In 2005, the Census Bureau began conducting the American Community Survey (ACS) to provide current data about the demographics of the nation s localities. While the decennial census provides the official counts of population by age, sex and race needed to appropriately apportion the U.S. Congress, the ACS is an annual survey that provides other relevant demographics necessary to understand how residents in communities and neighborhoods are doing, including data on income, poverty, educational attainment, employment, unemployment, journey to work, home ownership, housing cost and housing value. The implementation of the ACS allowed the Census Bureau to eliminate the long form portion of the decennial census, significantly reducing the amount of time required of households to complete it. Each year, two sets of ACS data are released. In September, data for the preceding year is published. However, the limited number of households surveyed in a single year means the data yields reliable estimates only for cities and counties with populations of at least 65,000. In order to provide reliable data for smaller jurisdictions and neighborhood areas (called census tracts ), the annual surveys are accumulated over a 5 year period. This 5 year data is released each December. The first 5 year ACS data consistent with 2010 Census was released in December 2011 and covered the 2006 10 period. The 5 year ACS data for 2015 was released this year on December 8th, covering the period from 2011 to 2015. Note that this marks the first year since the 2010 Census that the ACS 5 year periods do not overlap. As a result, meaningful estimates of how the demographics of smaller communities and neighborhoods have changed since 2010 can now be produced.
