Visitr Safety Management Prcedure 1 Objective 2 Scpe The bjective f this prcedure is t manage the risks assciated with visitrs t the University f Tasmania, in keeping with the University s duty f care under relevant wrk health and safety legislatin. This prcedure applies t any persn wh is a visitr t a space ver which the University f Tasmania (University) has wnership r cntrl. 3 Visitr Safety Management 3.1 Legislatin The University has a duty f care t eliminate risks t health and safety fr visitrs s far as is reasnably practicable; and if it is nt reasnably practicable t eliminate, then t minimise thse risks s far as is reasnably practicable. The University s duty with regard t visitr health and safety is set ut in the Wrk Health and Safety Act 2012. In accrdance with the sectin 19 (2) f the Act, the University must: ensure, s far as is reasnably practicable, that the health and safety f visitrs (as ther persns under the Act) is nt put at risk frm wrk carried ut as part f the cnduct f the University. In accrdance with the sectin 29 f the Act, visitrs must: take reasnable care fr their wn health and safety and take reasnable care that their acts r missins d nt adversely affect the health and safety f ther persns and cmply, s far as they are reasnably able, with any reasnable instructin that is given t allw the University t cmply with the Act. 3.2 Relevant University Plicies and Prcedures The fllwing University plicies and prcedures have applicatin t the management f health and safety risk assciated with visitrs t a University wrkplace: Wrk Health and Safety Plicy Alchl, Tbacc and Other Drugs Plicy Children n Campus Guidelines Emergency Prcedures Event Management Prcedure Key and Access Card Plicy Wrking Safely in Labratry Wrkshps and Studis Minimum Standard Venue Hire Plicy. 2 Visitr Safety Management Prcedure (Octber 2014)

Visitr Safety Management Prcedure 3.3 Risk Assessment Health and safety assciated with visitrs t a University wrkplace is managed accrding t the assessed level f risk (as measured by cnsequence and likelihd). The identified risk may apply t: a health and safety risk t visitrs themselves r the risk visitrs may pse t staff, students and ther persns at a University wrkplace r a risk f harm t the University s peratins, prperty r infrastructure. Appendix 1 prvides examples f University visitr risks and assciated cntrls recgnising: the wide diversity in activities undertaken by visitrs t University wrkplaces the practicalities f managing risk where there is pen public access and multiple pints f entry t campus grunds and facilities and the need t balance ease f access with the level f security apprpriate t the activities being undertaken by the University. 4 Respnsibilities Infrastructure Services and Develpment (ISD) Organisatinal Unit heads Wrk Health and safety Unit Prvisin and management f infrastructure relating t visitr safety including: security access systems (key and swipe cntrl) Clsed-circuit televisin (CCTV) cameras, help pints, emergency phnes, duress alarms, lighting, and signage. Grunds and facilities management and maintenance including management and safety f cntracted wrks. Security services including: mnitring f CCTVs, site patrls, safety escrts and incident respnse. Assessment f visitr risk and cntrl within their area f respnsibility. Determining security levels and authrising access apprvals. Implementing visitr cntrls apprpriate t the level f assessed risk including: visitr registratin, prvisin f infrmatin and supervisin. Prvisin f advice and supprt fr the assessment f visitr risk and the implementatin f cntrls. Maintenance f a reprting system that includes visitr related hazards and incidents. 3 Visitr Safety Management Prcedure (Octber 2014)

Visitr Safety Management Prcedure 5 Definitins and Acrnyms Term/Acrnym Organisatinal Unit Wrker Wrkplace Visitr Definitin Cllege, Faculty, Schl, Centre, University Institute, ther University Entity, Divisin, Sectin r University Business Enterprise. A persn is a wrker if the persn carries ut wrk in any capacity fr the University, including wrk as an emplyee, a cntractr r subcntractr, an emplyee f a cntractr r subcntractr, an emplyee f a labur hire cmpany wh has been assigned t wrk at the University, an utwrker, an apprentice r trainee, a student gaining wrk experience, r a vlunteer. A wrkplace is a place where wrk is carried ut fr the University and includes any place where a wrker ges, r is likely t be, while at wrk. Wrkplace includes a vehicle, vessel, aircraft r ther mbile structure; and any waters and any installatin n land, n the bed f any waters r flating n any waters. Is a persn at a University wrkplace wh is nt a wrker and is therefre an ther persn under the WHS Act. 6 Versining Frmer Versin Current Versin Versin 1 Visitr Management Prcedure; apprved Octber, 2014. Visitr Safety Management Prcedure Appendix 1: University visitr hazards and risk cntrls Visitr and hazard Members f the public are able t walk, cycle and drive in and arund many f the University s campuses and facilities. In the absence f perimeter fences, security gates r bms, visitrs have pen access t rads, recreatin spaces and infrastructure. Many buildings have multiple pints f entry with limited r n access cntrl. Invited visitrs r grups attending a University event such as an pen day r similar ccasin. Visitrs n business may result frm an invitatin r be a self-initiated visit fr an appintment, interview, sales, delivery r the like. This is typically an infrequent r a ne-ff visit. Alumni and friends have access t University facilities as a visitr. These visitrs may als have membership access t specific areas such as the University Club. Visitrs as facility users such as UniGym, hired rms, perfrmance sprts grunds Friends and family f a staff member r student as an invited visitr Risk Cntrl Visitr safety is reliant n effective signage and vluntary visitr cmpliance. Risk cntrl is supprted thrugh: Area cntrls as implemented by each Organisatinal Unit Mnitring by University staff Patrlling by Security Officers CCTV surveillance Effective lighting Access t Help Pints and emergency phnes Visitrs may be escrted in guided grups by a nminated persn, but therwise have access t the University s facilities. Visitrs fllw directins prvided by an appinted tur grup leader, r meeting cnvenr. Access may be cntrlled thrugh a central receptin pint and the prvisin f signage r ther printed infrmatin. The visitr is usually under the direct supervisin f a staff member Depending n security levels, the visitr may be required t sign a visitr register and carry an identity card r tag. In sme circumstances, the visitr may be accmpanied by a staff member. Where the alumni r friend has authrised access t a specific area f the campus, it is the respnsibility f the manager/supervisr f that area t ensure that adequate visitr safety is prvided. Visitrs may be under the direct cntrl f UniGym r ther staff. Visitrs utilising sprts grunds and ther facilities are under the supervisin f the persn r bdy hiring the facility wh is bund by the terms f the hire r ther agreement entered int with the University. These visitrs shuld be under the guidance f a University staff member r student. Any yung children must be under cntrl / supervisin f a respnsible adult. 5 Visitr Safety Management Prcedure (Octber 2014)

Due t the nature f their research and ther activities sme University campuses and facilities such the Medical Sciences Precinct have strictly cntrlled access. Distinguished visitrs Risk Cntrl In sme instances, these visitrs may be mre effectively managed as a cntractr. Where a lwer level f direct supervisin is intended, a dcumented inductin prcess shuld be cmpleted. In these areas, visitr access is strictly cntrlled in accrdance with Organisatinal Unit, labratry r wrkshp prtcls. Depending n risk the visitr will be required t register access, cmplete an inductin and be apprpriately supervised. Strictly cntrlled access is made pssible by the facility s design They have cntrlled pints f entry and managed access within either thrugh electrnic swipe r key Visitr access is tightly cntrlled. Visits by distinguished visitrs are managed in accrdance with apprpriate University prtcls. Additinal hazards relating t visitrs: Driving The majrity f University rads are pen t visitr mtr vehicle access and cntrl is reliant n cmpliance with rad signage including speed limits and traffic calming devices (such as rad humps). Sme rads have restricted vehicle access thrugh the use f bm r ther gates. Children n campus The safety f children as visitrs n campus is cntrlled thrugh University plicy. Smking All University campuses have smke free areas as designated by N smking signage. Sme University campuses (e.g. Medical Sciences Precinct, Rzelle) are smke free. Reinfrcement f smke free areas is undertaken by Security Officers. Drug and alchl use The cnsumptin f alchl by visitrs and thers is strictly cntrlled in accrdance with University Plicy. Animals Visitrs are nt permitted t bring animals (ther than apprved assistance animals) nt a University wrkplace.
