In accordance with both Federal and Wisconsin State Anti-trust Laws, this Committee is prohibited from any discussion or action which constitutes any form of boycott, coercion, or intimidation. 1. Mr. Bernie Rosauer, President of the Wisconsin Compensation Rating Bureau, was advised that a quorum was established, and the meeting was declared open for business. 2. The reading of the minutes for the last Annual Meeting was waived, and the minutes were approved as published.

Mr. Rosauer s summary included: $1,990,000,000 in total estimated year-end written premium Decrease in total WI risks from 144,638 to 144,303 10-1-16 overall rate decrease of 3.19% 2016 WWCIP Activity Percentage of Pool premiums vs. total WI premiums decreased from 6.3% to 5.1% Percentage of employers in the Pool vs total WI employers decreased from 17.6% to 17.0% Completed 881 inspections Changes in the Annual Report Bureau modernization and technology innovations 100 th anniversary of the WCRB Mr. Rosauer expressed his gratitude to the Governing Board, Rating Committee, Pool Committee, and the several subcommittees for their commitment and hard work during 2016. He also acknowledged the assistance and cooperation of the Office of the Commissioner of Insurance, the Department of Workforce Development, the WCRB Vice Presidents and staff for their dedication throughout the year. 4. The membership next discussed the proposed revision to the WCRB By-Laws. By unanimous consent of all members present, the proposed amendment to the WCRB bylaws to expand both the Rating Committee and Governing Board to consist of up to ten carrier members will be filed with OCI. This creates an additional vacancy for a stock carrier and non-stock carrier for both committees. 5. The next order of business was the election of companies to fill the vacancies of retiring committee members on both the Governing Board and the Rating Committee. Governing Board chairperson directed that the representatives of the stock and nonstock companies caucus separately for this purpose. Employers Insurance of Wausau has changed its classification of representation on the Rating Committee and Governing Board from non-stock to stock. Upon adjournment of the caucuses, the spokespersons for the stock and non-stock companies advised that the following companies had been elected to the Governing Board and Rating Committee: GOVERNING BOARD American Home Assurance Company Employers Insurance of Wausau SFM Mutual Insurance Company
