Expression of Interest for Core Team of the National Program Management Unit (NPMU) for the Heritage City Development and Augmentation Yojana (HRIDAY) 22 September 2015 The National Institute of Urban Affairs (NIUA) is a premier institute for research, capacity building and dissemination of knowledge for the urban sector in India. It conducts research on urbanization, urban policy and planning, municipal finance and governance, land economics, transit oriented development, urban livelihoods, environment & climate change and smart cities. The Institute is presently involved in the execution of the Smart City Mission, the Atal Mission for Rejuvenation & Urban Transformation (AMRUT) and the Capacity Building Program to support these missions. NIUA has also developed the E- learning Portal for the Swacch Bharat Mission (SBM) along with the Urban Management Centre, Ahmedabad. NIUA has been nominated to manage the National Program Management Unit (NPMU) for the Heritage City Development and Augmentation Yojana (HRIDAY) mission, Ministry of Urban Development (MoUD), Government of India. The NPMU is primarily responsible for: (i) monitoring and reporting the overall progress of the Scheme (ii) building capacities at various levels for the successful implementation of the Scheme (iii) networking to learn from relevant national, regional and global experiences (iv) carrying out technical evaluations of submissions by the eligible cities (i.e. City Hriday Plans (CHPs) and DPRs) (v) facilitating the HRIDAY National Empowered Committee and Technical Committee meetings and deliberations (vi) documenting and disseminating learnings from HRIDAY (vii) advocating at the state-level for review of urban planning regulations to facilitate and scale up HRIDAY approach to other cities (viii) supporting the cities covered under the Scheme particularly to (a) set-up the Heritage Cell and City Heritage Committee, (b) carry out wide stakeholder consultations for preparation of HMPs and DPRs, (c) implementation of the projects and scaling up the approach in the city NIUA invites suitable experts to submit their CVs and work samples for the following positions in the core team of the NPMU: Team Leader (Urban Planner / Urban Manager) Heritage Conservation/ Landscape Architect Municipal Engineer Municipal Finance Specialist The detailed descriptions of the qualifications and other requirements for each position are given in the Annexure. 1
Besides the core team, short-term consultants/experts may be engaged by the NPMU, as needed. Candidates are expected to join NIUA within one month of receiving an offer from NIUA. This condition may be relaxed in exceptional circumstances. Only the shortlisted candidates will be invited to NIUA for an interview, within one week after end date of submissions. The selected candidates will be issued offer letters within one week after the interview. Interested candidates should submit an updated CV (bearing a current photograph), letter of reference and a summary of relevant work managed by him/her or by team/s led by him/her. Position: Team Leader Urban Planner/Architect ANNEXURE The Team Leader is responsible for effectively managing the NPMU specialists and related consultants at the NPMU in support to the NIUA for quality and impact in the perspective of HRIDAY. The ideal candidate is an urban planner with experience in urban development adopting an area-based multi-sector approach, public sector management, urban regulations and policy formulation/review, and advocacy. Experience of working with urban local bodies (ULBs) and understanding of the process of managing multistakeholders-led process for preparation of Detailed Project Reports (DPRs), City Master Plans (CMPs) and Development Plans (DPs) will be an added advantage. He/she should have led integrated urban revitalization projects nationally or internationally. Qualifications and Experience Minimum Master s degree in urban planning / urban revitalization Minimum 10 years of full time professional work experience in government, non-government organizations or private sector with a minimum of 5 years in leading projects in urban revitalization/development planning. Proven knowledge of inclusive urban revitalization at national and city levels in India, preferably. Understanding of multi-stakeholders-led preparation of DPRs, implementation plans, heritage management plans and infrastructure development. Knowledge of monitoring and evaluation frameworks adopted nationally and internationally, working with Government of India's (GOI) reporting formats. The individual will be well versed in regional and/or urban planning, infrastructure development and applications of appropriate technology. Proven experience in ably managing teams and ensuring delivery of quality processes and results. Capacity to convene sectoral agencies and experts for developing an integrated and heritage sensitive approach to city development planning. Proven capacity to establish strategic relationships with key infrastructure, economic/tourism and heritage related government and expert agencies; preferably in India. Ability to work under pressure and handle multiple clients and activities concurrently. Excellent fluency in spoken and written English and Hindi. Excellent advocacy, communication and coordination skills. Scope of Work and Responsibilities: Specific tasks are leading the core team to: Provide advisory and technical support for State Urban Development Departments to set up state heritage cells and review of urban planning regulations to promote HRIDAY approach to heritage management/city development. Provide handhold support to ULBs/designated Urban Anchors to set up heritage cell and heritage committee, mobilizing various stakeholders for 3
development of City Hriday Plans and DPRs/Implementations plans, and structure grant funding. Provide advisory and technical inputs to the concerned state and cities and stakeholders in urban revitalization, integrating inter alia spatial, infrastructure, local economic, and social development plans, and developing regulations for managing heritage assets. Coordinate with various state departments and parastatals for convergence of HRIDAY interventions with their development and service delivery plans. Support the cities in convening partnerships with various stakeholders for the preparation of CHPs. Undertake appraisal of proposals/dprs and to recommend to HRIDAY Technical and High-Powered National Empowered Committee (HNEC). Work with the NIUA Director to develop and later implement a monitoring and evaluation framework based on physical and financial progress of projects undertaken using MIS and Reporting formats. Assist the NIUA Director to report the progress to the HRIDAY National Empowered Committee (HNEC) through quarterly updates of activities, budget monitoring, preparation of heritage plans and coordination with other missions/schemes. Document good practices and learnings for replication and disseminate through workshops/conferences including development of web-based IEC and outreach materials. Accomplish others tasks related to HRIDAY implementation, monitoring and evaluation as needed. Consolidated monthly remuneration: Rs. 1,20,000 to 1,50,000 per month (depending on experience and skills) 4
Position: Heritage Conservation / Landscape Architect The Heritage Conservation / Landscape Architect is responsible for providing handhold support to the cities to prepare the conservation and architectural plans within the urban revitalization approach, and assist the NPMU to evaluate the HMPs and DPRs submitted by the cities for the Scheme from a heritage and architectural perspective. The Expert will work under the guidance of the NIUA Director and NPMU Team Leader to support and monitor the HRIDAY implementation. The ideal candidate has a Masters in Architecture (M. Arch.) with specialization in urban landscape / heritage conservation and/or architecture/sustainable architecture. Experience in working with development and inventory of historic cities / sites and budget preparation will be an added advantage. Qualifications and Experience Minimum Master s level degree in architecture (M. Arch.) or related field of study. 7-10 years of full time professional work experience in government, nongovernment organizations or private sector with a minimum of 5 years in leading projects in heritage / historic landscape conservation and/or heritage management planning. Proven knowledge and experience in linking cultural heritage tangible and intangible management with local economic development, infrastructure provision and city-level urban development. Experience in evaluating urban revitalization projects with respect to neighborhood rehabilitation, construction details, material treatments for monuments, and preparation of catalogue to particularly guide the private owners to conserve the heritage characteristics of their buildings and precincts. Knowledge of national and global good practices in urban revitalization and historic landscape conservation and provide knowledge support - including presentation of regional best practices, PPPs, among others, related to provision and maintenance of heritage sensitive infrastructure. Proven capacity to integrate heritage conservation into infrastructure and overall development interventions at city level. Ability to work under pressure and handle multiple clients and activities concurrently. Excellent fluency in spoken and written English and Hindi. Excellent advocacy, communication and coordination skills. Scope of Work and Responsibilities: Specific tasks are: Provide advisory and technical support for State Urban Development Departments to set up state heritage cells and review of heritage regulations to promote urban revitalization within the city development framework. Handhold support to ULBs/designated Urban Anchors to set up heritage cell and heritage committee, mobilizing various stakeholders for addressing heritage management/conservation concerns in HMPs and DPRs/Implementations plans. 5
Appraise HMPs and DPRs prepared by the cities from a heritage perspective, ensuring their technical excellence, inclusiveness and feasibility. Track outcomes and reconcile variances between planned and actual outcomes from a heritage perspective. Measure impact on an ongoing annual basis to report back to the NIUA Director. Assist the NIUA Director to report the progress to the HRIDAY National Empowered Committee (HNEC) through quarterly updates of preparation of heritage plans and DPRs and coordination with other missions/schemes. Accomplish others tasks related to HRIDAY implementation, monitoring and evaluation as needed. Consolidated monthly remuneration: Rs. 1,00,000 to 1,20,000 per month (depending on experience and skills) 6
Position: Municipal Engineer The Municipal Engineer is responsible for providing overall guidance and support to HRIDAY cities on all aspects of design, bidding, implementation, monitoring and quality assurance of heritage sensitive infrastructure. The Expert will work under the guidance of the NIUA Director and NPMU Team Leader to support and monitor the HRIDAY implementation. Experience and proven work in heritage and conservation projects, and urban revitalization projects in Indian cities would be additional plus. Qualifications and Experience Master s degree in Infrastructure Engineering, Planning, Management or related field is compulsory. 5-7 years of proven experience in engineering domain, with minimum 3 years of experience leading procurement, design and supervision of infrastructure works. Proficiency in CADD and GIS preferred Professional technical experience in o Designing and managing municipal infrastructure projects (i.e., water supply, solid waste, drainage, sewerage, roads, bridges, street lights, parks) o Quality Control and estimates of municipal engineering works o Standards and procedures for ensuring quality and monitoring compliance in infrastructure projects Knowledge of the laws and procedures of the municipal engineering and city governance in India Knowledge of maintenance of urban infrastructure in India Ability to work under pressure and handle multiple clients and activities concurrently. Scope of Work and Responsibilities: Specific tasks are: Provide technical support to HRIDAY cities in the preparation of HMP on all aspects related to engineering as well as technically sound and economically viable DPRs. Review and verification of designs and needs analyses of the proposed infrastructure under the HMPs and DPRs. Assess the status of infrastructure development in HRIDAY cities. Ensure adequate provision for operation and maintenance, value for money urban infrastructure creation/adaptive reuse or conservation, and overall sustainability. Knowledge of national and global good practices in heritage sensitive infrastructure provision/adaptive reuse and provide knowledge support - including presentation of regional good practices, PPPs, among others. Provide support to cities regarding preparation of bidding documents, quality control, and preparation, specification, and selection of tenders. Provide support to cities for the design of monitoring systems for municipal infrastructure 7

Position: Municipal Finance Specialist The Municipal Finance Specialist is responsible for developing and monitoring the Financial Management and Monitoring System for HRIDAY and support cities in the preparation of feasibility plans as part of HMPs and DPRs. The Expert will work under the guidance of the NIUA Director and NPMU Team Leader to support and monitor the HRIDAY implementation. The candidate has an MSc/MBA or other relevant post graduate and work experience in Public Finance/Accounting. Experience in working with project financing, developing outcomes for performance monitoring of public projects and budget preparation is an added advantage. Qualifications and Experience Minimum Master s level degree in business management (MBA), Public Finance/Accounting or related field of study. 5-7 years of full time professional work experience in government, nongovernment organizations or private sector with a minimum of 3 years in leading projects in financial management and budgeting. Strong knowledge and understanding of urban local finances, review of programs/projects status reports required for management, donors, budget review, programs analysis, annual reports etc. in India. Understanding of budgeting for DPRs, implementation plans, infrastructure development. Understanding of financial and economic analysis of public and private investment projects at city level in India. Experience in presenting analysis of budget utilization vs outcomes, performance based grants, general financial rules (GFRs) etc. Ability to work under pressure and handle multiple clients and activities concurrently.
