ASSESSMENT STUDY ON C&I FOR EAC COUNTRIES Presentation by Joshua Peprah ITU C&I Expert General Aspects of the region: EAC Regional intergovernmental organization of the Republics of Burundi, Kenya, Rwanda, Tanzania and Uganda. HQ in Arusha Tanzania. Mission and Vision: Vision Prosperous, competitive, secure, stable and politically united East Africa. Mission To widen and deepen Economic, Political, Social and Cultural Integration in order to improve the quality of life in the East Africa community pop 130+ million (2010) through increased competitiveness, value added products, trade and investments. 1

Relevance of C&I in EAC: Cooperation in the Communications sector is mandated by Articles 98 and 99 of the treaty for the establishment of EAC. Partner states undertake to cooperate in the establishment and operation of communications infrastructure, the development and deployment of ICT applications and services and promotion of postal services. The principles of C&I as contained in the ITU Resolution 76, (Johannesburg 2008) can and will facilitate attainment of articles of EAC Objectives of EAC Articles 98 and 99 of EAC: 1. Harmonization of ICT policies, laws and regulations among EAC partner states. An integral component of this strategic objective is the coordination and enhancement of associated institutions. 2. Promote the establishment of communications infrastructure and services such as communications networks, e-government and e-commerce and geospatial information systems. 3. Standardization of technologies and services to allow internetworking and interoperability. 4. Communications markets Investment strategies, competition management, quality of service and consumer welfare 2

Some Ongoing Projects under Articles 98 and 99: a. East African Community Broadband ICT Infrastructure Network (EAC-BIN): Aim to establish and operate a cross-border broadband infrastructure network within EAC. b. EAC Legal Framework for Cyber Laws. c. Analogue-to-Digital-Broadcasting-Migration (ADBM). d. ICT Policy and Harmonization Framework EACO The regional ICT organization under a Public Private Partnership (PPP) that brings together national ICT Regulators, Telecommunications, Broadcasting and Postal operators/ service providers, academia and other associated stakeholders in the EAC Partner States, with the objective to strengthen and promote cooperation among the EAC Partner States in the development of telecommunications, postal and broadcasting services in East Africa. GENERAL ASPECTS OF THE REGION Youthful demographics with high growth in ICT acceptance and usage Multiple Service Providers Open and free market for equipment suppliers GSM Penetration medium to high; growing 3G Deployment low to medium; growing 4G Deployment planning stages now Quality of Service (QoS) and Counterfeit issues exist DTT Migration various stages, STBs excellent candidates for EAC C&I regime. 3

REGULATORY FRAMEWORK ARCT Burundi CA - Kenya RURA Rwanda TCRA - Tanzania UCC - Uganda These NRAs are all established by appropriate legal instruments of each country. All are mandated to regulate Electronic Communications and Broadcasting (except Burundi for now soon to have control over broadcasting) RURA of Rwanda has additional regulatory responsibilities for Water, Electricity and Waste Management. All have responsibilities for Quality of Service delivered to consumers through various transmission networks and systems including handsets. Proper Conformance and Interoperability (C&I) Regime is essential to their mission as Regulators. Accreditation Bodies and Institutions BURUNDI Accreditation body yet to be established. Law makes provision for an accreditation body to be established. Laboratories (none) Reliance on 3 rd party testing with internationally recognized accreditations (ISO 17025) Certification Bodies CASLI (certification division) located with BBN Product Markings BBN, IEC, EU, KEBS, TBS, etc MRAs None exist formally 4

Laboratories Testing and calibration labs. 35, offering 2 nd and 3 rd party testing and calibration, accredited to ISO/IEC 17025:2005 MRAs None yet, something in the works to achieve ILAC global MRA status with ILAC signatory countries.. UCC certifies telecom and broadcast equipment. Product markings - Trusted markings, FCC, EU, (ITU?) recognized. Special UCC mark of approval on STBs MRASs None established yet. 6
