COUNTRY REPORT (VIETNAM) ------------------------------------------------------------------------------------- I. Current situation of Rail Links in Viet Nam: 1. Singapore Kunming Railways Project: - Section: Lao Cai (connects with China) Ha Noi; - Section: Ha Noi - Ho Chi Minh city; - Missing link: Ho Chi Minh city- Loc Ninh (connects with Cambodia); - Spur line (missing link): Vung Ang - Tan Ap - Mu Gia (connects with Lao PDR); - Spur line (missing link): My Thuy port Dong Ha Lao Bao (connects with Lao PDR). 2. Other projects related to SKRL Details as follows: 1. Section: Lao Cai (connects with China) Ha Noi: - Total length: 296km; - Gauge: 1.000mm; - Rehabilitation and upgrading of the section is ongoing, includes: + Replacement of upper structure, rehabilitation of weak bridges, realignment of some sections, set up some new stations... have been carrying out by using mix-funds from ADB, AFD (France) and national budget with the total cost of USD 160 million for phase I. The project s phase I is basically completed. Phase II will be started in 2016. + The Project for Modernization of Telecommunication and Signalling System has been carrying out using ODA fund from the Government of China costly USD 70 million for phase I. The project phase I is basically completed. Phase II will be started in 2016. 2. Section: Ha Noi-Ho Chi Minh city: - Total length: 1.726km; - Gauge: 1.000mm; - Rehabilitation and upgrading status on the whole section: + The Phase 3 (2007-2011) of rehabilitating weak bridges with the cost of
19.5 billion Japanese Yen has been completed. + The Project for Modernization of Telecommunication and Signalling System has been carried out with the funds from the Governments of Republic of France, P.R of China and Viet Nam approximately USD 200 million. Phase I has been completed, Phase II is ongoing. + To implement step by step the replacement of new rails and sleepers of remaining sections of the rail route, upgrade the route into the 2nd grade according to the National Standards classification. This project costs about USD 200 million using local funds and is ongoing now. This rail section is planned to be upgraded in the period 2016-2020 to reach an average speed train for cargo of 50-60km/h and passenger trains of 70-80km/h. 3. The missing link: Ho Chi Minh city - Loc Ninh(connects with Cambodia): The feasibility study finalized in 2012 and Viet Nam has been seeking investors/funding, calling foreign partners (whether governmental loan or private investment) to construct this missing link section. Information related to this project as follows: - Total length: 129 km. - Gauge: First stage for 1.000mm gauge; Embankment for future 1.435mm gauge. - Estimated total investment cost: 948.6 million US. The Agreement on railway junction between Viet Nam and Cambodia signed in Hanoi on 04th November 2008 by the Government of Socialist Republic of Viet Nam and the Royal Government of Cambodia. The rail connection point has been agreed in this Agreement, that via the areas of Trapeang Srae (Border gate, Snoul district, Cambodia) and Hoa Lu (Border Gate, Binh Phuoc province, Viet Nam). 4. Spur line (missing link): Vung Ang - Tan Ap - Mu Gia (connects with Lao PDR): - Total length: 119km. This line connects with the Vung Ang deep seaport and links with the planned railway network of Lao PDR; - The Pre F/S has been completed in 2007; - Under the cooperation framework of ASEAN and Republic of Korea, Government of ROK has agreed to provide a Technical Assistance for both Viet 2
Nam and Lao PDR to implement feasibility study for railway construction from Vung Ang - Tan Ap - Mu Gia - Tha Khek - Vientiane. It is expected that this study will be completed by 2017. 5. Spur line (missing link): My Thuy Port Dong Ha Lao Bao (connects with Lao PDR): - Total length: 114km. This line connects with the My Thuy seaport and links with the planned railway network of Lao PDR; - Viet Nam is looking for sponsors to provide Technical Assistance for conducting feasibility study on the Project of My Thuy Port Dong Ha Lao Bao railway line. - Construction work commencement: the construction expected time is beyond 2020; 6. Other projects related to SKRL: - The Ha Noi - Cai Lan Port dual-gauge track (1.000mm& 1.435mm) line passing through Ha Noi, Bac Ninh, Hai Duong and Quang Ninh province with total length of 128km: Due to lack of funding, this project is at slow progress. - The North - South high speed rail line linking Ha Noi to Ho Chi Minh city: investment feasibility is under consideration; - The F/S of the Ho Chi Minh city - Vung Tau Seaport Railway Project has been completed and approved in the end of 2013 and now it is period of calling for investors; - The detailed plan of the Ho Chi Minh city - My Tho - Can Tho Express Railway Project has been completed and is now calling for investment; II. Propose: In recent years the construction of new railway lines or the improvement and upgrading of existing railway lines in Viet Nam has been facing a lot of difficulties in acquiring enough capital for investment leading to the slow progress. Therefore, the Ministry of Transport of Viet Nam has developed scheme to mobilize capital for investment in railway sector, which focuses on building mechanism and policies to encourage private investment and foreign participation in investment, including: Concession of the existing railway infrastructure; Cooperation for railway construction investment in the form of public-private partnership (PPP), in which state budget will be used for railway infrastructure development, the private will invest in the construction of the 3
station, warehouses, goods yards... In order to successfully implement our railway investment socialization policy and early completion of the Trans-Asian Railway line in Viet Nam, we are looking forward to the experience sharing, cooperation and support from the other member states. --The End --- 4
