SA Question #1 BUDGET - Please complete the attached table based on project estimates for the scope described in the Request for Detailed Proposals. During the pilot phase the Contractor will have access to the remaining facilities for a site survey similar to what was done during the detailed proposal phase. All estimates are based on Office services and Field materials required to successfully execute all tasks listed under Project Phases 1a, 1b and 2, as outlined in the SA Request for Detailed Proposals. SA Question #2 PROJECT RESPONSIBILITIES The SA is concerned about the potential for confusion and fragmented ongoing support based on having multiple companies providing programming services for the HMI and the PLCs. Question: Would E-Merge, as the Prime Contractor, consider/agree revising the split of project responsibilities to ensure that all programming for the SCADA Pilot Project is performed by local E- Merge resources? We recognize the value in bringing multiple backgrounds and opinions to the planning and design activities, but want first-hand experience and support available to work on-site as needed after the project is completed. Mr. Dixit's job responsibilities include managing and executing large systems integration projects that involve design, development and implementation of HMI, database and PLC applications for process control and automation. Mr. Dixit holds a Master s degree in Instrumentation and a Bachelor s degree in Electronics Engineering. Mr. Dixit holds certifications as a Project Management Professional (PMP), Cisco Certified Network Associate (CCNA), and in Wonderware System Platform. Bill Dang, PE, Westin Mr. Dang has a combined 20 years of experience in project management, instrumentation and control system design including SCADA projects, construction administration, and implementation. completion. He has also during his career performed HMI/PLC programming for numerous water/wastewater treatment plants with DCS and other systems such as GE Proficy ifix and Wonderware. Mr. Dang is a registered PE in the States of Texas and Virginia, and holds a Bachelor s degree in Electrical Engineering. Charles Luck, PE, WR&A Mr. Luck has 27 years of experience working in all aspects of Water and Wastewater projects including many treatment plants, pumping stations and other facilities requiring extensive Instrumentation & Control designs and integration into existing SCADA systems. Mr. Luck s professional design responsibilities also include serving as project manager for several I&C and SCADA related projects. His experience includes SCADA master planning, conceptual designs, preparation of plans and specifications, cost estimates, engineering services during construction, and operations assistance.
