Chapter 1: Demographics This chapter covers demographic data for White Pine County compared to other Nevada counties. A time series analysis of trends in demographic data is also shown. County and City Population Population is shown for the county and each incorporated place within the county. Population growth in the county is compared to growth in the state, while population growth in the incorporated place is compared to growth in the county. This data is collected from the 1998 Environmental Systems Research Institute, Inc. version of ArcView Business Analyst. For more information on Business Analysis please visit the Business Analyst web page at http://www.esri.com/software/businessanalyst/index.html Figure 1 and Table 1 show population forecasts for non-metropolitan counties in Nevada for 1996, 2001 and 2006. Population in White Pine County is forecast to steadily increase. White Pine County population is forecast to increase from 10,114 in 1996 to 11,334 in 2006 or a forecast population increase of 12%. White Pine County is also forecast to remain the 10 th largest county in population in the state from 1996 to 2006. Map of White Pine County This map is compiled from ArcView Business Analyst and shows the 1996 population by census tracts, key highways and roads, and major water bodies. The most populated area is the city of Ely, located in the center of the county. We can also see on the map that almost half the county population is located in the southwest region of the county. 3

Nevada State Demographer's Office Projections to 2018 The data presented in this component were taken directly from the "Nevada Population Projections and Forecasts, 1998-2018 and Review of Methods." This report was prepared by Dean H. Judson, Ph.D. State Demographer for Nevada Department of Taxation in April, 1998. A copy of this document can be obtained from the Nevada State Demographer's Office, University of Nevada, Reno (775) 784-6352. Included are the population estimates for White Pine County from 1950 to 1998 and low, medium, and high forecasts to the year 2018. From this data the annual percent change and a three-year moving average of the percent change were calculated to show how population growth fluctuates over time. Figure 3 shows estimated population growth for White Pine County under low, moderate and high economic conditions. Population in 1997 for White Pine County was estimated to be 10,640. Under high estimates, population is forecast to increase to 16,730 in 2018 or an increase of 57.2 percent. Under middle or average expansion, population is estimated to increase to 13,430 in 2018 or 26.2 percent increase. Under low population expansion scenario, White Pine County population is forecast to decrease to 8,060 in 2018 or 24.2 percent decrease. Assumptions of alternative growth scenarios employed can be found in Nevada Population Projections and Forecasts, 1998-2018 and Review of Methods. i. White Pine High: City improvement plans come about, making better streets, parks, water, and encouraging new businesses. General merchandise store develops, and brings approximately 10 jobs. In addition, an increase in tourism has the potential to create about 360 new jobs over the next five years. The development of the industrial park is increased due to its proximity to the airport, attracting new business on a continual basis for the next few years, creating at least 80 new jobs. Thus over the next two years, 370 new jobs will be created. With this increase in available jobs, there will be an expansion in housing development. ii. White Pine Middle: Sharps Furniture, fast food restaurant, and motel bring 55 new jobs in the next 2 years. There are also jobs obtained in division of wildlife and the division of forestry. The Waste Water Treatment Plant is not funded. Industrial activisty is slow to come to the area bringing 150 jobs over the next five years. Tourism will be moderate, bringing only about half of the previously estimated 180 jobs. So, over the next five years, about 255 new jobs will be created, causing a rise in the population as well as in housing development. iii. White Pine Low: Commercial developments bring 35 jobs. There is little to no tourism. Industrial activity is diverted to other neighboring counties. Population growth is slow. 4

Figure 4 and Table 3 show the population trends for White Pine County and the state of Nevada. Figure 4 shows that population trends for White Pine County were generally lower than the state s annual percentage change. Figure 5 and Table 3 show a three-year moving average of population change for White Pine County and the state of Nevada. As seen in Figure 5, the moving average population change for White Pine County was generally below the state value. Figure 3. Age Distribution Using data from Business Analyst, the median age estimates for the years 1996, 2001, and 2006 are shown for all counties. The age distribution for White Pine County for the years 1996, 2001, and 2006 is also shown. These age distributions are further broken down by gender. Figure 6 shows the estimated median age for each of Nevada s seventeen counties for 1996, 2001 and 2006. Table 4 shows that median age for White Pine County is forecast to increase from 35 years of age in 1996 to 37 years of age in 2006. White Pine County was the thirteenth oldest in median age of Nevada s 17 counties in 1996, which is estimated to remain unchanged in rank in 2006 Table 5 shows that population for people 6 years of age to 17 years of age is forecast to increase from 2,083 in 1996 to 2,259 in 2006. Also, the retirement age group (persons 65 years of age and older) is forecast to increase from 1,201 in 1996 to 1,325 in 2006. Figures 7 through 9 show population by age by proportionate share from 1996 to 2006. Between 1996 and 2006, the number of persons in the age group 6 to 17 years of age will increase by 176, but the proportionate share will remain constant at 20% for the same time period. The number of persons 65 years and older will increase by 124 persons between 1996 and 2016, but the proportionate share will decrease from 12% to 11%. Figures 10 through 13 show the distribution of population by gender for different age groups in White Pine County for 1996, 2001 and 2006. Table 6 also shows the gender-age population values for White Pine County from 1996, 2001 and 2006. Figures 10 through 13 and Table 6 show a large share of population in the working age group (35 to 54 years of age) and large share in the retirement age group (65 years of age and older). This shows the local employment opportunities in White Pine County as well as growth in the number of persons retiring in White Pine County. 10

Population by Race/Ethnicity Using data from Business Analyst, race and ethnicity charts are shown for all counties except Clark and Washoe. These data show the number of persons in each racial group and the percent of total population that is Hispanic in 1996, 2001, and 2006. Figures 13 through 18 show population estimates for the 15 non-metropolitan counties by race and ethnicity for 1996, 2001 and 2006. Table 7 and 8 shows the population values for the fifteen non-metropolitan counties by race/ethnicity for 1996, 2001 and 2006. Table 7 shows the following for White Pine County: i. White population is forecast to increase from 9,244 in 1996 to 10,348 in 2006 or a 11.9 percent increase. ii. Black population is forecast to increase from 189 in 1996 to 213 in 2006 or a 12.7 percent increase. iii. American Indian or Native American population is forecast to increase from 305 in 1996 to 325 in 2006 or 16.8 percent increase. iv. Asian or Pacific Islander population is forecast to increase from 50 in 1996 to 72 in 2006 or a 6.5 percent increase. v. Other race population is forecast to increase by 326 in 1996 to 376 in 2006 or a 15.3 percent increase. vi. Hispanic population is forecast to increase from 948 in 1996 to 1116 in 2006 or a 17.7 percent increase. vii. Chapter 2: Labor Force and Employment This chapter covers labor force and employment data for White Pine County compared to the state of Nevada. Labor force and employment data are depicted as a time series to ascertain trends in labor force and employment. About Labor Force and Employment Data The data included in this section were obtained from the Nevada Department of Employment, Training & Rehabilitation (DETR) web site at http://www.state.nv.us/detr/ For additional information or updated data please visit DETR's web site. Labor force is defined as all members of the civilian noninstitutional population who are eligible for inclusion in the labor force, and those 16 years of age and older who have jobs or are actively seeking employment. All others or those who don t have a job are counted as not in the labor force. Figure 19 and Table 9 shows monthly labor force estimates for the White Pine County and the state of Nevada. For White Pine County, labor force estimates decreased from 3,700 in January 1995 to 3,190 in December 1998 or a 13.8 percent decrease in labor force employment. White Pine County s labor force growth was higher than the state up to April of 1997 where it decreased compared to the state, where labor force increased from 780,000 in January 1995 to 928,800 in December 1998, or a 19.1 percent increase. Employment is defined as the number of persons employed full- or part-time. These values are in jobs not full-time equivalents. Figure 20 and Table 9 show employment trends for White Pine County and the state of Nevada. For White Pine County employment decreased from 3,380 in January 1995 to 3,120 in December 1998, or a decrease in county employment of 7.7 percent. For White Pine County employment seems to reach lows in January, which may relate to reduction in agricultural activities. For the state of Nevada, employment increased from 731,900 in January 1995 to 902,400 in 1998 or a 23.8 percent increase. State of Nevada population can be characterized as increasing at a fairly constant rate with fewer counter-cyclical moves. The total unemployed includes persons who are not employed, but are actively seeking employment, and those who have been laid off and are waiting to be called back to work. Figure 21 and Table 9 show the total unemployed for White Pine County and the state of Nevada. The number of unemployed in White Pine County decreased from 320 in January 1995 to 70 in December 1998, or a decrease of 78.1 percent. For the state of Nevada, total unemployed decreased from 48,100 in January 1995 to 26,400 in December 1998, or a decrease of 48.1 percent. 29

Unemployment rate is the total number of unemployed persons divided by the labor force. The unemployment rate can also be interpreted as percentage of the labor force not employed or working. Figure 22 and Table 9 show monthly unemployment rates for White Pine County and the state of Nevada. The unemployment rate for White Pine County from 1995 to 1998 was higher than the state value. The unemployment rate varied from 9.4 percent in January 1996 to 2.7 percent in November 1998. For the state of Nevada, the unemployment rate has been lower than for Douglas County. State unemployment rate was 6.2 percent in January 1995 and rose again to a high of 6.2 percent in June 1996. The lowest state unemployment rate of 2.8 percent occurred in December 1998. The state unemployment rate for December 1998 was.6 percentage points higher than the December 1998 unemployment rate for White Pine County. Figure 19. Chapter 3: Personal Income (REIS) The personal income data in this report were taken from the Regional Economic Information System May 1998. This is a data CD that is published annually by the U.S. Department of Commerce, Bureau of Economic Analysis, for all states and counties in the United States. The REIS provides annual estimates from 1969 to 1996. For more information about the CD, you may visit the BEA's web site at http://www.bea.doc.gov Table CA05 -- Personal Income by Major Source and Earnings by Industry Personal income (Table CA05) is a measure of income received; therefore, estimates of State and local area personal income reflect the residence of the income recipients. The adjustment for residence is made to wages and salaries, other labor income, and personal contributions for social insurance, with minor exceptions, to place them on a place-of-residence (where-received) basis. The adjustment is necessary because these components of personal income are estimated from data that are reported by place of work (where earned). The estimates of proprietors' income, although presented on the table as part of place-of-work earnings, are largely by place of residence; no residence adjustment is made for this component. Net earnings by place of residence is calculated by subtracting personal contributions for social insurance from earnings by place of work and then adding the adjustment for residence, which is an estimate of the net inflow of the earnings of interarea commuters. The estimates of dividends, interest, and rent, and of transfer payments are prepared by place of residence only. Finally the REIS data reports income by economic sector. These sectoral income estimates are by place of work. The sectoral income estimates are derived for agricultural; mining; construction; manufacturing; transportation and public utilities; wholesale trade; retail trade; finance, insurance and real estate; services; federal government; state government; and local government sectors. Figure 23 shows nominal personal income for White Pine County and the State of Nevada. Tabular values are shown in Tables 10, 11, 12 and 13. White Pine County total nominal personal income rose from $98,101,000 in 1987 to $196,100,000 in 1996 or an increase in nominal White Pine County personal income of 100 percent. Using the GDP price deflator where 1992 = 100, real total personal income in White Pine County increased from $118,109,000 in 1987 to $179,038,000 in 1996 or an increase in real personal income of 52 percent. State of Nevada total nominal personal income rose from $16,851,786,000 in 1987 to $41,715,703,000 in 1996 or an increase of 147.5 percent (Tables 12 and 13). Adjusting for inflation, state of Nevada real personal income increased from $20,288,690,000 in 1987 to $38,086,098 in 1996 or an increase in state real personal income of 87.7 percent. Figure 24 shows non-farm nominal personal income for White Pine County and the state of Nevada. Tabular values are shown in Tables 10, 11, 12 and 13. White Pine County nominal non-farm personal income rose from $96,687,000 in 1987 to $196,106,000 in 1996 or an increase in nominal White Pine County non-farm income of 102.8 percent. Using the GDP price 35

deflator where 1992 = 100, real non-farm income in White Pine County increased from $116,406,000 in 1987 to $179,043,000 in 1996, or an increase in real White Pine County nonfarm income of 54 percent. State of Nevada nominal non-farm income rose from $16,807,085,000 in 1987 to $41,715,703,000 in 1996 or an increase in state non-farm income of 148.2 percent. Adjusting for inflation, state of Nevada real non-farm income increased from $20,234,872,000 in 1987 to $38,086,098,000 in 1996 or an increase in state non-farm income of 88.2 percent. Figure 25 shows nominal farm income for White Pine County and the state of Nevada. Tabular values are shown in Tables 10, 11, 12 and 13. White Pine County nominal farm income dropped from $1,414,000 in 1987 to $-6,000 in 1996 or a decrease in nominal White Pine County farm income of 100 percent. Using the GDP price deflator where 1992 = 100, real farm income in White Pine County decreased from $1,702,000 in 1987 to $-5,000 in 1996 or an decrease in real White Pine County farm income of 100 percent. State of Nevada farm income rose from $44,701,000 in 1987 to $52,734,000 in 1996 or an increase in state farm income of 18.0 percent. Adjusting for inflation, state of Nevada real farm income decreased from $53,818,000 in 1987 to $48,146,00 in 1996 or a decrease in state real farm income of 10.5 percent. Figure 26 shows the population estimates used by REIS in the calculations of their per capita income as shown in Figure 27. Figure 27 shows nominal per capita income for White Pine County and the state of Nevada. Tabular values are shown in Tables 10, 11, 12 and 13. White Pine County nominal per capita income rose from $12,438 in 1987 to $19,102 in 1996 or an increase in nominal White Pine County per capita income of 53.6 percent. Using GDP price deflator where 1992 = 100, White Pine County real per capita income increased from $14,975 in 1987 to $17,440 in 1996 or an increase in real per capita income for White Pine County of 17 percent. State of Nevada nominal per capita income rose from $16,467 in 1987 to $26,059 in 1996 or an increase in state real per capita income of 58.2 percent. Adjusting for inflation, state of Nevada real per capita income increased from $19,825 in 1987 to $23,792 in 1996 or an increase in state per capita income of 20.0 percent. Figure 28 shows components of total personal income for White Pine County from 1987 to 1996. The tabular values are shown in Tables 10 and 11. The three components are net earnings by place of residence; dividends, interest and rent; and transfer payments. The last two segments often represent income of the retired population. In 1987, net earnings by place of residence in White Pine County accounted for 62.8 percent of total personal earnings that increased to 70.2 percent of total personal earnings in 1996. As a proportionate share of White Pine County total personal income; dividends, interest and rent; proportionate share decreased from 18.6 percent in 1987 to 11.7 percent in 1996. Proportionate share of White Pine County total personal income from transfer payments decreased from 18.6 percent in 1987 to 18.1 percent in 1996. For the state of Nevada, net industry earnings proportionate share remained fairly constant decreasing from 69.1 percent in 1987 to 68.0 percent in 1996. The proportionate share of total state 36

personal income, from dividends, interest and rent increased slightly from 17.7 percent in 1987 to 18.3 percent in 1996. The proportionate share of transfer payments for the state of Nevada has remained fairly constant, increasing from 13.2 percent in 1987 to 13.7 percent in 1996. Figure 29 shows components of industrial income from various local economic sectors. The tabular values are shown in Tables 10 and 11. As one can see, mining, government and government enterprises, services, and state government sectors were the major economic sectors from 1987 to 1996. Tables 12 and 13 shows the importance of the Service Sector to the state s economy.
