Southern Illinois University Quarterly Investment Report December 31, 2017 This is a summary report. A full report entitled Investment Performance Report is on file with the Board Executive Secretary which shows additional detail on how funds are invested by asset class.

Performance Analysis For the quarter ending December 31, 2017, Treasury yields increased on all stated maturities except for the 30-year (compare red vs. green lines). The yield on the 3-month, 2-year, 5-year, and 10-year Treasuries increased by 34, 41, 28, and 8 basis points, while the 30-year Treasury decreased by 12 basis points for the quarter. Treasury yields remain lower to where they stood a year ago on 12/31/16 in long maturities, somewhat higher in medium maturities, and significantly higher in short maturities (compare red & blue lines). The combination of a rising short rate and a relatively stable long rate has led to a flattened yield curve. The Fed raised rates three times in 2017, and is expected to continue raising the short-term rate in 2018. This may lead to further flattening. 4.0% 3.0% Recent U.S. Treasury Yield Curves Gains on SIU's short term funds offset the loss experienced by the intermediate portfolio, due to rising interest rates, leading to a minimal overall portfolio gain for the quarter ending December 31, 2017. SIU's total portfolio gained 0.02% for the quarter, down from the previous quarter's gain of 0.32%. The Intermediate Fund posted a loss of 0.35% for the quarter, consisting of current income (after fees) of 0.51% and a capital loss of 0.86%. This outperformed the 0.40% loss on the Barclay's Intermediate U.S. Government Securities benchmark. The Short-Term Fund outperformed the BAML 3-Month Treasury Bill Index by 3 basis points with a return of 0.31% for the quarter. The short-term return on SIU's most liquid funds increased during the quarter to 0.243%, up from 0.227% for the previous quarter. 2.0% 1.0% SIU's combined portfolio return of 0.02% for the quarter ending December 31st outperformed the weighted benchmark portfolio by approximately 13 basis points. This continues the positive performance trend following a 16 basis point outperformance for the quarter ending September 30th. Excess liquidity is invested in the portfolio during peaks in the University's cash flow cycle, which typically occur immediately following collection of tuition at the beginning of a semester.
