1.0 Intrductin This plicy sets ut t prvide guidance t the Waste Minimisatin Wrking Party and Cuncil arund the applicatin fr and subsequent allcatin f Waste Minimisatin Funding. The basis f that advice is that all aspects f external funding shuld align with the Wanganui District Cuncil s (Cuncil) strategic directin, in particular the Waste Management and Minimisatin Plan 2010 and Waste Minimisatin Act 2008 (WMA). It is intended that this plicy and subsequent prcess will prvide a fair and transparent methd f allcating waste minimisatin funding t the Wanganui cmmunity. 2.0 Backgrund The intrductin f the Waste Minimisatin Act 2010 (WMA) has assisted cmmunities and businesses t derive incme t help address waste issues. The WMA has mandated that a levy be put n waste dispsed at landfill. As a result, frm 1 July 2009 peratrs f waste dispsal facilities were required t pay a levy t the NZ Waste Authrity f $10 per tnne n waste landfilled. Levy mnies are being distributed by the Waste Authrity, with 50% f the levy allcated t cuncils n a pr rata capita basis. The remaining 50% is set aside within an annually cntestable natinal fund. All levy mney is fr the purpse f encuraging additinal waste minimisatin activities and prjects. Payment f Cuncil s prtin f the levy started in January 2010 and is made quarterly. Wanganui District Cuncil s incme frm the levy will be arund $120,000 annually. All cuncils need t have adpted a Waste Management and Minimisatin Plan under the WMA in rder t receive the guaranteed levy funding. Within their Waste Management and Minimisatin Plan, cuncils need t state hw the levy revenue will be allcated within their district. Future funding eligibility is reliant n intended waste minimisatin initiatives being specifically identified within individual Waste Management and Minimisatin Plans. Cuncils are als required t reprt every six mnths t the Waste Minimisatin Authrity n hw the levy mney was spent in accrdance with their Plan.
This fund will be administered t applicants wh wish t enhance waste minimisatin initiatives lcally. There needs t be clear plicy guidelines t ensure levy mney is administered fairly and effectively. 3.0 Purpse The purpse f the Waste Minimisatin Fund (WMF) is: T prvide financial assistance, by way f grant, seeding finance r lan, t applicants fr waste minimisatin initiatives that further Wanganui s waste minimisatin gals. The WMF has been set up t bst Wanganui s perfrmance in waste minimisatin by increasing resurce reuse, recvery, recycling and decrease waste t landfill. Only prjects that prmte r achieve waste minimisatin are eligible fr funding. The WMF perates ne funding rund per financial year (1 July- 30June), in which Cuncil calls fr applicatins fr funding. Funding frm the WMF is allcated t select prjects fllwing cnsideratin f applicatins received during the funding rund. 4.0 Eligibility and assessment criteria 4.1 Eligibility fr funding Only waste minimisatin prjects are eligible fr funding. Prjects must prmte r achieve waste minimisatin. Waste minimisatin cvers the reductin f waste and the reuse, recycling and recvery f waste and diverted material. Prjects must result in new waste minimisatin activity, either by implementing new initiatives r a significant expansin in the scpe r cverage f existing activities. Funding is nt fr the nging financial supprt f existing activities, nr is it fr the running csts f the existing activities f rganisatins, individuals, cuncils r firms. Prjects shuld be fr a discrete timeframe after which the prject bjectives will have been achieved and, where apprpriate, the initiative will becme self-funding. Funding can be fr peratinal r capital expenditure required t undertake a prject. Fr prjects where alternative, mre suitable, Gvernment funding streams are available (such as the Waste Minimisatin Fund, Sustainable Management Fund, the
Cntaminated Sites Remediatin Fund, r research funding frm the Fundatin fr Research, Science and Technlgy), applicants shuld apply t these funding surces befre applying t Cuncil s Waste Minimisatin Fund. The fund will nt cver the entire cst f the prject. Applicants will need part funding frm ther surces. The amunt available within the WMF annually is $60,000 r as reslved by Waste Minimisatin Wrking Party reslutin. 4.2 Assessment criteria Preference will be given t prjects that cllectively give the largest net benefit ver time. The assessment f the effectiveness f prjects will include the extent t which the prjects can demnstrate: likelihd f success; reductin f harm t the envirnment; reductin in the vlume f waste dispsed f; ecnmic, envirnmental, scial r cultural benefits; lnger term benefits after the cmpletin f the prject. Prjects will be assessed fr their strategic value in achieving the purpse f the fund. Strategic value means the likely ability f prjects t act as catalysts that enhance and extend the uptake f waste minimisatin. The degree f partnership and crss-sectral cllabratin will be taken int accunt in assessing the strategic value f prpsals. The level f funding frm ther surces will be taken int accunt. Shared funding is preferred. 4.3 Prject delivery The applicant must demnstrate: ability t deliver the prject; hw the prject will achieve its gals; hw the effectiveness f the prject will be mnitred, evaluated and reprted; if and hw the prject will be used t prmte waste minimisatin t the wider public; if and hw the prject will cntinue after funding ends and becme self-sustaining, particularly if the funding is fr the establishment phase f a lnger term prject.
5.0 Assessing the applicatin 5.1 Wh makes the decisins? T ensure a rbust cnsideratin prcess, there needs t be a strict assessment f the applicatins against the funding criteria. Interviews with the applicants and site visits, where apprpriate, need t be carried ut by Cuncil fficers and the Waste Minimisatin Wrking Party. The Waste Minimisatin Wrking Party cnsists a minimum f 3 cuncillrs, with advice prvided by Cuncil Officers. The final decisin n applicatins will be made by the Waste Minimisatin Wrking Party, under delegatin frm Cuncil. 5.2 Hw we measure prjects against assessment criteria The Waste Minimisatin Sub-Cmmittee will review and scre applicatins that meet WMF eligibility criteria. Nt all prjects that meet the funding eligibility criteria will receive funding. Prjects may als be recmmended fr funding, but fr less than the requested amunt. The panel may recmmend nt allcating the entire amunt f funding fr the rund if there are nt enugh prjects f sufficient quality. 6.0 Funding runds It is prpsed t have ne funding rund a year. The majr funding rund wuld be held in July/August., Additinally the Waste Minimisatin Wrking Party reserves the right t hear applicatins utside f the funding rund n grunds f timing fr prjects success and having sufficient levy funds. 7.0 Accuntability Wanganui District Cuncil needs t ensure that it can accurately assess its return n investment via the Waste Minimisatin Fund and ensure allcated funds are spent in the agreed fashin. As a minimum, rganisatins will be required t reprt against the applicatin presented and reprt n targets met. In additin payments will nly be made t rganisatins n receipt f an apprved invice fr the amunt apprved.
In all cases, applicants will be required t present full financial details including budget fr the prpsal applied fr. Full details f internal expenditure and incme will be required.
