A Positive Impact on Northwest Region At the peak of our winter exploration program, nearly 100 of the more than 200 people employed by Oilsands Quest and its contractors were from northwest Saskatchewan In our winter 2006/07 program Goods and services were purchased from 34 local companies and businesses Salaries paid to individuals in the northwest area exceeded $1.3 million Our purchases in the region totaled almost $7.5 million 13 Our Commitment to the Northwest Region We are committed to hiring and buying locally whenever feasible. We have initiated pre-commercialization studies of our Axe Lake resources. We believe Axe Lake represents the beginning of the development of an oil sands industry for Saskatchewan. 15 Our Bitumen Resource Thick continuous oil sands McMurray formation up to 45 m thick (150 ft) with oil sands thickness up to 30 m (100 ft) Coarse-grained sands with very low fines content, results in excellent reservoir characteristics for possible production Average depth of 185-200 m (607-656 ft), suitable for in-situ recovery 16 8

Producing Bitumen from the Oil Sands Oil sands can be located near the surface or hundreds of feet below the surface Recovery of bitumen from oil sands formations above approx 75 m (250 ft) is by open-pit mining For deeper formations, in-situ recovery methods are used (in-situ = "in place") Today, there are three mining projects and about 12 in-situ projects operating in the oil sands, and more than 60 projects in various stages of planning and development 17 Mining Oil Sands Photo: courtesy Syncrude Canada 18 9

Definition of "Resource Potential" The Axe Lake discovery is classified as a Discovered Resource. The Discovered Resources classification is in accordance with the Canadian Oil and Gas Evaluation Handbook (COGEH), which is the primary reference for reporting resources under National Instrument 51-101 Standards of Disclosure for Oil and Gas Activities promulgated by the Canadian Securities Administrators. The COGEH definition of Discovered Resources is given as: Discovered resources are those quantities of oil and gas estimated on a given date to be remaining in, plus those quantities already produced from, known accumulations. Discovered resources are divided into economic and uneconomic categories, with the estimated future recoverable portion classified as reserves and contingent resources, respectively. Discovered Resources can be further classified into four sub-categories: cumulative production; reserves; contingent resources; and unrecoverable resources. The Discovered Resources disclosed by Oilsands Quest Inc. ("OQI") can not at this time be classified into one of these four sub-categories for the following reasons: 1) cumulative production: no amount of production has yet taken place; 2) reserves: OQI has not yet determined what in-situ recovery process may be suitable for this resource and consequently an in-situ recover factor has not been determined to estimate reserves; 3) contingent resources: OQI expects that the Discovered Resources will be economical, but commercial project economics have not yet been determined; and 4) unrecoverable resource: OQI expects that the discovered resources will be recoverable, but a suitable in-situ recovery process and consequently an in-situ recovery factor has not been determined, yet. Management s assessment of Resource Potential is based on the definition of Undiscovered Resources which is a recognized category in the COGE Handbook. According to the COGEH, "Undiscovered resources" are those quantities of oil and gas estimated on a given date to be contained in accumulations yet to be discovered. Management assessment of resource potential is based on observations of resource extensions from the Axe Lake Discovery drill holes adjacent to and those on the lands assessed and on seismic surveys completed to date. There is no certainty that any portion of the resource potential will be discovered, and, if discovered, it may not be economically viable or technically feasible to produce. This assessment of resource potential does not constitute an OBIP estimate. Further drilling and analysis is required to develop an OBIP estimate for these permit lands.
