INVITATION TO BID (ITB) MONTROSE REGIONAL AIRPORT RUNWAY 17-35 REPAINTING AND RESTRIPING GENERAL INSTRUCTIONS Montrose County is accepting sealed bids from qualified firms to repaint and restripe selected existing pavement markings on Runway 17-35 at Montrose Regional Airport in accordance with FAA Advisory Circular 150/5340-1L, all applicable references in the Circular, and the Montrose Regional Airport Sign and Marking Plan. The work must be completed no later than October 31, 2017. Bids are due no later than 2:00 PM (our clock) on Wednesday, June 7, 2017. The Invitation to Bid includes the ITB file, Attachment 1 - Marking Plan, Attachment 2 - Runway Markings, and Attachment 3 - Sample Contract, in addition to any addenda issued. Questions must be emailed to Susan Wheater, swheater@montrosecounty.net no later than 2:00 PM on Friday, May 19, 2017. If a Bidder discovers any ambiguity, conflict, discrepancy, omission, or other error in the ITB, he/she must immediately email Ms. Wheater and request modification or clarification. Clarifications, modifications, and answers to questions of general interest will be posted to the Montrose County website (www.montrosecounty.net) no later than 2:00 PM on Wednesday, May 24, 2017. Guarantee bid for a minimum of one hundred fifty (150) days. 2. Comply with all ITB requirements. Failure to do so may result in disqualification. 3. Return the attached bid form. Any changes, clarifications, or modifications to the solicitation may occur up to fourteen (14) calendar days before bid deadline. Bidders are responsible for checking the website for the latest information or instructions before submitting their bid. 4. OPTIONAL PRE-BID CONFERENCE An optional pre-bid conference will be held on Wednesday, May 17, 2017 at 2:00 PM at Montrose Regional Airport Administration. Airport representatives will be available to answer questions and conduct a tour of the jobsite. Answers to questions asked at the pre-bid conference will also be available on the County website no later than 2:00 PM on Wednesday, May 24, 2017. (See GENERAL INSTRUCTIONS above.) BID OPENING/AWARD Bids will be opened publicly and read aloud on Wednesday, June 7, 2017 at 2:15 PM at Montrose Regional Airport Administration, 2100 Airport Road, Montrose, CO 81401. All bidders will be notified of the decision by mail. Contract documents will be issued to the awarded firm and must be returned within fourteen (14) days.
The Board of County Commissioners may award the bid to the lowest responsive, responsible bidder. In reviewing the bids it receives, the County reserves the right to reject, for any reason whatsoever, any and all bids, and to waive any informality or irregularity in a bid. The action to award a contract is subject to approval by the Board of County Commissioners. The submission of a bid does not in any way commit the County to enter into an agreement with that bidder. The work must also conform to the Montrose Regional Airport Sign and Marking Plan (see Attachment 1 - Marking Plan). The project shall start and finish no later than October of 2017 on a mutually agreed upon schedule. The Airport shall issue any required FAA notices, provide runway closure X s, prepare the runway surface (including crack sealing, sweeping, and cleaning), and issue the Contractor a Notice to Proceed before work begins. Number stencils for Hold Short boxes, in addition to survey point data, if needed to verify line markings, will also be provided. SCOPE/SPECIFICATIONS Except as noted above, the Contractor shall provide all labor, materials, equipment and tools required to complete the work on Runway 17-35, which involves repainting/restriping existing end bars, threshold bars, edge lines, centerlines, touchdown zones, aiming points, runway numbers 1,7,3, and 5, Hold Short boxes, and black borders. Measurements provided in the RFP are approximate; if field measurements exceed them, the County and Contractor shall agree before any additional work is performed, and shall use unit costs submitted on bid form. Runway 17-35 measures 10,009 feet long and 150 feet wide. Please see Attachments 1 Marking Plan and 2 Runway Markings for additional information. Markings to be repainted in white paint include: End bars, quantity 22 individual stripes (11 at the North end, 11 at the South end) Threshold markings, quantity 168 individual stripes (84 at the North end, 84 at the South end) Edge lines, quantity 8 individual stripes (4 left, 4 right) Centerlines, quantity 188 (4 stripes per set, 47 total sets) Touchdown zones, quantity 124 individual stripes Aiming points, quantity 124 individual stripes (62 at the North end, 62 at the South end) Runway designator numbers one each #1,7, 3, and 5 at the ends of the runway; numbers inside the Hold Short boxes are described separately below
Paint for the items above shall be waterborne and meet Federal Specification TT-P-1952E, Type I. The color shall be white number 37925, in compliance with Federal Standard No. 595. Borders around each of the above items must be applied in black paint. Paint shall be waterborne, black number 37038 and meet Federal Standard No. 595. Hold Short boxes require repainting in red, white, and black paint as follows: 4 Hold Short boxes, each 10 6 x 14 6, locations/numbers as shown on Attachments 1 and 2 12 Hold Short boxes, each 20 6 x 14 6, locations/numbers as shown on Attachments 1 and 2 Paint for the boxes and numbers above shall be waterborne and meet Federal Specification TT-P-1952E, Type I. The box color shall be red number 31136. Numbers 1, 7, 3, and 5 shall be white number 37925. Paint must comply with Federal Standard No. 595. Type I reflective glass beads in compliance with Federal Specification TT-B-1325D, gradation A, must be used in both colors of paint. Paint for the borders around the boxes must be waterborne, black number 37038 and compliant with Federal Standard No. 595. ADDITIONAL REQUIREMENTS The Contractor shall be responsible for keeping the jobsite clean and free of trash at all times, since foreign material on the airfield is extremely hazardous to aircraft. All employees working on the airfield must have a Montrose Regional Airport Air Operations Area (AOA) identification badge or be escorted by an AOA badge holder at all times during the work. Escorts must remain in close proximity to unbadged personnel at all times. AOA badges cost $50 each and take approximately one week to secure. The Contractor must comply with all applicable city, county, state and federal regulations, perform the work in a professional, workmanlike manner, and provide evidence of insurance prior to project start. The Contractor understands that he or she is an independent contractor, not an employee of Montrose County, and assumes full responsibility for payment of any sales tax, permits, or license fees required. In addition, the Contractor agrees to comply with all applicable Colorado Revised Statutes, including (CRS) 8-17.5-101, which prohibits the use of illegal alien labor on public contracts. Please see Attachment 3 - Sample Agreement for further details. INDEMNIFICATION, INSURANCE, WARRANTY Indemnification. The Contractor must agree to hold harmless Montrose County, its elected officials, officers, and employees from any claims as a result of the Contractor's negligence. Insurance. The Contractor must purchase and maintain, at its own cost, primary insurance(s) with the minimum coverage limits described below. Insurance(s) must be with insurers and formats acceptable to Montrose County, covering all premises and operations, and in force from the beginning of the project through the warranty period. The Contractor will be responsible for any deductible losses required in its insurance(s). Commercial General Liability Combined single limits of one million dollars ($1,000,000) each occurrence Two million dollars ($2,000,000) aggregate Coverage must include bodily injury, broad form property damage (including completed operations), personal injury (including coverage for contractual and employee acts), blanket
contractual, independent contractors, products and completed operations. The policy must also contain a provision for severability of interests. Montrose County, Montrose Regional Airport must be named on the certificate as additional insured. Contractor Liability One million dollars ($1,000,000) each occurrence Two million dollars ($2,000,000) aggregate Worker's Compensation meeting the limits of the state of Colorado must also be provided. Comprehensive Automobile Liability - bodily injury and property damage Combined single limit of $1,000,000/$2,000,000 aggregate Coverage shall be for each owned, non-owned or hired Contractor vehicle (including employeeowned vehicles) used for the project and shall also contain a provision for severability of interests. Montrose County must be named on the certificate as additional insured. Certificates of insurance must be received and approved by Montrose County prior to the beginning of Contractor services. Certificate(s) must identify the project and indicate that cancellation, termination or material change to the policy will not occur without 10 days prior written notice to the County. If asked, the Contractor must provide a certified copy of any policy and/or endorsement. Should the Contractor fail to purchase or maintain insurance(s) as required, the County may either terminate the contract or purchase the required insurance and recover the cost from the Contractor. The County reserves the right to approve variations in the above insurance coverages. Warranty. The Contractor must warrant that the services provided will be performed in a professional manner. Materials and workmanship must be guaranteed for a minimum of one (1) year.
