The bidders are requested to sign all the Amendments / Errata / Corrigendum / Clarifications issued for the tender and enclose along with the bid as these form part and parcel of tender document. 2.0 Scope of Work 2.1 The scope of work for the MDO will broadly include the following: Civil Survey: Survey for demarcating block boundary and erecting boundary pillars including contouring. Slope Stability Study, Hydro geological study including conducting pumping test for obtaining aquifer parameters & make of water of the mine. Facilitating, assisting NLC in Land acquisition, Rehabilitation and Resettlement, taking physical possession of Land etc Obtain, comply with, ensure with all Applicable Permits, statutory obligations and Applicable Laws, Coal Mines Regulations, DGMS, Coal Controller, MoEF&CC Stipulations etc required for Operation and Maintenance of Mines. Obtaining Consent to establish, Consent to operate, Permission for opening of Mine etc 2
required from various statutory Authorities. Development of Mines on the Site in accordance with the provisions of Coal Mining Agreement and as per the Mining Plan; Operation and maintenance of Mines in accordance with the provisions of Coal Mining Agreement; Drilling for blasting in OB, Excavation of OB by excavators and transportation by dumpers to OB dumping locations as per the Mining Plan. Blasting related statutory supervision shall be carried out by NLC. NLC will supply the explosives & accessories and Cost of explosives & accessories plus 10% as administrative charges shall be recovered from MDO. Excavation/ extraction of coal by Surface Miner and hauling & Delivery of Coal to the designated coal stockyards/coal depot/silo near the mine in accordance with the provisions of the Coal Mining Agreement; Mine Closure as per the approved Mine Closure plan and final Environmental Clearance. Haul road construction, procurement, operations and maintenance of Mining Equipment, electrical power distribution, loading, transportation, dumping of OB/coal. Pumping and drainage, lighting, fire-fighting arrangement, construction of related infrastructure facilities (including industrial as well as residential & non-residential buildings for MDO) etc. Undertake community development and welfare activities in the local community as directed by the Government authorities. The MDO shall facilitate, assist NLC and co-ordinate on behalf of NLC with other statutory authorities, in various activities of Land acquisition, Obtaining physical possession of land, Approval of the R&R plan, R&R of Project Affected People and Project Affected families,. Any other Scientific studies and approvals. Any other Mine & associated infrastructure construction for successful operation of mine and Performance and fulfillment of all other obligations of the Mine Developer and Operator in accordance with the provisions of Coal Mining Agreement and matters incidental thereto or necessary for the performance of any or all of the obligations of the Mine Developer and Operator under Coal Mining Agreement; 2.2 The detailed scope of work is covered in Draft Coal Mining Agreement. of Tender Documents. 3.0 CONTRACT PERIOD AND TIME SCHEDULE: 3.1 The Contract Period for the MDO shall commence from the LOA Date and shall be for the life of the mine, which is about 34 years, or till expiry or termination of the Mining lease, whichever is earlier. The Contract Period may be extended if there are extractable reserves remaining in the mine at the end of 34 (Thirty Four) years on such terms and conditions as may be fixed by NLC. 3.2 The Time Schedule is indicated in the Draft Coal Mining Agreement of Tender Documents. 3
4.0 BID SUBMISSION AND OPENING 4.1 Bids duly signed in all pages with date & seal are to be submitted in TWO PARTS IN SEPARATE SEALED COVERS clearly mentioning the Part No., Tender reference No. on top of the each cover as follows: COVER-I: Covering Letter, Form of Bid (A), Cost of Tender Document, Bid Guarantee and duly filled in Letter of Undertaking along with Checklist for Compliance of Important Tender Conditions COVER-II: Form of Bid (B) QR Documents, duly filled in Integrity Pact, Techno-Commercial details, duly filled in Price Schedule, duly signed Tender Document along with Corrigendum issued, if any. Both these covers shall be individually sealed and put in an outer cover which also shall be sealed and super scribed with Tender No., Name of the Tender and the Bid opening date & time and should be addressed to The General Manager / Contracts, Corporate Office, Block-1, NLC India Limited,Neyveli-607801, Tamil Nadu, India. 5.3 All other terms and conditions along with technical details, regarding Qualifying requirements, Time schedule, validity of Bid and Instruction to Bidders, etc. are contained in Tender documents. 5.4 Any offer received after the expiry of the time specified for receiving the offers is liable for rejection. 5.5 Issuance of tender documents does not mean that the bid/offer of such Bidder would be automatically considered. 5.6 NLC reserves the right to reject any bid or all bids received at its discretion without assigning any reason what so ever. 5.7 Consortium partner / Collaborator of a bidder for this tender cannot be a bidder for this tender. 5.8 NLC shall not be responsible for any delay, loss or non-receipt of the Tender document, any letter or Bid which is sent through post/courier either way. 5.9 The bidders have the option of sending the bid by registered post, Speed post courier or submitting in person. Bids submitted by Fax/Email will not be accepted. The Purchaser shall not entertain any request by the Bidder to collect the bid proposals from airlines or cargo agents etc. 5.10 Bids must be received by the Purchaser at the address specified not later than the time and date specified in the Invitation to the Bid. 5.11 Request for issue of Tender Documents received after the last date of sale of tender document will not be considered even if the demand draft is dated on or before the last date of sale of tender document.
