BRIEF OF PROJECT University of Kashmir intent to build various buildings at Main and other satellite Campuses of the University. Irrespective of the nature of study or purpose that a person approaches the university for, he will always be welcomed and guided by these buildings. As a result, the essence of the building design concept has been captured, the simple linear layout, well-lit and well ventilated rooms, critical adjacencies, simple and efficient services and the best passive comfort systems that have been planned to be incorporated in all of the buildings. The main entrance is clearly identifiable and highlighted by the use of a glass partition that will become the main social space, entrance plaza as well as the warmest natural space in one of the buildings. Linear corridors on either side lead to the main functions, with all of the services areas located away from the sunlight. Salient features of the buildings are as:- A main entrance, making it a social space as well as an important passive heating device. Location of various parts of the building based on their public function. All office and other spaces are well lit and heated by Cavity wall. All services located adjacent to each other for efficient usage. TOTAL BUILTUP AREA : Total Built up area of these buildings is around= 12000Sqm. Across multiple projects. TURNKEY CONTRACT: The University desires to ensure a high quality and consistent construction as well as very fast track project schedules. Therefore, it has been decided to award Turnkey Contracts for all these projects including Civil Work, PEB Work, Finishing Work, Electrification Work, HVAC Work, Fire Fighting and PHE and Interior Fit out works to a single agency for each building. General Conditions:- The contractor shall furnish all details including their experience in the Application Format, (only and if the space provided is not sufficient, particulars shall be furnished in Annexure and such details shall be mentioned in the respective columns of the Application Format. The authorized person of the contractor shall sign in all the pages of the application with seal of the company/ firm. Contractor should submit Application Format along with company profile/ Brochure. costs incurred by the applicant in applying, in providing necessary clarifications or attending discussions or site visits will be reimbursed. The contractor shall furnish documentary proof with respect to the prequalification criteria along with the application form. Incomplete application without proper proofs for establishing their credentials will be liable for rejection and no correspondence will be entertained in this regard. The evaluation shall be mainly based on the eligibility criteria, other factors like timely completion, resources of the applicant including financial, technical and tools and plants, prequalification with other institutions/ works etc., manpower & logistical support of the applicant, their financial capabilities, quality consciousness, etc. will be considered as added qualifications.if found necessary, the contractor shall make arrangements to inspect any of the works, undertaken by them. Applications received after the due date and time shall be rejected. UNIVERSITY OF KASHMIR expects that companies/ Firms should furnish all the required documents to ensure a transparent and genuine evaluation, so it is necessary to fill in the Pre- Qualification documents meticulously and sign & stamp each and every page. Fill in the Pre-Qualification Documents in writing in ink or type. As the pre-qualification process is completed, it would be informed to all the participants about the status of evaluation and afterwards financial bids will be invited from firms / contractors who will qualify. ELIGEITY CRITERIA The Firm/contractor should be registered with Government of J & K State PW (R&B) Department, CPWD, Railways etc. The contractor should have successfully completed the works during the last five years ending March 2016. The work means the same as shown on the cover sheet of this document which includes the Main Agencies (General Contractor) will have to nominate P.E.B. Company whose names are appearing in this document. Work with any other company shall not be entertained or permitted. The contractor should have total turnover (in the last five years ending March 2016) (12- Crore) enough to prove the approval / accepting of committee, and the capacity to successfully complete the work. The contractor should have enough capacity in terms of technical personnel, labour force both skilled and unskilled, equipments, plants and machinery, to satisfactorily complete the job in stipulated time. This is a critical criteria for pre qualification. The contractor shall furnish the list of key employees, employed by him with full details of their previous employment. This is a critical criteria for pre qualification. The contractor shall submit copies of the VAT / Service Tax / Excise registration forms along with copy of Paid Tax. The committee reserves the right to verify the particulars furnished by the applicant independently. The committee reserves the right to accept/reject any prospective application. The committee reserves the right to decide on the number of pre qualified contractors to participate in the bid among the number of eligible entrants. Page 3
SELECTION PROCESS Committee shall evaluate the pre - qualification applications based on the eligibility criteria set forth and shall short list from the qualified applications.
