In 2008, the City Council adopted the Baseline Mansionization rdinance (BM) to address the proliferation of out-of-scale single-family developments in the City s single family neighborhoods. o preserve characteristics of individual single family neighborhoods, BM included a esidential Floor rea (F) upplemental Use istrict (U) process that tailored development standards and Floor rea atio (F) that best complemented the size and character of its neighborhoods. In a motion, dated eptember 5, 2008 Council directed the epartment of City Planning to initiate an F for tudio City. http://clkrep.lacity.org/onlinedocs/2008/08-2332_mot_9-5-08.pdf In 2012, the City Council adopted rdinance o. 182048 establishing the tudio City F for all single family zones in non-hillside areas for the purposes of reducing impacts to surrounding homes while preserving neighborhood character. he tudio City F regulations can be found here: http://clkrep.lacity.org/onlinedocs/2008/08-2332_ord_182048.pdf. he tudio City F set a residential floor area maximum and created a menu of nine bonus options which increases the allowable F in exchange for desirable design and environmental features. hat are the updated ingle-family egulations formerly known as BM? In response to increasing neighborhood concerns of overdevelopment of large homes in single family neighborhoods, the City Council, in 2014, directed the epartment of City Planning to re-examine the single-family regulations in order to more effectively increase neighborhood protections. In March of 2017, the City Council adopted updated regulations to the ingle Family evelopment tandards (previously referred to as BM). he updated ingle-family egulations apply to all parcels zoned,,, and 1. ince impacts were most acute in the 1 zones due to the smaller lot size, a large focus was made on reducing impacts in the 1 neighborhoods. he updated regulations include: In the 1 Zone reduction of the maximum F from.5 to.45. regardless of lot size. For more information on the updated ingle Family egulations or BM see link: http://clkrep.lacity.org/onlinedocs/2014/14-0656 184802_3-13-17.pdf hy propose a Zone Change rdinance to rescind the tudio City F? n May 5, 2017, the City Council adopted a motion (Council File 08-2332) rescinding the F designation for all non-hillside single family properties zoned 1 or in tudio City. he motion can be found here: http://clkrep.lacity.org/onlinedocs/2008/08-2332_mot_04-07-2017.pdf ubsequently, those properties would be regulated by the updated ingle-family egulations, or BM. he updated BM addresses the continued overdevelopment of large homes in single family neighborhoods by providing better protections especially in the 1 zones. he regulations reduce impacts to adjacent properties while protecting the neighborhood character by requiring certain design strategies and limiting increased F rather than incentivizing bigger homes in exchange for bonus options that may not address the mass, scale or bulk of new homes. he updated regulations are more streamlined, easy to understand for property owners, and more effective at regulating impacts. ow does the current ingle Family egulations formerly known as BM compare to the tudio City F U egulations? F - Under the proposed Zone Change rdinance, the 1 zoned lots will be reduced from a maximum F of.49-.53 (with 4 bonus options elected) to.45 the new citywide standard. he zoned lots will increase from a maximum of.37-.41 to.55-.60 depending on lot size. Bonus ptions In the 1 zone, all bonuses were eliminated in the updated ingle Family egulations whereas up to four bonuses are allowed in the F. In the zoned properties, the ingle Family egulations only allow one bonus option whereas in the F, four bonus options are allowed. ow does the change affect my property? he Zone Change rdinance will not change the base zone of the property. he proposed Zone Change rdinance will simply remove the F designation and the F regulations for the and 1 zones (i.e. 1-1-F-I to 1-1-I). ould this change apply to projects currently in the process of obtaining permits? Projects paid and filed before the effective date of the ordinance will not be impacted by this proposal. Projects with entitlement applications filed before the effective date are subject to the rules, in effect, on the date of the fee receipt. hat are the next steps? ow can I share my input? he City Planning Commission (CPC) will consider the Zone Change rdinance at a future meeting. It will then be considered by the City Council s Planning and and Use Management (PUM) Committee, followed by the full City Council. he taff ecommendation eport to the CPC will be available online.
