SURVEY of ENERGY SECTOR The Republic of Moldova heavily depends on energy resource import, 94% of energy consumption is covered by import; Too high energy consumption (three times the EU average); RES share in final energy consumption is approximately 4% (according to 2004-2011 fuel and energy balances). Given the lack of domestic energy resources, improvement of efficient energy use and utilisation of the RES available in the country are the optimum option to cut energy dependency

Objectives : Attraction of investments and management of financial resources with the aim to finance and promote EE projects and RES utilisation, which ensure savings in energy consumptions and reduction in CO 2 emissions. Sectoral distribution: Public sector social sphere, owned by central and local authorities at all levels; Private sector legal entities in any industry. Available financial vehicles : Grant Guarantee Loan Leasing

FINANCIAL SUPPORT by the EU DELEGATION by YEARS 2012 6 M EUROs 2013 10 M EUROs 2014 10 M EUROs 2015 5 M EUROs

CALL 1 for PROJECT APPLICATION On 27.12.2012 a call for project applications of social facilities owned at all levels of the central and local authorities was made. Within it 303 project applications were received.

SELECTION CRITERIA a) Projects should introduce EE and/or RES technologies; b) Funds to be received from the Fund for financing should be in the range of 10 000-165 000 EUROs; c) Beneficiary s equity should be over 20%; d) EE projects should have a payback period 7 years maximum, RES projects - 15 years maximum; e) Over 60% of project s income should come from measurable energy savings.

CONCLUSION of FINANCING CONTRACTS In line with the selection criteria 87projects worth of 10 million EUROs have been selected and approved.

CALL 2 for PROJECT APPLICATIONS On 14.01.2014 the next call for project applications for social facilities owned by the central and local public authorities at all levels. Sequence of evaluation is based on the principle first come, first served.

FACILITIES/BUILDINGS CATEGORIES Within this call there are two categories of facilities/buildings: 1. Category А: buildings or sets of buildings, which are in working conditions and providing services to the public for at least 16 hours a day, 7 days a week (e.g., hospitals, nursing homes, etc.). An initial investment budget for buildings of Category A is minimum 4 million EUROs. 2. Category B: buildings which are in working conditions and providing services to the public for at least 7 hours a day, 5 days a week (e.g., lyceums, schools, etc.). An initial investment budget for the buildings of Category B is at least 4 million EUROS.

FINANCIAL SUPPORT The financial support including VAT will be provided by the Fund in the form of grants and will amount to: 27 500 up to 275 000 EUROS for the proposals relevant to the buildings of Category A; 16 500 up to 165 000 EUROS for the proposals relevant to the buildings of Category B. The Fund will financially support the project proposals till the funds allocated to the proposal have been drawn doen.

SELECTION CRITERIA a) Projects should introduce EE and/or RES technologies; b) Beneficiary s equity in the project should be over 25%; c) Payback period of EE projects should not exceed 7 years, that of RES projects should not exceed 15 years; d) Over 60% of the project income should come from the measurable energy savings.
