Introduction WHO IS THIS PROGRAMME FOR? There have been significant changes in the regulatory landscape for banks in recent years. These include the Central Bank of Ireland s revised Corporate Governance Code issued in 2013 and Basel III coming into force in the EU via CRDIV from 2014 with major implications for capital, funding and leverage. With increased volume and complexity of regulation it is critical that banks have the ability to respond by understanding and managing risks in a more integrated manner and identifying the operational risks inherent in their business. The Professional Diploma in Governance and Risk is specifically designed to enhance your professional practice in this constantly evolving area, equipping you with the necessary skills and knowledge. The programme provides a detailed understanding of regulation and the practical implications for financial services organisations. This Professional Diploma is designed to meet the needs of individuals who have a direct interest in the strategic management of risk in a financial institution. It adopts an enterprise integrated risk management perspective, and is fundamental to those charged with the management of a financial institution s risk appetite and the alignment of risk appetite with the institution s strategic planning process. Curriculum You will study four modules as follows: 01 Regulation, Organisational Design and Corporate Governance 02 Operational Risk Management 03 Enterprise Wide Integrated Risk Management 04 Bank Asset and Liability Management Module 01 Overview REGULATION, ORGANISATIONAL DESIGN AND CORPORATE GOVERNANCE 03 ENTERPRISE WIDE INTEGRATED RISK MANAGEMENT This module addresses regulation and regulatory processes with particular emphasis on their influence on risk management methodology and practice. It outlines the rationale for regulation and the regulatory processes at both EU and national level. It critically reviews current and proposed regulation in as much as it addresses risk management and critically analyses risk management within regulation in the context of the financial crisis. It also provides an overview of corporate governance. The objective of this module is to introduce you to the development of Enterprise Risk Management (ERM) in financial services. ERM seeks to consider all risks in a holistic way in order to identify gaps in risk management and opportunities to diversify across risks. The module will address the origins of ERM, review known ERM frameworks and how such frameworks are implemented. Other topics considered are risk integration and aggregation, the application of economic capital and the risk appetite of an organisation. 02 OPERATIONAL RISK MANAGEMENT 04 BANK ASSET AND LIABILITY MANAGEMENT This module introduces you to operational risk as a discipline in its own right. It discusses operational risk management concepts and themes, components of an operational risk framework and examines operational risk loss data trends and related issues. The module summarises the Basel operational risk treatments and explains operational risk capital calculation methodologies. It considers the practical aspects of operational risk techniques through the use of external case studies, including the evaluation of key lessons from major events. This module aims to give you a sound understanding of the impact of regulation from an asset and liability management (ALM) perspective as well as to explore some of the financial stability considerations of the ALM risks that banks may take. Topics covered are developments in liquidity and funding regulation as well as capital management. Further Information AWARD When you successfully complete the four modules of this programme, you will be awarded the Professional Diploma in Governance and Risk (level 9) from UCD. ENTRY REQUIREMENTS The minimum entry requirements for the programme are: - An Honours Bachelors degree in a quantitative discipline (e.g. mathematics, statistics, economics, actuarial or engineering), or - An Honours Bachelors degree in business or similar discipline (e.g. accounting, finance) Candidates are typically employed in the banking or financial services industry in a risk management or related role. PROFESSIONAL BODY MEMBERSHIP You must be a current member of the Institute of Banking, or become a member, to register for this programme. Membership is currently c40 per calendar year. DELIVERY Lectures are held in a Dublin city-centre location on a part-time basis. ASSESSMENT Assessment is a combination of continuous assessment and written exams. The pass mark is 40% in all modules in line with UCD academic policy. FEES The total fees are c5,560. Tax relief may be available to candidates who are paying fees in a personal capacity.
