1. Executive Summary Transnet Capital Budget planning horizon is 5 years ie 2018-2022. The total investment is R163.7billion. Transnet will be investing R145.4billion on existing port, rail and pipeline operations. A significant part of this investment will be made in KZN ie the Gauteng to Durban Corridor, including Port of Durban and the Richards Bay (Coal line) corridor and Port of Richards Bay. The Capital Investments have been focused in both sustaining the existing freight transportation capacity and creating new capacity to facilitate growth in the SA economy. Apart from capital investments, Transnet s operating expenditure budget of R47.142billion in 2018 also stimulates growth in many interdependent economic sectors. 2

4. Key Procurement Information All tendering opportunities are advertised on the national Treasury e-tender portal as well as on the Transnet website. Through the envisaged procurement transactions, various opportunities will be created to drive economic and social transformation supporting governmental policies and initiatives contained in the Competitive Supplier Development Program (CSDP) and the New Growth Detailed sourcing strategies will be developed on an individual transactional level to ensure that all opportunities driving value and synergies across the program are maximised and all prevailing market conditions and the relevant project specific needs are considered at the time of the works. SUPPLIER DEVELOPMENT OPPORTUNITIES Supplier Development (SD) opportunities are identified by understanding the potential value per SD focus area. The main focus areas used to determine the SD opportunities are as follows: o Job creation & retention: Opportunities within the project are determined for all contracts containing labour costs. o Skills development and transfer: Aims at facilitating training opportunities for identified categories of individuals to create capacity and ensure their participation in future construction and related projects. o Localisation: In order to build local capacity and capability in the sector, designated sectors as identified by the Department of Trade and Industry will be compulsory to comply with. All tenderers also have to submit commitment to local content as part of the tendering. Localization focuses also on transforming sectors dominated by large multi-national organizations. o Local procurement and small business development: The procurement packages will be available to the South African market in a number of different fields as the majority of the scope can be executed by local suppliers, with the reliance on international expertise limited to certain specialised activities. o Agreed supplier development plans are contractually binding and measured and audited regularly. BBBEE Tenders issued to the market will also have contractual obligations to contractors, consultants and suppliers to either maintain their BBBEE status for the duration of the contract, or submit an improvement plan which must be attained during the contract period. 7
