton, seconded by John Banken authorizing payment of bills approved by the County Auditor as per attested listings and also specifically as follows: a. $1,150.00 to Claybar Funeral Home from the General Fund (001-111-54290) for Indigent Funeral Expenses. a. $1,150.00 to Memorial Funeral Home from the General Fund (001-111-54290) for Indigent Funeral Expenses. NO ACTION No action taken on discussion and possible action regarding Commissioners Court approving Orange County entering into an energy efficiency program to save the county money on energy bills. Commissioners Court held a Public Workshop on Friday, April 2015; whereas Way Companies and Schneider Electric each presented Orange County with their own energy efficiency program. 6. Motion made by John Banken, seconded by Barry Burton authorizing the Orange County AGREEMENT Commissioners Court to approve the Assignment, Conveyance, Release and Consent Agreement between Orange County, Texas and the Housing Authority of the City of Orange, Texas and authorizing County Judge Stephen Brint Carlton to sign the same. 7. Motion made by John Banken, seconded by Barry Burton approving the certification REPORT of the March 2015 Collection Report for the Tax Office as required under PTC 31.10. 8. LINE ITEM Motion made by Barry Burton, seconded by John Banken to allow the Line Item Transfers TRANSFER as follows: HUMAN RESOURCE DEPARTMENT From: 001.111.53830 (Contingency)..($2,400.00) To: 001.101.54192 (Drug Screens)... $2,400.00 10. DISCUSSION The Court recognized Amanda Stucker, representative for American Municipal Services, ONLY to update Commissioners Court concerning collections throughout the County. 11. NO ACTION No action taken on discussion raising awareness of an increase of Sexual Assault Awareness for Orange County as well as the understanding that human trafficking is on the increase along the I-10 corridor and the training available for all law enforcement in Orange County. 12. RENEW Motion made by John Banken, seconded by Barry Burton to renew the Regional and Local GRANT Services System/Local Public Health Services (RLSS/LPHS) grant for the FY 16 and FY 17 term for $71,426.00. The project is funded through the Texas Department of State Health Services. 13. RESOLUTION Motion made by John Banken, seconded by Barry Burton to adopt a resolution in support of the expansion of Orangefield Water Supply Corporation s water and sewer into Victory Gardens. 14. ADVERTISE Motion made by John Banken, seconded by Jody Crump authorizing the Purchasing FOR BIDS Agent to advertise for bids on the lubricating oils and greases for Orange County. 15. NO ACTION No action on discussion and possible action regarding Commissioners Court adopting revisions to the Orange County Purchasing Department Policies and Procedures Manuel. Page 4 of 5

AWARD Motion made by John Banken, seconded by Barry Burton to award the Grant BID Administration Service for the FY 2012 CDBG on-site sewer projects from the Department of Agriculture based on the recommendation of the selection committee to David J. Waxman, Inc. 17. AWARD Motion made by John Banken, seconded by Barry Burton to award the Registered BID Sanitarian/Professional Engineer Service for the FY 2012 CDBG on-site sewer projects from the Department of Agriculture based on the recommendation of the selection committee to Lester A. Saucier, Jr., P.E. 18. COMMENTS Minnie Hightower, Human Resources Director, invited everyone to attend an insurance retirement workshop on May 6 at the EOC. There will be two sessions, one from 9A.M.- 11A.M. and one from 2P.M. 4P.M. TAC will be hosting the workshops along with the HR Department to discuss and disseminate correct information regarding the possibility of going to supplemental insurance for retirees that are 65+. David W Smith, Commander of Golden Triangle Militia, clarified with the Court that their unit, Reserve Militia, is not asking for reimbursement for any expenses for training. They are a total volunteer group. 19. ADJOURN There being no further business, a motion was made by John Banken, seconded by COURT Jody Crump to adjourn the Commissioners Court meeting.
