Feasibility study The study s main objective was to provide justification for the construction of a new nuclear capacity and to assess: the suitability of the site and the possible approaches for connecting the new nuclear capacity; possible nuclear technology and potential vendors expected generation and management of radioactive waste and SNF; use of the existing infrastructure, human resorses and equipment; the process of obtaining the necessary licences and permits; the local economic aspects and the economic efficiency of the selected PWR models. 7

Activities, related to the approval of the selected site - Investigation and determination of the location for new nuclear capacity; - Independent Verification Of The Results And Assessments, Obtained By Investigation And Determination Of The Location For New Nuclear Capacity; - Submitting the necessary documents, prepared on the basis of the assigned activities, at the NRA. Results: - the company KNPP - New Build Plc holds a permit for sitting of a nuclear facility (site selection); - a request for issuing an order for approval of the selected site has been made to the NRA (June 15 th 2015). 8

Environmental Impact Assessment (EIA) Mandatory element in the process of constructing new nuclear capacity in accordance with the requirements of the Environmental Protection Act, SUNEA and ROILPSUNE. Main purpose: - Identifying the effects of the investment proposal on the environment and determining the measures that need to be taken for their mitigation, management and control; - Allowing the competent authority (Ministry of Environment and Water) to make an informed decision in relation to the investment proposal; - Allowing the interested parties to participate in the decision-making process; 11

EIA tasks and activities 1.The task of conducting analysis and carrying out environmental impact assessment has been assigned to Dicon Acciona ING ; 3. There have been 5 public hearings on the territory of Bulgaria and 3 on the territory of the Republic of Romania (in accordance with the Espoo Convention); 4. On January 27 th 2015 the Minister of Environment and Water approved the realization of the investment proposal 5. The EIA decision is currently under appeal at the Supreme Administrative Court (SAC). 13

EIA Decision On January 27th 2015, the Minister of Environment and Water approved the implementation of the investment proposal for building a new nuclear capacity of the latest generation at Kolzoduy NPP site with Decision 1-1/2015. 15

Forthcoming activities Decision of the Council of Ministers under article 45(1) of SUNEA /Nuclear Act/; Communicating the investment project to the European Commission in accordance with article 41 of the EURATOM treaty ; Initiating consultations under Chapter 4 of the EURATOM treaty with the EURATOM Supply Agency concerning the conclusion of contracts for supply of nuclear fuel; Risk assessment of the investment project; Preparing the necessary documents for making an application for issuing a permit for design of a nuclear facility; Drawing up a design of a Detailed Development Plan (DDP), submitting the necessary documents for approval of the design for DDP, preparing the necessary documents for issuing a design permission for new nuclear unit, actual design, preparing the documents for coordination and approval of the investment project, after which a planning permission is issued. Compliance with the conditions, set out in the EIA decision. 16
