Page 1 Energy Statistics 1) General overview of the sector at the regional level Energy represents a basic input to all sector and national development plans, particularly in Mediterranean partner countries (MPCs) where the energy sector has a vital role in the national economic and social development and regional cooperation. While the development of national policies and programmes is highly dependent on the availability, accuracy and reliability of statistical energy production and sector consumption information, the quality of energy statistical information in most of MPCs still needs capacity building to meet the appropriate statistical requirements for formulating national development plans and international reporting. Meanwhile, the Energy component within MEDSTAT II permitted to improve the sustainable capacity of the 9 MPCs to produce and publish comprehensive, reliable, relevant Energy statistics to ensure a certain level of harmonisation of statistical methods with EU requirements in this area and to answer users' needs. The expected actions for this new phase aim to update the main results achieved during MEDSTAT II: Production of the national energy balances according to the Eurostat methodology for the years 2004 to 2007, (2006 for Israel); Publications of the national energy balances; Gradual use of the joint IEA/EUROSTAT/UNECE questionnaires; Metadata catalogue for some countries; Innovative methodology for conducting a survey on energy consumption for transportation with a draft survey questionnaire; Contact and mobilization of donor funds for such surveys; A priority list of indicators of energy efficiency and CO2 emissions (IEE) for the region and their calculation, based on energy balances; Joint publication covering the sectors of energy, transport and environment (ongoing); Regional report on Energy Efficiency Indicators.
Page 2 And as recommended during the final workshop meeting of MEDSTAT II, the main thematic/methodological priorities for this phase will mainly focus on: Reinforcement of the national working groups; Expand training in priority areas already treated to improve the energy balance data and indicators; Complete technical assistance to countries, particularly in regard to energy efficiency indicators, their interpretation and dissemination; Computerize the compilation of energy balances. Topics to be addressed in the sector TF, including the preparation of a regional work programme after MEDSTAT III The TF will discuss a number of topics related to the regional and the different national programmes: Presentation and discussion of the regional programme General schedule and main events of the programme ToR for the regional workshop & study visits Synergy with other international programmes (UN ESCWA, EUROMED-FORUM, UE-Funded Bilateral projects, etc.) Main expected outputs of the project Presentation and discussion of the implementation of MEDSTAT III Energy sector programme at the national level Systematic presentation of the national energy actors National strategies for the reinforcement of national working group Presentation of nominated participants to the regional workshop, study visit and technical assistance mission. The main proposed topics chosen by the MPCs for discussion and/or presentation at this regional training/workshop are the following: Part 1 Energy balance & Joint IEA/EUROSTAT/UNECE Questionnaires : Improvement of the national energy balances: Concepts and Objectives, practical application, problems encountered in completing the questionnaire and possible solutions; Renewable energies in the Energy Balance; The transformation sector : Refining; Electricity production; Reinforcement of the national working groups. Part 2 Energy Efficiency Indicators Energy Efficiency indicators and baseline consumption;
Page 5 Energy efficiency evaluation and verifications methodologies including cost effectiveness test; Energy Efficiency law and its relevant polices: How to deal with laws and regulations governing energy efficiency indicators; Unit / specific Consumption of Energy, UCED; Transmission and Distribution Electricity system Efficiency; Ratio of National Energy Bill to GDP; Working towards an official manual on EEI.s Part 3 Survey on Final Energy Consumption Implementation of the surveys on final energy consumption: survey planning and design of questionnaires related to all sectors of Energy Consumption (household, industry, commerce and tertiary sector, transport; Analysis of Statistical Data; Preparation of final survey reports. Subjects for study visits and preliminary proposal of hosting institutions We propose 2 study visits attended by selected countries, and one to Morocco for all countries to learn from the experience in the bilateral programme. Page 6 In the case that a large number of countries make available their energy balance, a regional publication could be envisaged (no specific budget is foreseen for this publication). Technical assistance needs at the national level and proposals for the implementation of national activities (including the preparation of TAIEX and other projects at the national level) According to the needs expressed by the countries, we propose 6 TA missions to the following countries: Egypt, Jordan, Morocco, opt, Israel and Syria. We propose to assist Morocco (and other countries if later requested) in the preparation of a TAIEX application for a TA mission on Final Energy Consumption in the Transport sector and Energy Efficiency Indicators. Page 7 Synergies with other international programmes and initiatives The following synergies with other international programmes and initiatives can be found and may be developed: UN-ESCWA Possibility to organise a joint regional meeting in 2012: UN-ESCWA has a budget to host an Expert Group Meeting. The Maghreb countries could join this meeting with financing from MEDSTAT III. Possibility to develop a common programme for the five MPC ESCWA members (If ESCWA succeeds to mobilize funds for the theme of energy balances from UN headquarters). EU-funded bilateral projects Possibility to develop new bilateral programmes, similar to the one for Morocco. The inception mission to Tunisia suggests that this country could be a candidate for such projects.
