NATIONAL SAFETY AWARDS - 2007 Performance Year - 2007 INSTRUCTION SHEET 1. SCOPE The Schemes I to X are applicable to the factories registered under the Factories Act, 1948/The Building & Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996/Installations under Atomic Energy Regulatory Board (AERB). The classifications of schemes based on man-hours worked are as under: Scheme I & II : Factories/Construction sites/installations under AERB working for one million man-hours and more. Scheme III & IV : Factories/Construction sites/installations under AERB working less than one million man-hours subject to a minimum of half million (5 lakhs) man-hours. Scheme V & VI : Factories/Construction sites/installations under AERB working less than half million (5 lakhs) man-hours subject to a minimum of one quarter million (2.5 lakh) man-hours. Scheme VII & VIII : Factories/Construction sites/installations under AERB working for a minimum of one lakh man-hours but less than one quarter million (2.5 lakh) man-hours. Scheme IX & X : Factories/Construction sites/installations under AERB working for a minimum of fifty thousand (50,000) man-hours but less than one lakh (100,000) man-hours. Note: 1) The Schemes I, III, V, VII & IX are applicable in terms of man-hours indicated above for each of the preceding three consecutive years including theperformance Year, whereas it is confined only to Performance Year i.e. 2007 in case of Schemes II, IV, VI, VIII & X 2) The man-hours worked will also include overtime and the man-hours worked by the contract labour who are workers under the Factories Act, 1948/The Building & Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996/Installations under Atomic Energy Regulatory Board (AERB). 3) No Award will be given in case the man-hours in any of the three consecutive years are less than fifty thousand. 4) If the information furnished in the application form, if found incorrect, false or misleading at any point of time. such companies shall be debarred from participation in these schemes for five years. 2. CLASSIFICATION OF INDUSTRIES The groups of industries are classified as per National Industrial Classification (NIC) code and are given in the form of schedules at Page No.4 of NSA Instruction Sheet. There are fifteen (15) schedules (group of industries including construction industry) each under Scheme I & II and eleven (11) schedules (group of industries including construction industry) each under Scheme III, IV, V, VI, VII, VIII, IX & X, respectively.

3. BASIS FOR NATIONAL SAFETY AWARDS A) Schemes I, III, V, VII & IX (Based on Lowest Average Frequency Rate) There will be one Winner and one Runner up under each of the fifteen (15) schedules of industries under Scheme I and eleven (11) schedules of industries under each of the Scheme III, V, VII & IX, respectively, who have achieved the Lowest Average Weighted Accident Frequency Rate over a period of three consecutive years ending in the performance year. B) Schemes II, IV, VI, VIII & X (Accident Free Year) There will be one Winner and one Runner up in each of the fifteen (15) schedules of industries under Scheme II and eleven (11) schedules of industries under each of the Scheme IV, VI, VIII & X, respectively. The factory, which has worked maximum manhours without any fatal accident/non-fatal accident/permanent total disability in the performance year 2006 will be the winner.. C) Calculation of Weighted Frequency Rate The weighted frequency rate is applicable for Scheme I, III, V, VII & IX respectively. The weighted frequency rate will be the sum of : a) The no. of reportable non-fatal accidents per million man-hours worked. b) The no. of reportable fatal accidents per million man-hours worked multiplied by 10 c) The no. of reportable Permanent Total Disability (PTD) cases leading to total loss of earning capacity per million man-hours worked multiplied by 10. FORMULA FOR CALCULATING WEIGHTED FREQUENCY RATE For fatal accidents = No. of fatal accidents X 10 X 10 6 Man hours worked during the year For PTD = No. of accidents for PTD X 10 X 10 6 Man hours worked during the year For Non- fatal accidents = No. of non-fatal accidents X 10 6 Man hours worked during the year Note: 1. A reportable non-fatal accident is an accident which incapacitates a person for 48 hours or more. 2. All fatal, non-fatal and the cases of permanent total disability reportable under the Factories Act, 1948 / The Building & Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 / Installations under Atomic Energy Regulatory Board (AERB) only are to be included. 4. PERFORMANCE YEAR The performance year for National Safety Awards 2007 will be 2007 i.e. 01 January 31 December, 2007. 5. PRIZE The National Safety Awards under each Scheme will be granted every year. The Scheme I & II provides for the grant of fifteen (15) Awards, whereas there are eleven (11) Awards under each of the six Schemes i.e. III, IV, V, VI, VII, VIII, IX & X, respectively. Under each schedule, the Winner and Runner up will be presented a Shield and a Certificate of Merit.

6. AWARDS COMMITTEE The Ministry of Labour & Employment shall constitute a Tripartite Awards Committee to scrutinize and adjudge the applications received for the grant of the National Safety Awards. This Committee shall consist of not less than five members selected solely based on their technical ability and experience. Any decision of the Awards Committee in respect of prizes shall be subject to the approval of the Government of India, Ministry of Labour & Employment, whose decision shall be final. The Committee may reduce the number of awards or decide not to give an award to any of the industries given in the schedule for any reason it may consider fit. 7. ENTRY FEE Entry under each Scheme will be accompanied by Crossed Demand Draft for a sum of Rs.200/- drawn in favour of Secretary, National Safety Awards Committee, payable at any scheduled bank in Mumbai. Entry fees, once paid, will not be refunded. 8. SUBMISSION OF APPLICATION FORM Duly filled in Application Form after necessary verification of the information pertaining to man-hours and accidents and /or accident free year from the Inspector of Factories having jurisdiction over a factory / Inspector of Building & Construction having jurisdiction over the Construction site / Inspector having jurisdiction over the installations under AERB in a certificate given under item No.8 of the application form along with required demand draft should be sent on or before the closing date (20.10.2008) to : THE SECRETARY, NATIONAL SAFETY AWARDS COMMITTEE, DIRECTORATE GENERAL FACTORY ADVICE SERVICE & LABOUR INSTITUTES, CENTRAL LABOUR INSTITUTE BUILDING, N.S. VI. As regards classification of your industry, latest copy of National Industrial Classification (NIC) should be used. VII. The application from Factories/Construction sites/aerb Installations, who have worked below fifty thousand man hours in any of the last three years including the Performance year 2007 shall not be considered. VIII. Applications without signature & name of authorized signatory and company s seal are liable to be rejected. IX. Read the instruction sheet enclosed with this form carefully. A.
