Bid Information The Bid Maintenance screen allows the user to create a Bid for posted released capacity on the LINK system. When the user enters the Offer number and tabs out of the data field, the Offer data is loaded into the bid. The screen format is similar to the Offer screen. There are two types of Bids in LINK which are: 1) A Prearranged Bid which can only be confirmed, and 2) A Non-Prearranged Bid is created for posting. To navigate to the Bid screen, go to Customer Activities, click on Capacity Release, Bids, and finally Bid Maintenance. 3
Bid Information Bid Maintenance The capacity release bidding process provides the ability for a potential replacement shipper to confirm a prearranged bid or create a bid on a biddable offer. 4
Creating a Bid Bid Maintenance When creating a bid, the user must specify terms, quantities, rates, locations, Section 14.9 and Contact Information. To begin a BA Abbreviation must be entered in the Bidder data field. 5
Creating a Bid Function Keys View Credit allows bidder to view their credit information. Clear replaces all editable fields with blanks or zeros. The Save button will create a bid number and save data within the bid to INCMPL (Incomplete) status, but does not post the bid. Post button validates for errors in the bid, if pasted, the bid is posted for evaluation at the end of the bid period. Confirm posts the bid that the system creates for the prearranged bidder. Reject button gives the option to a prearranged bidder to not confirm the offer. Withdraw can be invoked after a bid has been submitted, prior to the bid period end date and time. Match Bid is activated when the bid period has ended, bids were evaluated and a party other than the prearranged bidder has been indicated as the winning bidder. If the prearrange bidder does not match the winning bid by end of the match period, 11:30 a.m. (CCT), the capacity will be awarded to the highest bidder. Button will become Match Confirm after Match Bid is used and the new rates are loaded into the bid. The user must click on Match Confirm to post the matched rate and be awarded the capacity. 6
Creating a Bid Bidder lookup If the bidder abbreviation is not known, Double Click in the Bidder Prop field to view the list of companies associated with the link id s security rights. Input a portion or all of the Pre- Approved Bidder Name, and Press the Enter key. Click on the row of that Service Requester, and then Click on Select. The Pre-Approved Bidder List will close and the Svc Req Abbr will display in the Bidder Prop field and the full name will display in the Bidder Name on the Bid Maintenance screen. 7
Creating a Bid Terms Tab Once the Bidder has entered the bidder abbreviation and offer number the offer data is loaded into the Bid screen. If the releasing shipper has indicated that the offer is recallable or there are contingencies with the offer, the applicable field will be editable. The Bidder Less Qty indicator allows the bidder the ability to indicate that they are willing to accept a partial quantity if the capacity is awarded to multiple parties. LINK will default the indicator to N-No. The Bidder can change the indicator to Y-Yes by clicking on the dropdown available for the data field. The Y indicates that the bidder agrees to accept an award for any portion of the capacity within the stipulated date range. The bidder will also be allowed to update the bid quantities in the Bid Qty-K and Bid Min Qty-K fields in the Quantity, Segments, Location and Section 14.9 tabs. 8
Creating a Bid Terms Tab The Affil Ind specifies which parties to the transaction are affiliated to the bidder. Note this is a mandatory field for purposes of the Transactional Reporting. To select an affiliate, Click on the down arrow. BOTH indicates the releaser is an affiliate to the replacement shipper and the transportation service provider. NONE indicates the releaser is not an affiliate to the replacement shipper or the transportation service provider. RS indicates the releasing customer is an affiliate to the replacement shipper. TSP indicates the releasing customer is an affiliate to the transportation service provider. 9
Creating a Bid Terms Tab The Stand-aln Bid Ind displays if the bid is a stand-alone bid and that it may be bid on separately. If the Stand-aln indicators becomes flagged to BW (No), then the bid does not become stand alone, the bidder must bid on and win other bids in order to be the winner of this bid. The indicator will default to BI (Yes) and indicates that this bid is stand alone and there are no other bids the bidder must bid on and win to be the winner. If there are additional bids to be bid on, Click on the down arrow besides the stand alone indicator, and select BW(No). The releaser must input the same Stand-Alone comments within all applicable bids. Click on the OK button. 10
Creating a Bid Quantity Tab The Quantity tab will display Max Offer Qty-K for each zone from the referenced offer. The customer can apply a percentage for the bid based on the quantities displayed. Individual zones can be selected by clicking in the box for the location zone or selecting all zones by clicking on the SEL in the column heading. Enter the percentage in the Pct Max Qty Bid data field and Click on the Apply Qty % button to apply quantities. 11
Creating a Bid Segments Tab (Validate Differences) Bids must be validated for differences in market area entitlements. Click on the Validate Diff button on the Segments tab and the button should then become grayed out. The user should evaluate each segment indicator to ensure that the entitlement path has the rights that they intend to bid on. 12
Creating a Bid Locations Tab The Locations tab will display any firm locations being released. Note: any nomination entered using the release contract entitlements will be secondary when the customer does not bid on firm locations. A bidder can specify a bid by percentage of the maximum quantity being offered. To do this, Click on the box beside the location being released, and then input the percentage of the Max Offer Qty you wish to bid. Click on Apply Qty %. A bidder can specify a quantity of the Max Offer Qty-Loc. To do this, Click on the box beside the location being released, and then input the specific bid quantity to apply. Click on Apply Bid Qty. Quantities can also be applied to a firm location by simply entering the quantity directly into the grid under Bid Qty-Loc. See screen on following slide. 13

Creating a Bid Rates Tab Rates can be entered directly into the grid under the Rate Bid column. Max Rate can also be applied across all zones. To do this, Click on the down arrow beside the Max Rate indicator and Select Y. The maximum tariff rates will populate within the Rate Bid fields of all zones being released, and in the corresponding Pct Max Trf Rate bid fields. Informational fields such as the Surchrg Ind Desc, Rate Form/Type Desc, and Res Rate Basis Desc are displayed for the bidder. Rates can be changed after posting as long as the bidder increases above the previous posted bid rate. If the bidder enters a higher bid rate they must Validate Diff before Posting the new bid rate. 15
Creating a Bid Negotiated Rates Negotiated Rates If the Releasing Shipper s original contract contains a negotiated rate for commodity or fuel, the Bid Maintenance screen will display an additional tab titled Neg Rates. There is a Negotiated Rate indicator (Ngtd Rate Ind) of Y-Yes for automatic pass through of the rates or N-No. If N-No, it is possible for the bidder to request the Negotiated Rates by changing the indicator to Y-Yes. The replacement contract will require an approval by Enbridge and will not be awarded immediately. 16
Creating a Bid Negotiated Rates When a bidder has selected the negotiate rate (or accepted as pass-through) and attempts to post a bid, they will be prompted with an acknowledgement that acts as execution of the associated negotiated rate agreement if they are the winning bidder. If the acknowledgement is not accepted, the bid cannot be posted unless the negotiated rate indicator (Ngtd Rate Ind) flag is changed to N 17
Confirm Pre-Arranged Bid Confirm Pre-Arranged Bid To find pre-arranged bids, go to Bid List, Bid Status, select confirmable. Click on the Bid, then go to related screens and click on Select. This will load the Bid into the Bid Maintenance screen. Note a Prearranged biddable Bid will remain in a Bid Status of PNDING until the bid is confirmed and then the Bid Status becomes POSTED. The prearranged bidder must verify Terms, Quantities, Rates, Segments. Locations, Section 14.9 Tabs and Contact Information. 18
Confirm Pre-Arranged Bids Confirm Pre-Arranged Bid - con t The bid is ready to be confirmed. Click on Confirm. For pre-arranged non-biddable releases, the offer status is changed to Posted and the offer is awarded to the bidder name party. The bid is posted and evaluated along with any valid bids for the capacity, when confirming a Bidder Name party of a release that is biddable. Note: For a Biddable release, if the bidder name party does not Confirm the Bid by the Bid Period End Date and time, the capacity will be awarded to the winning bidder (See Bid Timeline). For a non-biddable release the bidder name party has until 8:00 am on the effective date of the release. 19
Capacity Release Bid List If discrepancies are present between information contained in these materials and Enbridge's FERC Gas Tariffs, the FERC Gas Tariffs govern. 20
Bid List To access Capacity Release Bids that have been posted on LINK go to the Capacity Release menu tree, click on Bids, then Bid List. Only show Bids on currently active Offers: filter to show bids on Offers that are POSTED, PENDING, or MATCH status. Max Qty column: shows User MDQ of Bid Total Bid Rate column: shows User the Total Bid Rate (more detail on following slide) Bid Per End Date column: shows User the Bid End Date for particular Bid/Offer Bid Per End Time column: shows User the Bid End Time for particular Bid/Offer Your bid(s) are indicated by green font color in the Bid No column. 21
Bid List User is able to view or increase posted bid by clicking View Rates. Similar to quick bid functionality. - Allows user to view their own bid or other bidders bid quantity and rate breakdown. - Bidder can also increase their own posted rate using new Bid List functionality by selecting View Rates 22
