THE CONSTITUTION OF NURU OBPHANC E CENTRE INTRODUCTION: e Recently ther e has been diseases whic h caused deaths to man y parents, leavin g many orphans children'-behind, these childre n hav e bee n deprived of basic needs suc h as food, clothing, shelte r and School, the multiplication, of suc h problem s have lef t our country mor e poor # Again mother s of hard character s have trie d t o abandon their childre n whil e other s hav e eve n thrown their newl y born childre n in pit latrines suc h character s has made children underg o unfounded hardships m Nuru Orphan s centr e is a voluntary Nongovernmental organisation whose main', objective is to reduce the hardship of life t o orphans caused b y the above mentioned situations. W e have therefor e decide d t o open up thi s centre whic h w i l and rule s of the centre. 11.MEANING O F THE CENTRE: l b e run according to the constitution - Orphan s Centre, mean s "NUR U ORPHANS CENTRE 11 - Orphan s Children Means those whos e bolth parent s have died, abandone d children, childre n throw n in latrines, childre n wh o hav e been jus t lef t in plastic bags or just lef t anywher e an d their parent s ar e not known nor can they b e traced, the centre wil l als o receive childre n whose mothers have died when givin g birth to the child* - Children means children of 0-1 7 a ge - Administrative stage mean s the chairman, Treasurer and th e Patron. - Centr e Committe e mean s the Chairman, Treasurer the matron and the centre f s assistants # ~ The board o f the centre wil l includ e the social welfar e officer, Communit y Development Office r an d the Patron;- - The over all incharge o f the centre wil l b e the directory - Treasure r wil l mea n the care take r of the centre's car e taker of the orphans. - Centre' s assistant s means those wh o care s for the children and teachers. - Religeou s group s mean any Religion. - Trustee s mean s any religious group, individual groups, or any othe r peopl e wh o are trustees of the centre....2/.

Name of the area: - W e inten d to establish and call " N U R U ORPHAN S CENTRE". - It is an NGO for Orphans Children and those childre n with differen t problem s as mentioned above. - Nur u Orphan s Centr e wil l b e established at Uyole Tukuyu Stree t and it's address wil l b e P.O. Box 1128 MBETA, TANZANIA. IV. ARTICLE 2. Objectives: The followin g are the main objectives of "NURU ORPHANS CENTR ( 1 ) To take car e of Orphans of 0-10 years old until such a time when they can stand o n their foot. (11 ) To care, for Children whose mothers have throw n them in latrines bu t survived, unknown mothers, etc. the centr e will, keep the m up to the period the y can take car e by themselves. (111) To feed the Children v/it h balance d diet, clothing, Shelter and treatment. (IV ) To educate th e orphans from Nurser y School s to Primary and Secondary Schools, v/ e shall als o loo k foxways of educating the m to higher education institutes / University. ( V ) To educate th e Orphans on self relianc e educatio n by followin g gift s of every child. (VI ) The Orphans wil l b e prepared to be self relian t in life whe n they grow up. (VII) I t will b e the duty of the centre to collect Orphan s and brin g the m at the centre. (Vlll) Childre n with dead mothers will b e taken car e of for tw o years at the centre and fathers wil l be requested to contribute som e money for the up keep of th e same. ARTICLE 3. CENTRE'S ORGANIZATION: The Orphans Centr e wil l not open branches at this stag e and wil l b e situated at Uyole, Tukuy u Street. However, we shall ope n up other similar Centre s in different places when money is available. The Centres administratio n wil l be: (a) Administration (b) Centre's workin g Committee. (c) Centre' s Boar d

93 ( i ) ADMINISTRATION: i ) The Centre 1 s administratio n wil l compris e of the directo r of the Centre, the treasurer and th e matron, thi s administratio n.committee will mee t 4 time s per year wit h exception of emergency meetings. ii) It will h e charged wit h the duty of looking for sponsors wh o he discussed by the Centres working Committe e and the Centre's Board. iii) Th e centres director wil l b e the Chairperson of thi s Committee. iv) It will b e responsible for the Centres ~ recruitmen t of workers. (ii ) CENTRES WORKING COMMITTEE : This committe e Wil l includ e administrators, matrons and thei r assistants, it wi l mee t twice per year a par t fro m emergenc y meetings. COMMITTEES FUNCTIONS: ( i ) To approve regulation s or rules formulate d by the Centre s administration. (ii ) To list all Centres problem s and try to solve (iii) T o suggest Centre' s change s in existing rule s or regulation s for the betterment of the same, (iv ) To evaluate the implementation of the centres objectives. ( v ) To approve incom e and expenditure budgets. (iii) CENTRES BOARD: The centr e board wil l consis t of the director, Community Developmen t Office r Socia l welfare Office r the Patron and those electe d by the members. The boar d wil l mee t once per year excluding emergency meeting. The chairperso n will b e elected by the board and will hol d office fo r thr e years afte r whic h new election wil l tak e place. THE BOARD FUNCTIONS: ( i ) To discuss all problems fro m the Centre and ways of solvin g them. (ii ) To receive and discuss about th e Centre's activitie s (iii) T o solve any problem araisin g fro m the Centre....4/.

(vii) H e wil l represen t th e Centre' s meetings an d Seminars an d wil l choos e a representative i n case h e personall y ca n no t attend. INCOME AND EXPENDITURE : A: Income : Income for the Cfentr e will com e from th e followin g sources: ( i ) Mil k cattle keepin g project. (ii ) From national an d Internationa l NGOs. (iii) Donation s fro m interna l an d externa l organizations. (i v ) Th e C h i l d r e n ma y generat e incom e fro m s e l f - reliance activities.

(B) EXPENDITURE: All centre' s expense s wil l b e under approve d budget by administration 3n d the working committee. ARTICLE 6. The Childre n Centr e wil l onl y receiv e childre n who wil l pas s throug h socia l welfar e Divisio n and finall y accepte d b y the administration of the centre. ( i ) The centre wil l Jseek advis e o f Social welfare Divisio n on the number of children to be admitted at the centre. (ii )'Nur u Orphans Centr e wil l onl y admi t wel l known Children wit h prope r addres s fro m social welfar e Divisio n and historica l background of each chil d accompane d by three name s of the relatives of the child and tha t he/sh e qualifie s t o be taken car e at the centre. ( i i i ) Th e Centre w i l l satisf y itsel f b y the selection o f the Children and admit the really needy children. SERVICES TO BE RENDERED AT THE CENTRE; ( i ) The Centre w i l l pro id e food, accommondatio n uniforms/clothes t o all children, (ii ) First ai d treatment wil l b e provided pendin g the constructio n of it's own dispensar y in future. (iii) Th e centre w i l l pa y any fees/contributions needed by the Schools. (iv ) The Centre wil l establis h all types of games suitable for girls/boys. ( v ) Self reliance education wil l b e encouraged. ARTICLE 8. TRUSTEES: The orphan s centre wil l hav e tw o trustees wh o wil be electe d by the Centre's board. Th e trustee s will b e people wit h goo d characte r an d gentle. l ARTICLE 9 : PROPERTY: The Centr e wil l own : ( i ) Buildings includin g domitries, Kitchen, halls, Classes, dispensar y an d other building s to be constructed.

(ii ) Land including games grounds and farms. (iii) Als o the following animals wil and owne d by the Centre:. Cattle, pigs, hens and goats. l b e introduced (iv ) The Centre wil l als o buy and own vehicles, motor - bikes and bycles. ( v ) It will als o purchase agricultura l and other machines such as tractors, sewin g machines which will b e the property of the centre. ARTICLE 10. CONSTITUTIONAL AMMENDMENTS: In cas e of constitutional ammendments, the following procedure wil l b e followed; First the y wil l b e discussed by the administration who wil l fowar d the desired changes to the working Committee which wil l discus s the m and 2/3of the members have to vote for the changes befor e it is finally discusse d and recommended by the Board of directors. Nur u NGO will d o any other activitie s suitable for the progre s of the Centre, provided the act s are not breaking the law of the LAND.
