The House may adopt the same if there is no request for amendment. Holding of Financial Literacy & Credit Counseling Camp at each District every month by SBI All Bank/Govt. / NABARD, etc. SBI / GOVT. SBI We had requested all the members to depute suitable officer in the SLBC meetings so that meaningful decision can be taken in the highest forum. Resubelpara :SBI Engineer recently visited the land allotted by SDO for construction of Currency Chest. Drawings and estimates are being prepared by SBI for submission to RBI for approval. Ampati : Efforts are being made for getting suitable private land for construction of Currency Chest.. Baghmara : DC has identified an old building in the bus stand area. Bank Engineer has recently visited the site. C.M.,LB Ri Bhoi, Jaintia & East Khasi Hills Districts organized Financial Literacy & Credit Counseling camps on 28.07.2011 at Mylliem, on 29.07.2011 at Umsning and on 30.8.2011 at Bhoirymbong. C.M LB West & South Garo Hills organized FLCCC on 24.08.2011 at Babupara (Tura). MRB, MCAB & UCO Banks have also organized FLCC Camps in E.K.Hills District.

State Government Concerned Banks (PNB & UBI) All Member Banks All Member Banks Agriculture Deptt. organized awareness campaign with the help of SBI, MRB, MCAB to enlighten the schemes to Agri Development Officers attached to the Block with an instruction to popularize KCC lending to villagers/ farmers. (a)concerned Deptt. will apprise the House. (b) Since Revised Present status is furnished in page no. 19. Saipung Branch will be opened by 30 th Sept 2011. Sub-Committee constituted for opening of Shallang Branch submitted the report and the report was sent by Lead Bank to all concerned including Controlling Authority of UBI. UBI will apprise the latest position. Performance of Education Loan is furnished at page No. 41. Lending to this sector to the extent of Rs.172.17 lacs over the last quarter. Performance of Dena Bank, South Indian Bank, ICICI Bank is nil or insignificant. All member Banks are requested to take initiative for increasing their lending in this sector. SBI has organized EDU-FAIR on 02 nd & 05 th July,2011 at Shillong. 144 Nos. Housing Loan aggregating Rs.1696.59 lacs has been sanctioned during the quarter under review. Contribution to this sector by Canara Bank, Corporation Bank, Axis Bank, HDFC Bank, ICICI Bank is nil. Present position is furnished at page No.50

>> 12 << 8. Increase credit to MSME sector. 9. PMEGP Implementation & Monitoring by the Sub- Committee. All Member Banks KVIC/KVIB/DIC ALL Banks Formation of Sub-Committee by State Govt. Amount of loan to the extent of Rs.115.11 crs. increased over the last quarter. Contribution by Andhra Bank, South Indian Bank, IDBI Bank is nil. However, all Banks have been requested to gear up to improve the position. Present status at page No. 39 Bank-wise / District wise Target furnished at Page 40 Concerned Deptt will advise the House regarding formation of Sub-Committee. 10. Financial inclusion for unbanked villages with population above 2000- achievement as per road map. 11. Revised ACP for 2011-2012 Concerned Banks Particulars furnished in page No.20-21 All Member Banks/LDM/ NABARD 12. Holding of Workshops at NABARD Shillong & Tura on various Govt of India Schemes. 13. Pending Bakijai cases All Member Banks Revised ACP has been communicated top all concerned Banks in all Districts. Achvement under ACP for 2011-12 furnished at page No.24. Bank could achieve only 11.07% during the quarter. NABARD organized workshops on 15.07.2011 at Shillong & on 28.08.2011 at Tura Concerned department will apprise the House Present position furnished at page No. 43 Concerned Deptt and Concerned member Banks will apprise the House. Interest Subsidy Scheme for housing for the Urban Poor (ISSHUP) State Nodal Agency & Banks reasons for low CD Ratio and remedial action State Nodal Agency will apprise the House >>18 << Position of CD Ratio in Meghalaya (An analysis as on 30.06.2011) Credit Deposit ratio of all Banks in the state has come down to 30.51% from 30.96% as against the RBI norm of 60% due to higher growth in deposits compared to advances as on 30.06.2011. CD Ratio is the highest in Ri-Bhoi (45.44%) followed by West Khasi Hills district (38.27%) and East Garo Hills (37.67%). The CD ratio is less than 60% and above 35% in 4 number of districts, namely West Khasi Hills, West Garo Hills, East Garo Hills and Ri-Bhoi Districts. In Rural areas, the CD ratio in State is 43.02% as against 35.29% of Mar.2011 quarter. The CD ratio in 3 District is below 35% namely Jaintia (19.93%), South Garo Hills (20.13%), East Khasi Hills (27.16%). Banks, whose CD ratio is below 20%, are requested to initiate immediate steps to increase the same to above 30%. Steps initiated:- 1. LDM of Jaintia Hills District where the C.D. Ratio is less than 20% had constituted a Special Sub Committee of DCCs with Project Director, DRDA as Chairman and representative of RBI, DDM, NABARD, LDM of the Districts as members of the sub-committee to find out the reasons for low C.D. Ratio and suggest steps to increase the same. 2. The LDM of East Khasi Hills District has also constituted a Special Sub- Committee. Though CD ratio of Ri-Bhoi Dist. from Dec.2010 onwards is above 40%, Sub-Committee meeting of June 11 quarter will be held on 15 th Sept.2011 as per instruction of last SLBC meeting held on 02 nd June, 2011. 3. A Monitorable Action Plan may be submitted by each sub-committee to SLBC convenor Bank for presentation to SLBC Meeting.

Training will commenc shortly. Land has been identified but yet to be handed over. S. G. Hills Land at Baghmara yet to be identified. However, trainees sponsored from this District can be provided at West Garo Hills, Tura. E. G. Hills Registrar of Co-operative Society requested the Secretary, C MCAB & RD Deptt. for allotment of land on 15.03.11 UBI Jaintia Hills UBI, Regional Office has written to their Head Office for permission for setting up RSETI. PNB E. K. Hills Building is available at Laitkroh. Land has been identified. Handing over of land is under process. They had taken up with their Head Office for providing staff for starting training programme at Laitkroh temporarily. MRB W. K. Hills TRYSEM building in Nongstoin is available which is suitable for conducting training classes. But there is no room for faculty and hostel for trainees. Agenda 14 Sub-Committee of SLBC for Export Promotion We have been advised by RBI, Mumbai to set up a separate Sub-Committee under SLBC to discuss exporters problems in relation to export finance and other bank related issues at the state level. The sub-committee will include local exporters Associations, SBI and 2/3 leading banks handling sizeable export business, DGFT, Customs, State Government (Department of Commerce and Industry and Deptt. of Finance), EXIM Bank, ECGC, FEDAI besides RBI (Foreign Exchange Department and Department of Banking Supervision) at regional level, as members of the committee. MISCELLANEOUS Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) The Government of India, Ministry of Housing & Urban Poverty Alleviation (MH&UPA) has recently launched the Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) to address urban housing shortage in the country. The scheme provides for interest subsidy of 5% per annum on loan amount up to Rs. 1 lac for economically weaker section (EWS) and lower income group (LIG) in the urban areas for acquisition/construction of houses. The scheme is proposed to be implemented by the primary lending institutions (PLIs), viz, scheduled commercial banks and housing finance companies. The National Housing Bank (NHB) and HUDCO have been designated as the Nodal Agencies for administration on release of the subsidy. Agenda 15 Financing Under Housing Scheme for Urban Poor and Rural Housing Scheme (Indira Abash Yojana) No Loan applications has been submitted to any bank so far.
