FIRE SUPPRESSION AND HYDRANTS INSPECTION & TESTING BID#P2017(18) - 17 SCOPE OF WORK: The scope of this project shall be for materials and labor to perform preventative maintenance, inspection, diagnostics, minor repair, or replacement, emergency and professional services for fire suppression systems, hydrants, and range hoods at District-wide locations, which may or may not, include Enterprise Fund locations as otherwise identified and referenced in these documents. Reporting Requirements: The contractor shall maintain a service and inspection log on all equipment serviced for the duration of the contract and shall provide such logs upon request from an authorized District official to whom the equipment belongs. All inspection forms shall meet the minimum NFPA requirements that are current at the time of test, inspection, or maintenance and forwarded to Metro Parks Tacoma Attn: Doreen Klaaskate 4702 S 19 th St Tacoma, WA 98405 within two weeks of completion. Qualifications: The District requires that all personnel working on any system will have and maintain proper certification(s). The District may request at any time during the contract, proof of certifications for all personnel including subcontractors. Compliance with Regulation: All inspections, testing and services shall be done in accordance with all local, state and federal regulations, including but not limited to: Local Fire Code, Fire Department Administration Rules, National Fire Protection Association (NFPA) 10 Standard for Portable Fire Extinguishers that is in effect and as revised and the NFPA 12 Standard for Fire Protection Systems. Duration: Awarded contract will be a minimum of two-years with the possibility of (1) renewable biennium extension by written agreement between the Metropolitan Park District of Tacoma (MPD) and the Contractor. All workers or laborers must be paid the prevailing wage rate for their job classification as determined by the Department of Labor & Industries. A copy of current prevailing wages is attached to this notice. Contracts renewed can be adjusted to accommodate prevailing wage rates effective January 1st of the contract year.

The undersigned bidder declares that they have read and fully understand the bid notice and each and every other contract document referred to therein and agrees to all of the terms, conditions and provisions contained therein; that they have examined the site of the work, if applicable, and have made the investigations and formed the estimates as to all conditions and contingencies referred to in and required by the contract documents, and they propose and agree that if the bid as submitted in the proposal be accepted, they will contract in the form provided to perform all of the work and in the manner required by the contract documents and to complete the same within the time stipulated; that they will accept in full payment therefore the prices named herein. The previous and existing compliance by the Contractor with laws and regulations relating to contracts and services; f. The sufficiency of the financial resources and ability of the Contractor to perform the work or provide the goods and services being purchased; g. The ability of the Contractor to provide future maintenance and service for the goods or services purchased; h. The number and scope of conditions attached to the quotation; and i. The payment terms/billing procedures, quality, delivery times, taxes, freight charges, shipping points and reliability of Contractor and its vendor(s). Metro Parks Tacoma at its discretion reserves the right to solicit and award major repairs or modifications under the scope of this contract. Additions or deletions may be negotiated by the Metro Parks Tacoma representative and a change order to the contract issued if an agreement is reached. Added work not cited in the contract may, at the option of Metro Parks Tacoma, have added work performed at the labor rate per hour and cost per trip as bid below. 5. Owner will evaluate bids to determine the lowest most responsive, responsible bidder. The Owner reserves the right to reject a bid in the event it is determined that any price for any bid item is unreasonable, unbalanced, or otherwise not in the best interest of Owner. A contract will be awarded, if at all, based on the lowest price of the responsive, responsible bidder. Owner reserves the right, but without obligation, to weigh the irregularities and informalities. The Owner further reserves the right to reject any portion of any bid, and/or to reject all bids. This bidder s proposal will potentially result in a contract for a period of two (2) to four (4) years. Construction shall commence immediately upon receipt of the Notice to Proceed by Contractor, or as determined in the contract and shall be completed and invoiced no later than December 1 st of the respective year.
