NOTE: The bid is liable to be rejected, if required information/documents are not furnished as asked in 1 to 7 (Mandatory requirements) (C) Scope of Work for Office Assistant/Data Entry Opertor CSIR-National Chemical Laboratory is in the process of Implementing OneCSIR Enterprise Application (ERP application) which is a web based application. OneCSIR comprise of 6 modules namely Human resource, Financial accounting, R&D Module, INFRA module, E-Office and E-Learning module. Data entry operators are deployed at various nodal points for capturing and processing the ERP processes such as Employee self-services (ESS), Purchase processes and finance processes in the ERP system. Data entry operators must be adequately trained and knowledgeable to handle the following assignments broadly classified as: 1. The data entry operators are responsible to capture the physical forms in the ERP system. 2. The Office Assistant/Data Eentry Operators must facilitate the movement of physical forms and the online forms to the concerned approvals in different divisions/sections of the CSIR-NCL 3. To offer hands on functional training to end user/functional users on their ESS transactions 4. To scan and upload the support attachments in the system.
5. Office Assistant/Data Entry Operators must be responsible to carry out the functional testing of the ERP processes, process analysis, validations and writing user manuals 6. To compile and consolidate the bugs, issues arising out during the transactions in Excel forms, and coordinate with the Implementation coordinators / teams / vendors in facilitating the corrections. 7. In some cases, the nature of Job work can vary depending on the nature of assignment like typing of words, regular upkeep of Software systems for day to day processing etc. 8. To deliver any other assignment related with the ERP implementation from time to time as per the assignment requirements. (D) Scope of Work for Technical Staff etc SCOPE OF WORK FOR SKILLED, SEMI-SKILLED & UNSKILLED MAN POWER: 1. Skilled manpower viz.cook /Plumber/Carpenter/Mason/Electricianl/Refrigeration& AC Mechanic/Telecom Operator/Laboratory Assistants/Drivers/Para Medical Staff ect as per the requirement. 2. Skilled workers should have ITI Certificate in the relevent trades wherever applicable. Semi Skilled & Unskilled workes should be able to perform the work efficiently as per requirement. 3. Manpower with desired qualification & experience as per the requirement of the Laboratory should be provided. (E) Desired skills and qualification Office Assistant/DEO Graduates OR post graduates BSc/MSc/B.Com/M.Com/MCS/MCA/MBA/BE 1. Office Assistant/Data entry operators must be conversant/familiar with ERP software implementation in LIVE environment 2. Office Assistant /Date entry operators must be experienced in using WEB BASED ERP system 3. Office Assistant/ Data entry operators must be familiar in English language in order to carry out day today functional requirements. 4. Candidate must be below 40 years age
(F) How to Apply The contractors/ agencies fulfilling the above mentioned statutory and mandatory requirements must visit NCL before submitting the tender to ascertain nature of jobs and other conditions, Firms / Agencies meeting the above mentioned mandatory requirements will submit both technical as well as financial bids simultaneously in the separate tender forms. A demand draft of Rs.1000 for the cost of tender form and another DD of Rs 50000/- as EMD ) in favour of Director, NCL, Pune payable at Pune are required to be submitted along with Technical Bid. Please note that tender received without EMD and cost to tender form will be summarily rejected. The financial bid of only those agencies who pre qualify in the technical bid will be opened on stipulated date and time to be communicated later. INSTRUCTIONS/GUIDELINES FOR TENDERERS 1. This tender form along with Annexure-I, Technical Bid should be submitted in original with Bid. The Service Charges should be filled in the Price Bid format (Annexure-III) and to submit in another sealed cover. Violation of this condition shall render the tender liable to rejection. 2. Each page of tender document should be signed by the tenderers with rubber stamp of the firm affixed on each page. 3. Unsealed, conditional/ telegraphic/ fax tenders and tenders without Earnest Money Deposit or not on the prescribed form shall not be entertained. 4. Tenders must be accompanied with Earnest Money Deposit (EMD) as specified in the form of Demand Draft/ Pay Order from a Nationalized /Scheduled Bank drawn in favour of Director, NCL and payable at Pune. 5. No firm / organization is exempted from furnishing the EMD under any circumstances. 6. EMD deposited with NCL in connection with any other tender will not be considered/ adjusted against this tender. 7. Rates offered should be mentioned both in figures as well as in words and offer should be typed or legibly handwritten. Alteration if any, unless legibly attested by the Tendered with his full signature shall invalidate the tender. The tender should be duly signed by the authorized persons. (In case, there is any difference in the amount between figures & words, the amount indicated in words will be treated as the valid offer). The Tenderer should ensure that the amount is written in such a way that interpolation is not possible. No blank space should be left.
8. The last date and time of receipt of tenders is on or before 04.07.2017 by 3.00 P.M. Tenders received after the due date and time shall not be considered. The tenderer will be responsible for timely submission of the tender documents, complete in all respects. 9. The Technical Bid shall be opened at 3.30 P.M. on 04.07.2017 in the presence of indenting tenderer(s) or their authorized representatives who may wish to be present at that time. 10. In case the date of receipt or opening of tenders is declared a Govt. holiday then the date of receipt / opening of the tender will be the next working day at the same time. 11. For due performance of his / their obligation under the contract during the validity period of the contract the successful tenderers shall deposit 10% of the annual contract value as Security Deposit which will not bear interest. This Security Deposit is to be furnished in the form of Demand Draft in favour of Director, NCL, payable at NCL, Pune. The Security Deposit will be forfeited in case of breach of contract. After successful completion of the contract, the security deposit will be refunded after adjusting dues if any to the National Chemical Laboratory, Pune from the Contractor. 12. The Tenderer should read the general terms and conditions and give their acceptance by signing every page with seal of the firm. 13. Failure to fulfill any of the conditions given above shall render the tender liable for rejection. 14. The Director, NCL, Pune in public interest reserves right to accept or reject any or all tenders without assigning any reason and also to impose/ relax any term and conditions of the tender. The personnel engaged by the Contractor shall be above 18 years and below 40 years of age and well disciplined & must possess good health & physique. 2. On award of Contract, the Contractor shall obtain the necessary license under the Contract Labor (Regulation and Abolition) Act, 1970 from the competent authority within a month at his own cost, and comply with the provisions of the Act and the rules made there under by the Government from time to time. 3. The Contractor shall get the antecedents of his personnel verified through Police channels and the verification reports made available to NCL, Pune, within 15 days and award of the contract. 4. The contract personnel, whose work or conduct is found unsatisfactory by the Laboratory, shall be replaced immediately by the contractor at no additional cost to the Laboratory. The Contractor shall have to change his staff periodically if desired by the Director, NCL, Pune. 5. The Contractor shall at no extra cost make periodical and/or surprise checks to supervise the performance and turnout of the contract personnel provided by him. 6. The Contractor shall arrange for the maintenance of registers and forms as are found necessary for efficient performance of the work assigned. A duty register, indicating the names of the contract personnel on duty, should be available for inspection by authorized Laboratory officials at all times. 7. The Contrator shall provide the requisite number of Bar Code/Biometric face readers for attendance of his workers at the Contactors cost.
8. The members of the contract personnel provided by the contractor shall be the employees of the contractor and not of the Laboratory to any extent under any circumstances. 9. The Contractor shall be liable for payment of minimum wages and bonus etc. as per prescribed rate of Central Govt. to their personnel. He shall also be responsible for remittance of EPF, ESI and any other statutory payments on behalf of the personnel deployed by him to the appropriate authority. 10. Any compensation for dis-engagement on account of death, disability of any contract personnel provided in the Employer s campus, even though such disability manifests after the termination of assignment, shall be contractor s exclusive liability. 11. The selected tenderer should execute an agreement within the time stipulated by the Director, NCL. 12. During the validity of the contract, the contractor shall not make any claim for additional charges other than what is exclusively mentioned in the agreement except the revision of minimum wages/special allowance/da notified by appropriate Govt. 13. The Contractor shall be solely responsible for any accidents or injuries to the contract personnel employed by him. The Laboratory/Institute shall not be liable for any disability claims/compensation due to such accident/injury/death, while on duty or during the course of employment. 14. The Contractor shall indemnify the Laboratory/ against all claims arising out of action under the Employees State Insurance Act or the Workmen s Compensation Act or any other Civil or Criminal Law in force in so far as they relate to the contract personnel employed by him or claims arising out of such employment.
15. The contract shall be initially for a period of one year. After completion of the initial period of one year, to the satisfaction/discretion of the Director, NCL, the contract may be extended for a further period/periods, as mutually agreed upon. 16. The Contractor shall be responsible for the properties/equipment/materials of NCL if any, which will be entrusted to his employees for the purpose. Any claims arising due to mistakes attributable to the contractor will be made good to NCL by the contractor. 17. Any amount due to NCL arising out of the contract will be recoverable from any amounts due to the contractor. 18. The Contractor shall indemnify NCL against any loss on account of failure or negligence of the contractor & his workers /supervisors to carry out the job entrusted to him by the Laboratory/Institute. 19. Except where otherwise provided, any dispute arising out of any terms & conditions of this agreement, the parties shall strive to find mutually acceptable solution failing which all questions, disputes or differences arising under or in connection with this agreement shall be referred to the sole arbitration of a person nominated by the Director-General, Scientific & Industrial Research, New Delhi whose decision shall be final and binding on both the parties. The venue of the arbitration shall be at New Delhi/Pune or such other place as may be decided by Director General, CSIR and arbitration shall be under the Arbitration and Conciliation Act, 1996. 20. The Contractor shall execute separate agreement for NCL on a stamp paper of required value for due performance of the contract. He shall also furnish a security deposit in form of Demand Draft from the Nationalized Bank for an amount equivalent to 10% of the annual contract value valid up to three months beyond the duration of the contract at the time of entering into agreement.
21. In consideration of the service rendered by the contractor, the Laboratory agrees to pay to him a sum calculated at the rate rendered by him and approved by the Laboratory on the basis of the financial quotation Bid. In support of the claim the contractor has to furnish the documentary evidence in support of ESI/EPF and statutory payments. Penalties/Liabilities 22. Earnest money is liable to be forfeited if the selected contractor fails to sign the formal agreement within seven days from the date of intimation to that effect to him or fails to undertake the work within seven days from the date of award of the contract. 23. That the Contractor shall be responsible for faithful compliance of the terms and conditions of this agreement. In the event of any breach of the agreement, the same may be terminated and the security deposit will be forfeited and further work may be got done from any other agency at his risk and cost. 24. That if the Contractor violates any of the terms and conditions of this agreement or commits any fault or his services are not to the entire satisfaction of officers authorized by the Director, NCL in this behalf, a penalty leading to a deduction up to a maximum of 10% of the total amount of bill for a particular month will be imposed. In addition, Director, NCL may terminate the contract with immediate effect/forthwith and forfeit the security deposit in such circumstances. Commencement and Termination 26. That this contract may be terminated on any of the following contingencies:- (a) On the expiry of the contract period as state above
(b) Forthwith/with immediate effect on account of (i) Committing breach by the Contractor of any of the terms and Conditions of this agreement. (ii) Assigning the contract or any part thereof to any sub contractor by The contractor without written permission of the NCL. (iii) On Contractor being declared insolvent by competent Court of Law. In case of (b) above, the security deposits will be forfeited. Any amendment to this contract may be carried out with mutual consent and included as of annex =========================
