Each of the three (3) questions from the document titled Post-Interview Questions for E-Merge REV1 has been restated and answered in detail on the following pages. This is a very important project for E-Merge Systems (E-Merge) and each of our Team members, and we take our commitment to project execution very seriously. SA Question #1 BUDGET - Please complete the attached table based on project estimates for the scope described in the Request for Detailed Proposals. The SA expects this to be reasonably accurate, but does not consider this a firm quote: Pilot Project Estimated Level of Effort and Costs Total One-Time Total Remote Pilot Sites Office Level of Effort: Hours @ average $/hr Project Management Planning, Workshops, Design, Standards Development Programming, HMI Configuration, software testing, etc. Field Cost Provide and install all hardware, enclosures, PLCs, and related materials (NOT including cellular equipment) Provide all software NOTE: The Pilot Project includes a requirement for 100% design documents and standards for the pilot project sites only. The Service Authority does not anticipate requiring 100% design documents for the remainder of the remote sites to establish the Guaranteed Maximum Price agreement. During the pilot phase the Contractor will have access to the remaining facilities for a site survey similar to what was done during the detailed proposal phase. We estimate that expenses shall not exceed 10% of the services value. The following guidelines, which are based on information obtained during the conference call between the SA and E-Merge, were used in preparing the Pilot Project Estimated Level of Effort and Costs. All estimates are based on Office services and Field materials required to successfully execute all tasks listed under Project Phases 1a, 1b and 2, as outlined in the SA Request for Detailed Proposals. All estimates are based on observations made during walkthroughs of the following eight SCADA Pilot Project sites: o Nottoway Elevated Storage Tank (T28) o Potomac Mills Elevated Storage Tank (T23) Assumed to be typical of the Nottoway Elevated Storage Tank (T28) and was not visited by the E-Merge team o Airport Elevated Storage Tank (T03) o Cow Branch Booster Pump Station (F07) o Lake Ridge Booster Pump Station (F02 & MS27) o Rollingbrook Booster Pump Station (F08 & MS14) o Lift Stations L1 and L15 All estimates are based on the SA original RFP baseline solution for the D&C SCADA System, which is shown on page 3 of the Detailed Proposal Architecture drawings. o Wonderware System Platform 2012 or current version o VMware based application, historian, and terminal servers o Microsoft 2008 Server or current version o Allen-Bradley CompactLogix PLCs o RSLogix 5000 Enterprise PLC programming software o Local HMI displays, including thin clients and panel mounted Operator Interfaces with integrated I/O All Office Total One-Time cost estimates account for the following budget items: o Services necessary for the Planning, Workshops, Design, Standards Development Phases that apply to the entire Pilot D&C SCADA System o Services necessary to develop, test and deliver re-usable PLC, OIT and SCADA/HMI software components that are reusable across the entire Pilot D&C SCADA System o Services required for Factory Acceptance Test (FAT) for the Pilot D&C SCADA System o Project Management services necessary to manage and coordinate above services with SA Team and E-Merge Team All Field Total One-Time cost estimates account for the following budget items: o Total Hardware and Installation costs required for one time installation of the SCADA/HMI Head-End o Total one time Software costs required for ALL SCADA/HMI Head-End, PLC and OIT development and runtime software packages All Office Total Remote Pilot Site cost estimates account for the following budget items: o Services necessary for the Planning, Workshops, Design, Standards Development Phases that are specific to one or more of the Remote Pilot Sites o Services necessary to deploy and test PLC, OIT and SCADA/HMI software components that are specific to one or more of the Remote Pilot Sites o Services required for Site Acceptance Test (SAT) for each of the Remote Pilot Sites o Project Management services necessary to manage and coordinate above services with SA Team and E-Merge Team All Field Total Remote Pilot Sites cost estimates account for the following budget items: o Total Hardware and Installation costs required for each of the Remote Pilot Sites E-Merge Response to SA Post-Interview Questions Page 3

o Software costs for the Remote Pilot Sites are considered to be limited to PLC and OIT development packages, and have been accounted for under One Time costs E-Merge Response to SA Post-Interview Questions Page 4

SA Question #2 PROJECT RESPONSIBILITIES The SA is concerned about the potential for confusion and fragmented ongoing support based on having multiple companies providing programming services for the HMI and the PLCs. Question: Would E-Merge, as the Prime Contractor, consider/agree revising the split of project responsibilities to ensure that all programming for the SCADA Pilot Project is performed by local E- Merge resources? We recognize the value in bringing multiple backgrounds and opinions to the planning and design activities, but want first-hand experience and support available to work on-site as needed after the project is completed. E-Merge Response to SA Question #2 All programming support for the SCADA Pilot Project will be performed by local E-Merge resources in complete collaboration with the SA SCADA Program Manager. SA Question #3 SUCCESSION PLANNING Please provide a written statement identifying who will be the replacement for each of the key production staff listed on your organizational chart in the event they leave the project: Jim Lester Dean Foote Padraic Gray E-Merge Response to SA Question #3 Since E-Merge is the Prime, we have identified a Replacement Staff Member for Jim Lester who was identified as a project staff member in the original RFP Response. As a member of the team staff this person would already have familiarity with the project, and therefore provide project continuity to make the transition seamless. The table below summarizes the Replacement Staff Members for each firm on the E-Merge Team, followed by a summary of each Replacement Staff Member s experience and qualifications. He has worked with a wide array of technologies to support applications in Water/Wastewater, Flue Gas Desulphurization systems, Electroplating plants, High speed machinery, DM & Softening plants, and Injection molding machines. Mr. Dixit's job responsibilities include managing and executing large systems integration projects that involve design, development and implementation of HMI, database and PLC applications for process control and automation. Mr. Dixit holds a Master s degree in Instrumentation and a Bachelor s degree in Electronics Engineering. Mr. Dixit holds certifications as a Project Management Professional (PMP), Cisco Certified Network Associate (CCNA), and in Wonderware System Platform. Bill Dang, PE, Westin Mr. Dang has a combined 20 years of experience in project management, instrumentation and control system design including SCADA projects, construction administration, and implementation. His experience includes projects that evolved from master planning/pre-design stages to project E-Merge Response to SA Post-Interview Questions Page 6

completion. He has also during his career performed HMI/PLC programming for numerous water/wastewater treatment plants with DCS and other systems such as GE Proficy ifix and Wonderware. Mr. Dang is a registered PE in the States of Texas and Virginia, and holds a Bachelor s degree in Electrical Engineering. Charles Luck, PE, WR&A Mr. Luck has 27 years of experience working in all aspects of Water and Wastewater projects including many treatment plants, pumping stations and other facilities requiring extensive Instrumentation & Control designs and integration into existing SCADA systems. Mr. Luck s professional design responsibilities also include serving as project manager for several I&C and SCADA related projects. His experience includes SCADA master planning, conceptual designs, preparation of plans and specifications, cost estimates, engineering services during construction, and operations assistance. Mr. Luck is a registered PE in the State of Virginia, and holds a Bachelor s degree in Civil Engineering. E-Merge Response to SA Post-Interview Questions Page 7
