Introduction In 1980, the Village of Lisle adopted their first Flood Insurance Rate Map (FIRM) and Flood Damage Prevention Ordinance. Ten years later, in 1990, the Community Rating System (CRS) Program was created to encourage communities to exceed the minimum requirements of the National Flood Insurance Program. The incentive to communities to join is a reduction in flood insurance premiums for structures in the regulatory floodplain. Understanding the benefits to its residents, the Village joined the CRS Program in 1991. Staff continued working to improve floodplain management and in 2014 the Village achieved a Class 5 rating. This rating provides a 25% discount in flood insurance premiums in Lisle. This Program for Public Information for Flood Awareness (PPI) has been prepared as part of the Village s efforts to maintain and improve our CRS rating. The PPI was developed by a newly formed Flood Information Committee based on the requirements established in the 2013 CRS Coordinator s Manual. Throughout this document, the word floodplain will be used as a substitute for the Special Flood Hazard Area, or high-risk flood zone, where mandatory flood insurance is required. The area is often referred to as the 100-year floodplain. Establishing the Flood Information Committee The Flood Information Committee (Committee) was created on February 15, 2016 under Ordinance 16-4635. Applications for membership were accepted and a nine-member Committee was appointed by the Village Board on March 7, 2016. Per the ordinance, the Committee is comprised of up to seven Village residents, property owners or community stakeholders, as well as the Village s Communications director (Public Information Officer) and Stormwater administrator (Floodplain Manager). The Committee members are: Shawn Benson, Lisle Resident, Civil Engineer Anne Blaeske, Floodplain Resident and School District 202 Board Member Diane Bouckaert, Lisle Resident and Certified Floodplain Manager Kristy Grau, Floodplain Resident Marc Henny, Lisle Resident with real estate industry experience Todd MacDonald, Insurance Agent, leases office in floodplain Karen Tertell, Floodplain Resident Cathy Schuster, Lisle Communications Director/Public Information Officer Marilyn Sucoe, Lisle Stormwater Administrator/Floodplain Manager/CRS Coordinator Preparing the PPI The Committee met four times to prepare and reach consensus to recommend approval of the proposed PPI to the Village Board. Agendas and meeting minutes from each meeting are attached as Appendix A. The Committee followed a planning process outlined under the CRS Program guidance. These planning steps guided the Committee through the following activities, which are described in Village of Lisle PPI Page 2

greater detail in this section: Review of the Village s regulatory floodplain and land use Review of existing flood insurance coverage Review of properties with multiple flood insurance claims (repetitive loss properties) Review of existing public information efforts Determination of target areas and audiences Formulating messages Developing outreach projects Defining projected outcomes for each outreach projects. Village Floodplain and Land Use The Committee began by reviewing current floodplain areas and proposed changes in the floodplain limits shown on recently issued Preliminary Flood Insurance Rate Maps. Lisle floodplains, shown on the following page, are located along the following waterways: East Branch DuPage River Rott Creek Schwartz Creek St. Joseph Creek St. Procopius Creek Willoway Brook The largest regulatory floodplain is along the East Branch DuPage River. The floodplain encompasses a large portion of Community Park, more than 150 single family homes and more than 20 commercial properties. Proposed changes to the floodplain maps will bring a large apartment complex and additional homes and businesses into this floodplain. A USGS gage is located north of the Village. A levee system protects much of the residential and commercial properties from river flooding up to the base flood elevation. Poor internal drainage can cause flooding even when the levee is not overtopped. Rott Creek flows through the northwest portion of the Village, along the BNSF railroad and into Community Park. The floodplain is located within commercial and residential developments, but a majority of the floodplain area is located in undeveloped, open space, including Old Tavern Road Park, Hitchcock Woods and Community Park. Two notable exceptions are Lakeside Apartments and the Lisle High School parking lots. The St. Joseph Creek floodplain land use is primarily residential with single family homes, condominiums and apartment buildings. The parking lots around and under the apartment and condominiums are highly vulnerable as well as are the homes at the confluence of the creek and the East Branch DuPage River. A USGS gage is located on the creek at Ogden Avenue, allowing real time monitoring of flood levels. The water level rises quickly during storms, posing a risk for flash flooding. The remaining smaller floodplain areas are along St. Procopius Creek, Schwartz Creek and Willoway Brook. The land use along these creeks is primarily residential with some commercial properties along Ogden Avenue affected by Schwartz Creek. These creeks have relative small drainage areas and are subject to flash flooding. Village of Lisle PPI Page 3

Flood Insurance Review The Committee reviewed flood insurance coverage in order to help determine our target areas and audiences. As of April 30, 2016, there are 306 policies in the Lisle corporate limits. There are 120 policies in the floodplain (Zones A and AE). The remaining 186 policies are outside of the floodplain. Coverage rates: 58% of our single family homes in the floodplain have policies (120 of 208 homes) 9% of our non-residential structures have coverage (3 of 35 structures) 1 commercial structure has a contents only policy 1 residential home has a contents only policy Based on this data, the Committee is concerned with insurance coverage for commercial property owners and renters in apartments and commercial properties. Renters are particularly vulnerable as they may be unaware of the floodplain risk to their contents and vehicles. As renters of units in floodplain buildings, they are eligible for contents only coverage. Using County data, there are approximately 75 first floor apartment units located in the floodplain and approximately fifteen commercial units with lower level storage areas in the floodplain. Preliminary floodplain map changes however will increase the number of both residential and commercial rental units in the floodplain. Existing Public The Committee discussed the existing public outreach activities conducted by the Village. The Village, as participants of the current CRS Program, uses numerous communication channels including: newsletter articles, brochures, the Village website and Cable TV, social media, community e-newsletters, event booths and annual letters to floodplain and repetitive loss area property owners to provide flood information. These outreach activities were developed based on public information topics that received credit under the previous CRS Program guidance. In addition to covering topics such as flood insurance, flood hazard and property protection, the outreach also promoted the Village s flood map information service, property protection assistance and stream dumping regulations. The Existing Public table on page 5 provides additional details on current outreach activities discussed by the Committee. Repetitive Loss Properties FEMA provides a list of properties in the Village that have two or more flood insurance claims of more than $1,000 within any ten-year period since 1978. The Village currently has eighteen repetitive loss properties. Seven of these properties have been or are scheduled to be mitigated, either through demolition or elevation of the homes. Therefore, eleven repetitive loss properties will remain. Under the CRS Program, the Village is developing a Repetitive Loss Area Analysis. This analysis includes a review of storm data, insurance claims records, stormwater improvement studies and past stormwater improvement projects. Based on the draft report, two repetitive loss areas were defined. A repetitive loss area defines all the properties, including the repetitive loss property or properties, that have a similar exposure to repetitive flooding. Excluding open space and undeveloped parcels, the two areas include more than 150 parcels with about 130 property owners. The Repetitive Loss Area Analysis will be available for review on the Village website, at Village Hall and the Lisle Public Library. Village of Lisle PPI Page 5

Target Areas Following a review of the flood hazard, land use, repetitive loss properties and flood insurance data coverage, the Committee identified the following target areas: 1. Repetitive Loss Areas 2. Overall Floodplain 3. Apartment Complexes in the Floodplain 4. Commercial Properties in Floodplain 5. Soon to be Identified Floodplain in New FIRM (anticipated in 2017) Target s Based on the target areas chosen and the need to inform the general public about the flood risk in the community, the following six target audiences were identified: 1. Repetitive Loss Area Property Owners The repetitive loss areas will be targeted with additional information on flood insurance and property protection measures. They will be advised of the Village and DuPage County Overhead Sewer Rebate Programs and the Village flood protection assistance services. 2. Floodplain Property Owners All floodplain property owners will be targeted to receive information regarding all ten messages defined in the following section of this report. 3. Apartment Renters Based on flood insurance data, renters are especially vulnerable to flood losses. Many are unaware of the flood risk to their personal property, including their cars. While vehicles damaged by floods are typically covered under car insurance policies, the deductible and lost productivity could be avoided if the renters moved their vehicles to higher ground. 4. Commercial Property Renters Insurance policy data shows only one commercial contents coverage policy in Lisle. In addition to informing the renters of contents coverage policies, they will be targeted with information on property protection. Below grade storage areas or the lower levels along Main Street are particularly vulnerable. 5. General Public/Residents The Committee also recognizes the need to keep residents and people visiting or traveling through Lisle informed of the flood risk to the entire community. Flooding can occur anywhere. Recent intense rains during the spring and summer have caused basement flooding and localized flooding of streets, rear and side yard drainage channels and roadside ditches. Residents should be informed of ways to reduce their flood risk. Residents may also travel through flooded areas and should be aware of the potential flood depths and flood safety precautions. They also may consider purchasing property in the regulatory floodplain and should be aware of flood insurance. 6. Newly Identified Floodplain Property Owners New FIRMs are anticipated in 2017. Preliminary maps were released in 2015. Flood elevations are increasing along the East Branch DuPage River and St. Joseph Creek. Approximately 25 new structures will be located in the higher risk floodplain. Special outreach to these properties owners is required to inform them of flood insurance requirements and options for verifying their building elevation with respect to the new flood elevations. Messages, Projects and Outcomes Under the new CRS Program guidance public outreach projects are credited based on the type of project and number of topics addressed. Up to ten topics can receive credit; six priority topics and up to four more community specific topics. Credit for the type of projects varies for example direct mailings receive more credit than providing a brochure at Village Hall. The following table outlines the ten topics chosen by the Committee, the messages and the desired outcome. The Committee chose the following nineteen outreach activities. Details for each project, including target audience, message, outcome, schedule, person responsible for implementation and any stakeholder involvement is provided on the following pages. The brochure will be rewritten to emphasize the topics and messages in this PPI. At least four newsletters a year will be issued. Each newsletter will contain at least one article, as well as short messages, promoting flood insurance purchase and other CRS activities, including map information, dumping regulations and property protection site visits and advise. An annual open house will include presentations on any new studies or stormwater projects, as well as, tables with information on flood insurance maps, property protection, rain gardens, emergency preparedness, CodeRED, etc. The Village will use Facebook to post YouTube videos, notifications and PSAs regarding flood insurance and emergency preparedness. Village Staff will attend at least two events each year to promote CodeRED, Flood Ready messages and flood insurance. Annually, a post card will be mailed explaining the flood risk, encouraging contents only coverage and discussing personal safety and property protection The website will maintain information on all ten topics. FEMA levee simulator will be added and pages will be revised to reflect messages outlined in this plan. Implementation, Monitoring and Evaluation CRS Coordinator and Communications Director will document their activities throughout the year. The Committee will meet annually, no later than April 30 of each year, to review activities, evaluate program success and update the PPI document as necessary. CRS Coordinator and Communications Director will prepare an annual review for the Committee, no later than April 30 of each calendar year. The review will provide outcomes including, but not limited to: Requests for flood map information; Hits to Village website s flood related web pages; Increase in CodeRED subscribers Increase in River Sweep participants Number of flood insurance policies; Requests for flood protection information and site visits; Number of Flood Ready and DuPage County brochures distributed at Village Hall and community events; Violations for unpermitted or non-compliant construction; Reports of debris in waterways After the Committee meets to review the year s outreach programs and outcome monitoring, an Annual Evaluation Report will be prepared. The Annual Evaluation Report must address if the target audiences were reached and if the messages resulted in the desired outcomes. The report must discuss which projects were implemented and if any were not, the reason. Finally, the report must outline any proposed changes. The annual report will then be sent to the Village Board for final approval. Adoption Once the plan has been approved by the Committee it shall be sent to the Village Board for adoption.
