National Highways 205 Kms upgraded to four-lane under NHDP-I (GQ) 513 Kms being upgraded to four-lane under NHDP-II (E-W Corridor) 206 Km completed till date 1015 Kms to be upgraded to four-lane under NHDP-III No progress in NHDP-III. GoI decision that if tenders not received on BOT toll twice then switch over to BOT Annuity. System needs change This issue remains pending for the last two years or more. Request for EPC mode.

National Highways contd Four-Laning of 578 Kms are proposed to be taken up by State Govt. on BOT basis - IL&FS and IDFC have been appointed as consultants. Inception Report received for 8 Packages.

National Highways contd.. State Govt. has taken up improvement / resurfacing of 3016 Kms of NHs (excluding 718 Kms transferred to NHAI). The progress is as follows: 05-06 - 364 Kms 06-07 - 773 Kms 07-08 - 701 Kms 08-09 - 580 Kms 09-10 (till date) - 380 Kms TOTAL 2798 Kms W&S/IRQP/PR in progress in 563 Kms.

National Highways contd As the sanctions by the GoI took time and the allocations were limited, the State Govt. has had to use its own funds in order to upgrade the highways. Work on State Highway-1 (Sadikpur - Pabhera - Masaurhi) 38.2 Km, Estimated cost Rs. 52.95 Cr. had been dropped as it was proposed for 2- laning with Hard Shoulder (10.5m) on BOT basis. For reinclusion in RSVY. State Govt. has proposed taking up State Highway-72 (Jamui - Lakshmipur - Kharagpur - Bariyarpur) 58 Kms, Estimated Cost 121.20 Cr. In principle approval received from Planning Commission.

BRIDGES The Bridge Corporation was on the verge of closure on account of major losses in 2005. Today its turn over is above 768 Crores and it is bidding for projects for Delhi & other states. It made a net profit of 46.02 crores in 08-09. Major bridges being taken up/in progress on (i) Ganges - Bakhtiyarpur-Patori on BOT basis In principle approval issue pending with DEA. (ii) Gandak between Bettiah & Gopalganj (Rs. 317.43 Cr.), Ratwal Ghat between Bagaha-Dhanha ( Rs. 358.67) RIDF - work started (iii) Bagmati Dheng - Rs. 53.30 Cr (under ACA) - bridge to be completed by end of March-10; Piprahi Ghat (Rs. 56.43 Cr.) & Mander Ghat (Rs. 42.28 Cr.) - work has

BRIDGES contd.. 178 nos. major bridges have been completed by Bridge Corporation Kataujha & Dubba Ghat on Bagmati, Jhaua & Lava on Mahananda, Kolhachak on Dardha, Bridge on Khuri river in Nawada etc. 2142 major and minor bridges with cost of Rs. 1700 Cr have been taken up for construction under Mukhya Mantri Setu Nirman Yojana (MMSNY) - 1258 nos. completed by Bridge Corporation and District Administration till date.

Special Projects supported by the Planning Commission The Flyover at Chiraiyatand near Patna Junction Sanctioned - 09-09-2002 revised on 27-03-03 Estimated cost Rs. 74.58 Cr. Funds received under ACA Rs. 46.55 Cr. Project completed opened for traffic. Bridge on river Bagmati at Dheng - Sanctioned - 28-03-2007 Estimated cost Rs. 53.30 Cr. Expenditure till date Rs. 41.91 Cr. Funds received under ACA Rs. 53.30 Cr. Project to be completed by Mar. 2010.

Special Projects supported by the Planning Commission contd... Bridge on river Sone between Arwal & Sahar Sanctioned - 11-03-2008 Estimated cost Rs. 98.483 Cr. Expenditure till date Rs. 21.47 Cr. Funds received Rs. 38.83 Cr. Project to be completed by Mar. 2011.

Maintenance of Assets Present maintenance policy is as per availability of fund. Ordinary repairs (flank maintenance - rain cuts etc.; stray pot holes, Kilometrage and signage, lane marking, greasing etc. of bearing joints of bridges/railing repairs / paintings etc.) every year Rs. 3 lacs per Km for MDRs and Rs. 4 lacs per Km for SHs. Major / Special repairs every four years Rs. 30 lacs per Km for MDRs & Rs. 40 lacs per Km for SHs.

Maintenance of Assets (contd..) The State Govt. is in the process of adopting the system of Output and Performance Based Long Term Maintenance Contracts whereby a road is given out on a maintenance contract of 5 years and the payments are made quarterly; based on road condition assessment by independent engineers. The draft contract document is ready.

Proposal for VGF has been sent to DEA. Discussion for In Principle Approval for this proposal has taken place in 18 th Empowered institution meeting held on 2 nd July, 2009. It was desired by EI that State may forward willingness to take up the project. In principle approval still awaited.

NOC has been granted by MORTH for integrated development upto Barhi. Project preparation in progress.
